The City Commission of the City of .Sanford, Florida', met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on-July 24, 1972.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider closing, vacating and
abandoning portions of certain streets and alleys in accordance with notice published in the
Sanford Herald on July 6, 1972, as follows:

You will take notice that the City Commission of the City of Sanford, Florida, at
8:00 o'clock P. M. on July 24, 1972, at the City Commission Room at the ~City Hall in the City
of Sanford, Florida, wilt consider and determine whether or not the. City will close, vacate and
abandon any right of the City and the Public in and to those portions of streets and alleys
hereinafter described, to wit:
All'that part or portion of Maple Avenue lying North of
Eighth Street, East of Block 9 of Tier 10, South of the
South Florida Railroad (Seaboard Coast Line Railroad),
and West of Block 9 of Tier 9; all that pa~r.t or portion

The Chairman annOunced that the Commission would hear from anyone in favor of, or
against, the proposed street and alley closings.
No one appeared in opposition. Gordon Toll, petitioner, appeared to support the
request, stating that said right-of-ways were unpaved and the tract was proposed to be utilized
for a warehouse.
After consideration, Commissioner McClanahan moved to authorize the City Attorney to
prepare the proper ordinance to vacate, close and abandon the streets and.alley as advertised
in the aforesaid notice of public hearing. Seconded by Commissioner Meyer and carried.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published.in the
Sanford Herald on July 13, 1972, as follows:

NOTICE OF PUBLIC HEARING 'OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE 'CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford, Florida,~at 8:00 o'clock P. M. on July 24, 1972, to con-
sider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as
follows:
That property lying south of 25th Street and between Lake Mary Road and Airport Boule-
vard is proposed to be rezoned from R-lA (Single Family Dwelling) District to R-3 (Multiple
Family Dwelling) District. Said property being more Particularly described as follows:
That part of the NW~ of Section 2, Township 20 South, ;
Range 30 East, lying East of Onora-Grapeville Avenue
and North and West of Lake Mary Road, less the North
666.60 feet; also less: Beginning from the Southwest
corner of said NW~, run North along the West line of

103.20 feet to the Easterly R/W line of Onora-Grapeville

No one appeared in opposition. J. Brailey Odham, developer, appeared to relate that
multi2family zoning for garden type apartments would be more feasible for the development of
the land, due to being unable to work out a drainage problem with the county on an economical
basis.
After consideration, Commissioner Meyer moved to authorize the City Attorney to pre-
pare an ordinance to rezone from R-IA (Single Family Dwelling) District to R-3 (MUltiple Family
Dwelling) District that property described in,the aforesaid notice of public hearing.
Seconded by Commissioner Morris and carried. .
Mrs. Natalie Emerson, 103 Airport Boulevard, appeared to object to the use by speed-
zng autos, charter buses, and large semi-trailer trucks on that portion of Airport Boulevard
between Sanford Avenue and US 17-92; and further, that residents find it nearly impossible and
hazardous to back-out of their driveways. Mrs. Emerson also cited a curve in the road with no
warning sign and an open drainage ditch which compounded the situation in the residential area.
After discussion, Commissioner Meyer moved to authorize the City Attorney to prepare
an ordinance to restrict trucks in excess of 7,500 pounds and commercial buses use of Airport

The City Commission authorized the City Manager to report this action to the Airport Manager
in order that such traffic generating from the Sanford Airport cOuld be advised of said re-
strictions.
Commissioner Meyer next introduced Resolution No. 111.7, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner McClanahan and carried by the
unanimous vote of the Commission.
Said Resolution No. 1117 being in words and figures as follows:

SANFORD, FLORIDA, AUTHORIZING THE SALE OF $1,325,000
WATER AND SEWER REVENUE CERTIFICATES, SERIES 1971 OF
THE CITY OF SANFORD, FLORIDA, DATED NOVEMBER 1, 1971;
AbA PROVIDING FOR THE REDEMPTION PROVISIONS AND MA-
TURITIES OF SUCH CERTIFICATES.
WHEREAS, by Ordinance No 1053 duly enacted by the City of Sanford, Florida, (herein-
after called "City"), on January 10, 1972, as amended, the City authorized the issuance of
$1,325,000 Water and Sewer Revenue Certificates, Series 1971 (hereinafter called "obligations")
to finance the cost of the acquisition and construction of extensions, additions and imProve-
ments to the combined water and sewer system of the City; and
WHEREAS, the obligations have been validated by judgment of the Circuit Court for
Seminole County, Florida, on February 21, 1972, and the time for taking an appeal from such
judgement has expired; and
WHEREAS, the City deems it in the best interest of the City to sell such obligations
at public sale.
NOW, THEREFORE, be it resolved by the City Commission of the City of Sanford, Florida
SECTION 1. $1,325,000 Water and Sewer Revenue Certificates, Series 1971 shall be
offered at public sale on August 16, 1972.
SECTION 2. Such Water and Sewer Revenue Certificates shall mature in the years and
amounts and shall be redeemable as provided in the Official Notice of Sale attached hereto.
SECTION 3. The official notice of sale calling for bids for the purchase of
$1,325,000 Water and Sewer Revenue Certificates, Series 1971 shall be substantially as follows:

dated November 1, 1971. The Certificates will mature serially in numerical order on November 1

