The City Commission of the City of Sanford, Florida, met in special called session at
the City Hall in the City of' Sanford, Florida, at ~4:10 P. M. on June 19, 1972.
Present: Mayor-Commissioner Lee P. Moore
Commissioner A. A. McClanahan
Commissioner Gordon T. Meyer
Commissioner John G. Morris
Commissioner Julian L. Stenstrom
City Attorney W. C. Hutchison, Jr.
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: Police Chief Ben E. Butler
Commissioner Meyer moved to waive the requirement of the twenty-four hours written
notice and to call the meeting into special session.

The City Manager reported that as a result of a meeting with T. W. Blount, Jr. and
Son Contracting Company, general contractors for the reconstruction of Pier A, Sanford Riverport
Marina, that the maximum amount of $7,509.00 had been agreed upon for additional work to be
performed. After discussion, Commissioner Meyer moved to recognize and accept the negotiated
figure not to exceed $7,509.00, conditioned upon a satisfactory contract amendment and upon
concurrance by the bonding company for Mr. Biount, and with the stipulation for the City to
apply the pads with material supplied bY the Contractor. Seconded by Commissioner Stenstrom
and carried over the dissenting votes of Mayor Moore and Commissioner Morris.
Consideration next given to amending Chapter 18, covering the provisions for control
of solicitors,and after discussion, Commissioner Morris moved to table same until the next
regular meeting. Seconded by Commissioner McClanahan and carried.
Commissioner Meyer moved on the~.2ppointment of a Board of Managers of the Henry
Shelton Sanford Memorial Library with George Toughy as acting Chairman and composed of members
as follows: Hortense W. Roumillat, A. B. Peterson, Jr., Thomas McDonald, Douglas Stenstrom,
S. Joseph Davis, Jr., A. Edwin Shinholser, W. A. Leffler, Jr., Ivie H. Rucker, Arthur H.
Beckwith, Jr., G. Andrew Speer, Roy R. Wright, Jr., J. Michael Bowes, George A. Speer, Jr.,
A. L. Wilson, R. W. Deane, B. F. Whitner, Jr. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried,
Rudy Sloan was appointed to the Zoning and Planning Commission to fill the vacancy created by
the resignation of Dale E. Coppock.
Commissioner McClanahan next introduced Resolution Number 1116, and after being read
in full, moved on its passage and adoption. Seconded by Commissioner Morris and carried by the
unanimoas vote of the Commission. Said Resolution being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SAN-FORD, FLORIDA, URGING THE DEPARTMENT OF
TRANSPORTATION TO PROCEED WITH ALL DELIBERATE
SPEED WITH THE CONSTRUCTION OF THE NEW BRIDGE
ACROSS THE ST. JOHNS RIVER AT PALATKA, FLORIDA.
WHEREAS, it has come to the attention of the City Commission of the City of Sanford,
Florida, that there has been a possible delay proposed in the construction of a new bridge

across the St. Johns River at Palatka, Florida, to replace the present Memorial Bridge; and
WHEREAS, it has come to the attention .of said City Commission that a plan is now pro-
posed to lower the height of the bridge; and
WHEREAS, any delay in the construCtio~ .of the new bridge would have serious adverse
effects on the citizens of Sanford and Seminole County, Florida, and the traveling public gen-
erally in that the new bridge is~sorely needed by .all the people of Florida;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida,
in special called meeting assembled this 19th day of June A.D. 1972, that the State of Florida.
Department of Transportation and all others in authority be,and they are hereby urged, to
proceed with all deliberate speed with the construction of the new bridge across the St. Johns
River at Palatka, Florida, according to the plans and specifications~already approved; and
BE IT FURTHER RESOLVED, that a copy of this Resolution be furnished to the Department
of Transportation and all other appropriate officials.
PASSED AND ADOPTED this 19th day of June, A. D. 1972.
