The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 P. M. on June 12, 1972.

The meeting was called to order by the Acting Chairman Commissioner Gordon T. Meyer.
The first order of business was a Public Hearing to consider closing, 9acating and
abandoning a street right-of~way in accordance with notice published in the Sanford Herald on
May 25, 1972, as follows:

You will take notice that the City Commission of the City of Sanford, Florida, at
8:00 o'clock P. M. on June 12, 1972, at the City Commission Room at the City Hall in the City
of Sanford, Florida, will consider and determine whether or not the City will close, vacate and
abandon any right of the City and the Public in and to that portion of a street hereinafter
described, to wit:
That part of Laurel Avenue North of Fulton Street
according to E, R. Trafford's Map of Sanford,
pages 56 through 64, public records of Seminole
County, Florida.
Persons interested may appear and:be heard at the time and place above specified.

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed closing of said street right-of-way. No one appeared in opposition.
W. Garnett White, Realtor, appeared to support the request.
After consideration, Commissioner McClanahan moved to authozize the City Attorney to
prepare an ordinance to close, vacate and abandon the street right-of-way as described in
aforesaid notice of public hearing. Seconded by Commissioner Stenstrom and carried.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on May 25, 1972, as follows:

beginning.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.

The Chairman announced that the Commission would hear from anyone in favor of, or
against, the proposed rezoning. No one appeared in opposition.
Commissioner Morris moved to deny the rezoning as requested in Item (b) in accordance
with the recommendation of the Zoning and Planning Commission. Seconded by Commissioner
McClanahan and carried.
Commissioner Morris moved to authorize the City Attorney to prepare an ordinance to
rezone from R-1AA (Single Family Dwelling) District to C-1 (Neighborhood Commercial ) District,
that property described in Item (a) as recommended by the Zoning and Planning Co~mission.
Seconded by Commissioner Stenstrom and carried.
Commissioner Stenstrom moved to authorize the City Attorney to prepare an ordinance
to rezone from R-3 (Multiple Family Dwelling) District to C-2 (Commercial) District, that

property described in Item (c) and recommended by the Zoning and Planning Commission. Seconded
by Commissioner Morris and carried.
Commissioner McClanahan moved to authorize the City Attorney to prepare an ordinance
to rezone from R-1AA (Single Family Dwelling) District to M-1 (Light Industrial) District, that
property described in Item (d) and recommended by the Zoning and Planning Commission. Seconded
by Commissioner Stenstrom and carried.
Commissioner Morris stated he had two maps and proposals for district requirements
for the election of City Commissioners to be considered for placing on the ballot for December,
1972.
Commissioner McClanahan moved that the Commission-acknowledge the acceptance of the
various districting proposals as prepared by the various interested parties, and retain the
proposals until such time as 15% of the registered voters have signed legally drawn petitions
and the signatures thereon are duly certified by the Supervisor of Elections as being 15% of
the registered voters; and then in December, 1972, and upon receipt of these legally drawn and
legally executed petitions, at that time, the City Commission immediately prepare and place on
the ballot in December, 1972, the districting question. Seconded by Commissioner Stenstrom and
carried over the dissenting vote of Commissioner Morris.
George Crossley, president of the Jaycees, appeared to submit a Resolution from this
organization in support of districting and of placing the question of same on the December,
1972, ballot for a vote of the people.
Others appearing to support districting and its placement on the December, 1972,
ballot and voicing this. opinion were as follows: Ernest Payne, Seminole Community Action;
Hannah Pinkerton; Emory Speer.
Commissioner Meyer turned the chairmanship of the meeting to Mayor Moore.
Consideration next given to a request of the Downtown Merchants Association to in-
stall a public address system of 17 speakers on First Street between Sanford Avenue and Myrtle
Avenue for providing music for shoppers. After consideration, Commissioner Stenstrom moved on
approval of same with the stipulation as follows: (1) the music would cease at 9:00 P. M.;
(2) maintain a low noise level; (3) speakers not to be mounted on street light standards.

After consideration, Commissioner Meyer moved to table action to fill the vacancy
created by the resignation of Dale E. Coppock from~the Zoning and Planning Commission.
Seconded by Commissioner Stenstrom and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare a resolution of
appreciation to Dale E. Coppock for services rendered to the Zoning and Planning Commission
during his temure of office. Seconded by Commissioner Stenstrom and carried.

Commissioner McClanahan moved to establish a "Minimum Housing Code Board of Adjustment and
Appeals": to consist of five members. Seconded by Commissioner Morris and carried over the
dissenting vote of Mayor Moore.
Request next submitted by Raymond Lundquist to close, vacate and abandon the east
138.7 feet of Rose Street abutting Lot 11, Normany Square; and on motion of Commissioner
McClanahan, seconded by Commissioner Meyer and carried, a public hearing was authorized to be
held on July 10, 1972, and the City Clerk authorized to advertise same.
Request next submitted by Kenneth Leffler, attorney for United Lumber Company, Inc.,
to vacate and abandon a portion of Maple Avenue lying north of Eighth .Street and south of rail-
road right of way; the north-south alley in Block 9, Tier 9; and that portion of Seventh Street
west of French Avenue and east of the railroad. After consideration, Commissioner McClanahan
moved to table the request until payment is.received on a lien held by the City for the expense
of the demolition of a condemned structure. Seconded by Commissioner Meyer and carried.
Request next submitted by Robert C. Wyche to purchase Lot 13, Block D, Celery Avenue