The Certificates will be in the denomination of $5,000 each and will be coupon Certi-
ficates The principal and semi-annual interest (May 1 and November 1) will be payable at the
principal office of the Florida State Bank of Sanford, Sanford, Florida.
The Certificates are to be issued under the authority of and pursuant to the Consti-
tution andLaws of the State of Florida, and Ordinance No. 1053 duly enacted by the City on
January 10, 1972, as amended (hereinafter called "Ordinance"). The Certificates are being
issued for the pnmpose of paying the cost of the construction and acquisition of extensions,
additions and improvements to the combined water and sewer system of the City (herein referred
to as "system"). more particularly described inthe Ordinance.
The Certificates are payable solely from and secured by a lien upon and a pledge of
the net revenues derived from the operation of the system of the City on a parity with certain
Outstanding Certificates, more particularly describedlin the Ordinance, subject, however, to
the lien on the revenues of the water system of the combined water and sewer system of certain
outstanding Series B Refunding, Bonds of the City dated March 1, 1937, in the manner more parti-
cularly described in such Ordinance.
The Certificates maturing in the years 1974 to 1981, both inclusive, are not re-
deemable prior to their respective stated dates of maturity. The Certificates maturing in
1982 and thereafter are redeemable prior to their respective stated dates of maturity, at the
option of the City, in whole or in part, in inverse numerical order if less than all, on May 1,
1982, or on any date thereafter at par and accrued interest, plus the following premiums, ex-
pressed in percentages of the par value thereof, if redeemed in the following years:
Three per centum (3%) if redeemed in the years 1982 through 1986, inclusive;
Two per centum (2%) if redeemed in the years 1987 through 1991, inclusive;
One per centum (1%) if redeemed in 1992 and thereafter, but prior to maturity;
Each bid must name the rate or rates of interest, not exceeding seven per centum per
annum and not lower than four per centum per annum, in multiples of 1/8 or 1/20 of 1% which the
Certificates are to bear. Ail Certificates maturing on the same date must bear interest at the
same ::ra~ and no zero rate or blank rate will be permitted. The interest becoming due on each
interest payment date must be evidenced by a single cc~pon. No bids for less than 98% of the
par value and accrued interest or for less than all of the Certificates offered will be con-
sidered. The Certificates will be awarded on the basis of the lowest net interest cost to the
City, such cost to be determined by taking the aggregate amount of interest at the rate or rate~

specified, computed from May 1, 1972, to the respective stated maturity dates of the Certifi-
cates and subtracting therefrom the amount of any premium bid or adding thereto the amount of
any discount bid.
Each bid must be unconditional and submitted on a form to be furnished by the under-
signed, must be enclosed in a seal'ed envelope marked "Bid for Water and Sewer Revenue Certi-
ficates, Series 1971", and must be accompanied by certified or bank chasier's check upon an
incorporated bank or trust company in the amount of $26,500.00 payable unconditionally to the
order of the City of Sanford, Florida, as a good faith deposit.

Funds payable unconditionally to the order of the City of Sanford, Florida.
Delivery of and payment for the Certificates in definitive form will be made on or
about September 15, 1972, at New York, New York, or such other place mutually agreeable to the
successful bidder and the CitY. The appmoving opinion of Messrs. Freeman, Richardson, Watson,
Slade & McCarthy, Jacksonville, Florida, will be furnished' to the successful bidder at the time
of delivery without charge. There will also be furnished the usual closing papers, including
a certificate stating that there is no litigation pending or threatened affecting the validity
of the Certificates. The Certificates have been validated by judgment of the C~rcuit Court for
Seminole County, Florida, and the time for taking an appeal therefrom has expired.

