The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider closing, vacating and
abandoning a portion of an alley in accordance with notice published in the Sanford Herald on
April 20, 1972, as follows:

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed closing of said alley.
Roy Wright, cashier of the Sanford Atlantic National Bank, appeared to support the
request. The City Manager reported that the bank officers were cognizant of the City's re-
quirement to replace the 24-inch combined sewer and 8-inch sanitary sewer with cast iron pipe
prior'to any construction in this abandoned alley; and further, that said officials were in
accord with the requirement.
After consideration, Commissioner Stenstrom moved to authorize the City Attorney to
prepare the proper ordinance to close, vacate and abandon the alley as described in the afore-
said notice of public hearing and to retain same as a utility easement. Seconded by Commis-
sioner Meyer and carried.
A Public Hearing was next held to consider closing, vacating and abandoning an alley
in accordance with notice pUblished in the Sanford Herald on April 20, 1972, as follows:

23rd Street and 24th Street and between Park Avenue and Oak Avenue, being more particularly de-
scribed as follows:
The north 168 feet of alley lying between Lots 1,
3 and 5 and Lots 2, 4 and 6, Lanes Addition,
Amended Plat.

The Chairman announced that the CommiSsion would hear from anyone in favor of, or
against, the proposed closing of said alley; Joseph ~C. Spaulding, 2307 Oak Avenue, and Arvin L.
Mihm, 119 West 23rd Street, appeared to support the request.
After consideration, Commissioner Meyer moved to authorize the City Attorney to prepare
the proper ordinance to close, vacate and abandon the alley as described in the aforesaid notice
of public hearing and to retain same as a utility easemmnt. Seconded by Commissioner Stenstrom
and carried.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on April 20, 1972, as follows:

THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Con~tission Room in
the City Hall in the City of Sanford, Florida', at 8:00 o'clock P. M. on May 8, 1972, to consider
changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
(a) That property between Park Avenue and Magnolia Avenue and between 28th ~d:~29th~is
~roposed to be rezoned from R-1AA (Single Family Dwelling) District to R-1 (Single Family Dwel-
.lng) District. Said property being more particularly described as follows:

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning. No one appeared in opposition.
After consideration, Commissioner McClanahan moved to authorize the City Attorney to
prepare the proper ordinance to rezone said properties as described in the aforesaid notice of
public hearing. Seconded by Commissioner Morris and carried.
Peter Bicio, 1712 Southwest Road, appeared and stated he represented 500 persons of
the Seminole County Taxpayers Association of the West Side and objected to extending the City
limits to surround their properties in the area of 25th Street and Airport Boulevard.
Recommendations next.submitted from the Zoning and Planning Commission and on motion
of Commissioner Morris, seconded by Commissioner McClanahan and carried, the City Clerk was
authorized to advertise a Public Hearing to be held on May 22, 1972, to further consider re-
zoning as follows:
(a) That property lying South of 25th Street and between Lake Mary Road and Airport
Boulevard is proposed to be rezoned from R-1AA (Single Family Dwelling) District to C-1 (Neigh-
borhood Commercial) District.
(b) That property abutting Airport Boulevard and lying West of Lake Mary Road is

proposed to be rezoned from R-1AA (Single Family Dwelling) Distr?ct to C-1 (Neighborhood Com-