A proposed Agreement was next submitted from Dan Acito for interior design services
on the Police Security Complex, and on motion of Commissioner~Meyer, seconded by Commissioner
Stenstrom and carried, same was tabled pending clarification regarding the status of housing
prisoners under Article V.
Recommendation next submitted by Municipal Judge Berry to set aside a $27.00 bond
estreated on June 6, 1972, in court case No. 104191, Earl Hendry; and on motion of Commissioner
Meyer, seconded by Commissioner Morris and carried, same was approved.
Consideration next given to a report submitted by the Director of Finance on the
division of demand funds deposited in the local banking instituions. Commissioner Meyer moved
to designate the United State Bank of Seminole as the depositoryto r,e.ceive~.~he Utility Trust
Fund for the water, sewer and drainage control capital improvement charges. Seconded by Com-
missioner McClanahan and carried. - ~ ......
Commissioner Morris moved ~to t. able..~action on ~the ~appointment of Trustees for the
General Sanford Memorial Library. Seconded by Commissioner McClanahan and carried.
On motion of Commissioner McClanahan, seconded by CommisSioner Morris and carried,
transfers of funds were authorized as follows:
$2,285.96 from Police Salaries Account No. 2201 to
City Manager Salaries Account No. 1201.
$2,500.00 from Police Salaries Account No. 2201 to
Police Miscellaneous-Investigations Account No. 2209.1.
$215.00 from City Manager Travel Expense Account No. 1207 to
City Manager Furniture, Fixtures and Office Equipment Account
No. 1212 to provide for purchase of a calculator.
Also, authorize one additional driver and two laborers to be
hired in the Refuse Division at a cost of $4,915.00 for
operation of new refuse packer.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
PROVIDING FOR COMPLIANCE WITH CERTAIN RE-
QUIREMENTS UNDER THE 1972 FLORIDA REVENUE
SHARING ACT.
WHEREAS, the City of Sanford, Florida, desires to participate in and receive from
the State of Florida, at the earliest possible time, all funds which the City of Sanford, is
entitled to receive under the 1972 Florida Revenue Sharing Act, Senate Bill 2-F, as said Act
may from time to time be amended, and
WHEREAS, in order to qualify for said revenue sharing funds during the 1972-1973 fisca]
year, the City of Sanford is required to complete and return to the Florida Department of Reve-
nue on, or before, June 1, 1972, a Report Form of pertinent data including certification that,
a. Ail police officers, as defined by Section 23.061(1),
Florida Statutes, employed by the City of Sanford,
meet the qualifications for employment as established
by the Police Standards Council of the State of Florida;
and
b. No, taw enforcement~officer employed by the City of Sanford~
is compensated for his services at an annual salary rate
ofless than $6,00O;'and · ·
c. The salary structure and salary plans of the City of Sanford
for law ~nforcement officers will meet the provisions of
Part IV of Chapter 23, Florida Statutes, 1972.; and
WHEREAS, upon due investigation, the city Commis~on of the City of Sanford has de-
termined that all police officers employed bY the City do meet the qualifications for employment
established by the Police Standards Council, and that no law enforcement officer employed by
the City of Sanford is compensated for his services at an annual salary rate of less than
$6,000, and the City Commission of the City of Sanford, Desires to hereby evidence by this
resolution said City's compliance with the provisions of Paragraphs (a) and (b) above, and to
hereby adopt the qualifying measures set forth in Paragraph (c) above;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CI%Y OF SANFORD, FLORIDA,

SECTION 1. QUALIFICATIONS OF POLICE OFFICERS: ·
The Sanford City Commission has duly investigated the qualifications of each law
enforcement officer presently employed by the City of Sanford, and has determined that all such
law enforcement officers do meet the qualifications for employment established by the Police
Standards Council of the State of Florida; and all law enforcement~officers hereafter employed
by the City of Sanford shall, prior to employment, be required to show that they meet said
qualifications for employment.
SECTION 2. MINIMUM SALARY FOR POL~E OFFICERS
No law enforcement officer employed by the City of Sanford, Florida, is compensated
for his services at an annual salary rate of less' than $6,000.

SECTION 3. SALARY INCENTIVE PROGRAM:
The salary incentive benefits authorized hereby shall be payable in accordance with
the rule and regulations established by the Bureau of Police Standards through its Board in
cooperation with the Department of Community Affairs.
SECTION 4. SUBMISSION OF REPORTS
The City of _Sanford shall submit reports to the Police Standards Council on December 31
March 31, June 30 and September 30, of each year containing information relative to compensation
of law enforcement officers employed by it, and such other information as the Council may require
SECTION 5. EFFECTIVE DATE:
Except as herein otherwise specifically indicated all provisions of this resolution
shall be and become effective immediately upon its adoption hereof.

Commissioner Morris moved to authorize the MaYor and City Clerk to execute same. Seconded by
Commissioner Stenstrom and carried.
The City Manager next submitted a comparison of the estimated costs for a landfill
operation for the City versus the costs now incurred by use of the County transfer system.
COmmisSioner McClanahan moved that in consideration of the estimated savings, to waive the
requirement for bid advertisememts and to authorize the City Manager to proceed with tRe emer-
ga~cy purchase of a bulldozer to replace the presently diSabled bulldozer. Seconded by Commis-
sioner Meyer. and carried~,over the dissenting~vote~Of Commissioner Morris?
After discussion,~Commissioner Morris moved to reconsider the Commission's position
taken on "districting" by prior action at this meeting. Seconded by Commissioner Stenstrom.

After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare an ordinance for the readoption of the City's Occupational License Fee Schedule.
Seconded by Commissioner McClanahan and carried.
Letter next submitted from David T. Kennedy, Mayor of Miami, urging support of the
Gurney Amendment to S. 3651 (H.R. 14370), General Revenue Sharing Bill.
moved to authorize the City Attorney to prepare a resolution for same~