Florida, one time, such publication to be not less than fifteen (15) days prior to the date of
sale and in the Daily Bond Buyer, a financial newspaper published in the Burough of Manhattan,
City and State of New York,one time not less than fifteen(15) days prior to the date of sale,
and at such other times and in such other places as may be required by applicable law. Such

Martin Newby, General Manager, Florida Region., Dreyfus Interstate Development Corporation,
a, appeared to present preliminary plans of the road drainage'systems for the 277 acres
to be developed for a mobile home park, townhouse, multi-family, and commercial areas, recrea-
tion and greenbelt areas. Mr. Newby stated that the development is to consist of 2,708 family
units to be called "Carriage Cove"; and further, said company has not entered into any witten
or oral agreement to sell any or all of the 277-acre tract am¢t that any land sale in the future
would be under the conditions that the purchaser develop the land according to the PUD plans
as drawn and submitted. No one appeared in opposition to the rezoning.

After discussion, Commissioner Meyer moved to authorize the City Attorney to prepare
an ordinance to rezone from R-1AA (Single Family Dwelling) District to PUD (Planned Unit Devel-
opment) District the property described as Item (c) in the aforesaid notice of Public Hearing.
Seconded by CommiSsioner Morris and carried.
William L. Kirk, Realtor, appeared to state that he and Ernest M. Southward have an
option to purchase property owned by Blue Ridge Broadcasting, Inc., located north of First Stree!
east of Tamerind Avenue, west of Mangoustine Avenue and north of Commercial Street; and requeste(
the Commission for an agreement to vacate the street right-of-ways within this area and a quit
claim deed for same to be held in escrow by the City Attorney until such time as title is trans-
ferred to petitioners and upon annexation to the City. After c°ns~eration, Commissioner Meyer
to authorize the City Attorney to prepare the proper documents and to authorize the Mayor
and City Clerk to execute same; and further, to appoint the City AttOrney as trustee to hold
said documents in escrow. Seconded by Commissioner Morris and carried. Commissioner McClanahan

The City Manager submitted a report dated July 19, 1972, recommending areas for
locations of fire stations, and on motion of Commissioner Morris, seconded by Commissioner Meyez
and carried, same was accepted for planning purposes.
Beta Sigma Phi Sorority submitted a request to lease the Municipal Civic Center, With
alcoholic beverage privileges, for an annual Valentine Ball on February 24, 1973, and on motion
of Commissioner Meyer, seconded by CommiSsioner Morris and carried, same was approved with pay-
ment of the standard fee of $250.00.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, con-
sideration of the appointment to fill a vacancy on the Citizens Advisory B~a=d was tabled.
Commissioner Meyer moved to table the consideration of the appointment to fill two
vacancies on the Minimum Housing Code Board. Seconded by Commissioner McClanahan and carried
over the dissenting vote of Commissioner Morris.
On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
Ordinance No. 1083, entitled:

minutes of July 10, 1972 ,were approved.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the
~reParation of a resolution relating to an annual police pay increase under the state revenue
sharing plan was tabled.
After consideration, Commissioner Meyer moved to deny~the request of .the Florida
League of Cities, Inc., for the City to place an ad in the October issue of the Florida Municipal
Record. Seconded by Commissioner McClanahan and carried.
After discussion of the estimated increased costs to combine the City election wi~h
the County elections, Commissioner McClanahan moved to rescind action at the meeting of July 10,
1972, to authorize tO include in the proposed Charter that qualifying periods for candidates
for the office of City Commissioner in the general election be similar to the County require-
ments as set forth in the State Statutes. Seconded by Commissioner Meyer and carried.
Commissioner Morris moved to authorize the transfer of funds in the amount of
$3,877.00 from Contingency Account No. 8150 to .Engineering, Equipment-General Account No. 5026,
to cover the cost of purchase of a vehicle and two-way radio for the Minimum Housing Code In-
spector. Seconded by Commissioner Meyer and carried.

On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried, the
Administrative RepOrt of the CitY Manager dated July 21, 1972, was approved as follows:
1. Purchase of vehicle at a cost of $3,150.00 and a twO-way .mobile radio at
cost of $727.00 for Minimum Housing Code Inspector.
2.Employment of C. W. Cooper, Building Official, replacement for Linvel J.
Risner, taking leave of absence.
Consideration next given to request submitted by John H. :Hancock for water service to
Lot 21 and the North 45 feet of Lot 22, Second Section, Marvania, located an Crescent Boulevard
outside the City; and on motion of Commissioner Meyer, seconded by Commissioner McClanahan and
carried over the dissenting vote of Mayor Moore, same was approved, upon payment of the $500.00
tap fee; all line extension costs; and signing of a Water Service Agreement and Annexation
Petition.
After consideration, Commissioner Meyer moved to waive the requirement for a perform-
ance bond and special hazard insurance under the contract with E. C. Harper, Sr., Sanford
Electric Company, Sanford, for the electrical work on Pier A at west harbor. Seconded by
Commissioner Morris and carried.
There being no further business, the meeting adjourned.