(d) That property lying South of 25th Street and West of Georgia Avenue is proposed
to be rezoned from R-1AA (Single Family Dwelling) District to R-3 (Multiple Family Dwelling)
District.
(e)That property lying West of Orlando Drive (Highway 17-92) and North of Airport
Boulevard is proposed to be rezoned from R=tAA (Single Family Dwelling) District to C-1 (Neigh-
borhood'Commercial) District.
(f) That property lying East of Orlando Drive and South of Airport Boulevard is pro-
posed to be rezoned from R-1AA (Single Family Dwelling) District to C-1 (Neighborhood Commercial'
District.
(g) That property lying North of Lake Mary Boulevard and South of Seaboard Coastline
Railroad R/W is proposed to be rezo~ed from R~lAA.(Single:Family Dwelling) District to R-lA
(Single Family Dwelling) District.
Consideration next given an amendment to Article V, of the State Constitution, abolish
lng municipal courts, and to F.S. 72.406,~.providing for Seminole County to acquire one additional
judge if the City of Sanford would adopt an ordinance no later than June 1, 1972, to abolish
the municipal court system by January 1, 1973.
After discussion, Commissioner Meyer moved to authorize the City Attorney~to prepare
the necessary fnstr~ent to abolish the City of Sanford Municipal Court and associate officers
thereof, by the date of January 1, 1973. Seconded by Commissioner Stenstrom and carried.
Notice next submitted of the expiration of te~mof office in May, 1972, of Father
William Ennis, as a member of the Commission of the Sanford Housing Authority; and further,
that he was unable to accept .reappointment. A~ter discussion and on motion of Commissioner
Meyer, seconded by Commissioner McClanahan and carried, consideration of a new appointment was
tabled.
After consideration, Commissioner Morris moved to authorize the City Attorney to pre-
pare the necessary resolutio.n~for~ a bond anticipation mote for the Police Security Complex
revenue certificate issue. Seconded by Commissioner Stenstrom and carried.
After discussion, Commissioner Meyer moved to authorize refund bond No. 120514 es-
treated on August 3, 1971, in amount of $202.00, to Jerry W. Walker, in Docket No. 99068 ~or
Elwood Lester, Jr., who was returned t~o Court by bondsman and fined in Court April 14, 1972,
Case Docket Mo. 103133, $94.50 plus $7.50 court cost or 30 days. Seconded by Commissioner
Stenstrom and carried.
Statement dated April 27, 1972, next submitted in the amount of $57,300.00 from the
firm of Clark, Dietz and Associates, Inc., for partial payment of basic engineering services

Agreement dated January 26, 1970; and after consideration and on motion of Commissioner Meyer,
seconded by Commissioner Stenstrom and carried, payment was authorized from Water and Sewer
Reserve for Renewal and Replacement'Fund.
Statements dated April 25, 1972, next submitted from T. 'W. Blount, Jr. & Son Con-
tracting Company, Jacksonville, for work as follows:

and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, payment was
authorized upon approval of completion of the work by the City Manager.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the
Mayor was authorized to sign an "Operating Agreement" between tm City and the Sanford Airport
Authority setting forth regulations under which the City will operate the utilities and the
refuse collection on the Sanford Airport.
F. Thomas Ustler, Ustler-Burst, Inc., Realtors, submitted an Offer to purchase for
$10,000 1.3 acres of City property located on the north side of Airport BOulevard and west of
Highway 17-92, to be utilized with other abutting property for the development of a shopping
center · ApPraisal of said property was considered by the Commission on April 24, 1972, and a
sale price authorized at $16,100.00.
After consideration, Commissioner McClanahan moved to reject the offer in amount of
$10,000.00. Seconded by Commissioner Morris and carried over the dissenting vote of Commis-
sioner Stenstrom.
Commissioner Meyer moved to authorize the City Manager and the City Attorney to nego-
tiate with said Realtor an offer for purchase of the 1,3 acres of land, at a price above the
$10,000.00 figure. Seconded by Commissioner Stenstrom and carried.
After consideration and on motion of Commissioner Stenstrom, seconded by Commissioner
Meyer and carried, the Mayor 'and City Clerk were authorized to execute a note in the amount of
$111,834.06 for a period of four years to finance balance of purchase price on equipment, as

Thereupon, the Chairman announced that the, City Commission of the City of Sanford,
Florida, by unanimous Vote, had passed and adopted said Ordinance No. 1072, entitled:

1. Transfer $1,880.00 from Account No. 8150, Contingency, to
Account No. 5026, Engineering Equipment-General, to cover
purchase of an office trailer.
2. Payment of InvOice dated March 28, 1972, from Surveyor V. Kelly
Smith, in the amount of $1,207.50, covering map and design work
on the West Side Trunk Line Profile Elevation and Horizontal
Control, from Water and Sewer Renewal and Replacement Fund.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same were
approved.
There being no further business, the meeting was adjourned.
