The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on May 22, 1972.

The meeting was called to order by the Chairman.
Richard Davis, Wilco Construction Company, appeared to submit a proposed replat of a
part of Geneva Terrace and Geneva Terrace Amended Plat to be replatted as Geneva Gardens. On
recommendation dated May 18, 1972, from the Zoning and Planning Commission, and on motion of
Commissioner Meyer, seconded by Commissioner Morris and carried, the Mayor and City Clerk were
authorized to execute said plat provided that the Contractor agrees to provide access to the
home owners residing;~ in the area at all times and that the first item of work will be the
construction of the Geneva Terrace Road in this area. Mr. Davis ackn~ledged that he was
agreeable to said requirements.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning-Ordinance in accordance with notice published in the
Sanford Herald on May 12, 1972, as follows:

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning. No one appeared in opposition. Thomas S. McDonald, owner of
property listed as Item (a) above, consisting of 8.5 acres, appeared to support the request for
rezoning to C-1 (Neighborhood Commercial) District for a proposed shopping center development.
Art Harris, Chairman of the Zoning and Planning Commission, stated that their Board's
recommendation of R-3 zoning was based on the Long Range Development Plan for Sanford and, also,
it was concerned with the traffic at this intersection and would recommend that if the proPerty
were to be zoned C-1 that no entrances or exits be permitted to be constructed close to the
intersection. Mr. McDonald assured the Commission that this would be taken under consideration
in the developmemt of the property.
After discussion, Commissioner Stenstrom moved to authorize the City Attorney to pre-
pare an ordinance to rezone from R-1AA (Single Family Dwelling) District to C-1 (Neighborhood
Commercial) District, that property described as Item (a). Seconded by Commissioner McClanahan
and carried over the dissenting votes of Commissioner Meyer and Commissioner Morris.
Commissioner Meyer moved to authorize the City Attorney to prepare an ordinance to
rezone from R~iAA (Single Family Dwelling) District those properties described as Items (b),
(c), (d), (e), (f) and (g) to the respective zone as designated in the foregoing notice and as
recommended by the Zoni~ and Planning Commission.

Family Dwelling) District to C-1 (Neighborhood Commercial) District, that property lying West of
US Highway 17-92 and North of Airport Boulevard, more particularly described as the NE~ of the
NE~ lying north of Airport Boulevard in Section 11, Township 20S, Range 30E.
Consideration next given to a recommendation and request submitted at regular meeting
of April 24, 1972, that district requirements for the election of City Commissioners be placed

on the ballot for December, 1972; and also, that same be incorporated in the proposed City
charter. After discussion, Commissioner Meyer moved to deny the request. Seconded by Commis-
sioner McClanahan and carried~.over-~the dissenting votes of Mayor Moore and Commissioner Morris.
Letter next submitted from W. Garnett~White, Realtor,~age~t for Chase and Company
Estate, requesting to vacate and'~abandon that part of Laurel Avenue extended north of Fulton
Street. After consideration and on motion of Commissioner Meyer~· seconded~by Commissioner
Stenstrom and carried, a public hearing was authorized to be held on June 12, 1972, and the
City Clerk was authorized to advertise same .....
The next item of business was the consideration of appointing trustees for the General
Sanford Memorial Library. After discussion, Commissioner Morris moved to table same. Seconded
by Commissioner Meyer and carried.
The City Manager next submitted a proposed agreement with the City of Winter Park
for mutual aid and' assistance for fire control and recommended its acceptance. After discussioi
and on motion of Commissioner Meyer, seconded by Commissioner Stemtrom and carried over the
dissenting vote of Mayor Moore, the Mayor and City Clerk were authorized~to execute same.~
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried,
Ordinance No. 1073, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
ANNEXING TO AND INCLUDING WITHIN THE CORPORATE
AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA
DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA,
ACTS.OF 1957.
was introduced and placed on its first reading and read in full.
Commissioner Morris then moved on the waiter of the requirement of the second reading
of Ordinance No. 1073, and that same be placed on its final passage and adoption. Seconded by
Commissioner Meyer.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,

John Mercer, President, United State Bank of Seminole, appeared to request that the
Commission give equal consideration to depositing of City funds in the United State Bank of
Seminole as in other local banking institutions. The City Clerk was directed to prepare in-
formation of accounts with the local banking institutions.
Clifford Nelson, President, 'Seminole Zoological Society, appeared to request the
City to provide funds in the 1972-73 Budget for the continued operation of the Sanford Zoo for
one more year. After discussion, Commissioner Meyer moved to direct the City Manager to in-
corporate same in the new budget preparation. Seconded by Commissioner..McClanahan and carried
over the dissenting votes of Mayor Moore and Commissioner Morris.
On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
Father William Ennis was reappointed to the Sanford Housing Authority Commission for a term
of four years.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
minutes of April 24, May 8, and May 15, 1972, were approved.

Recommendation next submitted from the Zoning and Planning Commission to rezone from
R-1AA (Single Family Dwellihg) District to M-1 (Light Industrial) District, that property
described as follows:

Country Club Road and the east right of way line of
Seaboard Coast Line Railroad mainline in Section 35,
Township 19S, Range 30E, Seminole County, Florida,
run east along said north right of way line 240 feet
for Point of Beginning; thence continue east 200 feet;

Om motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, a public
hearing was authorized to be held on June 12, 1972, for further consideration and the City
Clerk authorized to advertise same.
On recommendation of the Zoning and Planning Commission and on motion of Cor~issioner
Morris, seconded by Commissioner Stenstrom and carried, Levi COleman was appointed to the
Citizens Advisory Committee.
