The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 14, 1972.

The meeting was called to order by the Chairman.
After discussion, Commissioner Stenstrom moved to reduce the Debt Service millage from
three mills to one and one-half mills for the fiscal year 1972-1973. Seconded by Commissioner
Meyer and carried.
Next order of business was a Public Hearing held to consider the condemnation of one
structure under Report No. 72-375, Group 20, in accordance with notice authorized at regular
meeting of June 26, 1972.
The Chairman announced that the Commission would: hear from the property owner or rep-
resentative thereof. A review of the report was as follows:

Harry Robson and his attorney, Gerald Griffin, appeared to state that they were well
aware of the condition of the building made more hazardous by the 80-mile per hour winds coming
through Sanford on Saturday, August 12th, and hitting said structure; and, that plans were in
the making for a demolition person to move in on the following day; same being August 15th.
Request to barricade the sidewalk was approved by the Commission.
After review, Commissioner Meyer moved that, finding the building to be unsafe and
delapidated, the structure covered by Report No. 72-375 be condemned and the owner given a
notice of thirty days in which to repair or demolish; or give just cause why same has not been
repaired or demolished; and after thirty days to authorize the City to demolish the structure
and levy a lien against the property for said removal, under authority invested in Ordinance
No. 768. Seconded by Commissioner Stenstrom and carried.
Public Hearing next held to consider annexation of property in accordance with notice
authorized by the City Commission to be mailed to owners of Property described as follows~

Road in Sections 23 & 26-19-30; and

and

The Chairman announced that the Commissionwould hear from anyone
against, the proposed annexation.

in favor of,
Amlund, mortgage and development consultant, appeared to represent and support the annex-
ing of the approximate 17 acres of land referred to as the '~eyer" tract and being the westerly
~ortion of the total area. Mr. Amlund presented preliminary plans for a proposed motel with 310
of efficiency apartments to rent on a weekly basis for Auto Train families who would pre~
fer headquarters at Sanford. In addition, plans called for a service station, small grocery
store, laundromat, and small restaurant with no alcoholic beverages served. Plans showed a pro-
posed extenSion of Terwilliger'Lane, with 60-foot right of way, all the way down to US 17-92.
Those persons appearing to oppose annexation were:William D. Hardin, 320 North
Jessamine Avenue; also speaking opposition in behalf of his mother, Bertha Hardin, her land
adjoining that of her son's.
Vernon Hardin alsorepresented his mother, Bertha Hardin, and
stated opposition to annexing her four acres-plus of barren farm land. F. J. Richter, repre-
senting his elderly parents who own 13.9 acres, stated objection.to only the 8.9 acres occupied
by his parents~ as the other 5 acres were being utilized for rental purposes and were served
with city water.
Also appearing in favor of annexation was H. R. Kennedy, stating that he rep-
resented three families in the area constituting approximately 4~ acres of land fronting on
Highway 17-92; same being the remainder of the Meyer tract. He did not state names.
The City Manager informed the Commission that signatures on annexation petitions
had been received as follows: 8 signatures on the Meyer tract; 2 signatures on the Blue Ridge
tract; 3 signatures out of 7~heirs on the C. E. Heinrich property;~ and 2 signatures of Mr. and
Mrs. G.H. High, which constituted a majority of the land owners signing regarding the total area
as described in the aforesaid legal descripti~on.,
After consideration, Commissioner Meyer moved to approve the annexing of the
total area amd as described,in the aforesaid legal description; and~further, authorizing the
City Attorney to prepare the proper annexation'ordinance upon the proper certification of the
signed petitions by the Seminole County Tax Assessor.

Seconded by Commissioner Morris and
C. Vernon Mize and Earnest M. Southward appeared to present plans for' the devel-
opment of the 14 acres of, property located on, Seminole Boulevard, lakefront, west of French
Avenue under their proposal for purchase of said property which was accepted by the City Commis-
sion on February 21, 1972.
W. L. F~izell, ~architect, and.Joseph Pulte of Joseph Pulte Construction Company,
both of Fort Meyers, represented the purchasers of the lakefront property and presented pre-

128 rooms with restaurant and pool; in addition to a two-story apartment complex consisting of
164 apartments. The motel would be constructed at a cost of two million dollars; placing 'five
to seven million dollars on the tax roll.
Hr. Southward also outlined that the group would bring back requests at a later
date for the City to consider as to the following items: traffic light installation at the
corner of French and Fulton; paving of Haple and Holly Avenues to French; density variance on tt
project. Anticipated date of opening the motel was June, 1973.
Hr. Southward requested the Commission to extend from September l, 1972, as
outlined in purchaser's proposal dated February 21, 1972, and accepted by theCity Commission
on same date, the closing of title transfer of the property to.date of December l, 1972; and
on motion of Commissioner Heyer, seconded by Commissioner Stenstrom and'carried, same was
approved.
Inspection report prepared by the Building Official on the property at 112
Laurel, Report No. 72-376, Group 21, was next presented-andreviewed, which showed conditions
of unsanitary, unsafe anddilapidation. ..
Approximately ten property owners~ adjoining and residing within the immediate
area of the property at 112 Laurel Avenue appeared to. enter a protest regarding the advanced
unsanitary and dilapidation condition~of the structure; in addition to citing same conditions
existing at addresses of 211 and 214 Laurel Avenue.
After consideration, Commissioner McClanahan moved to hold a Public Hearing on
August 28, 1972, to consider reports to determine the dondition of the structures of 112, 211
and 214 Laurel Avenue for condemnation and to authorize a notice be placed upon each structure;
and directed by registered mail to the last known address as shown by the Tax Assessment Roll,
a notice to the owner of the property of said hearing. Seconded by Commissioner Morris and
carried.
Previous action taken on traffic restrictions for trucks over a certain weight
and commercial buses on that portion of Airport Boulevard between Sanford Avenue and US 17-92,
instructing City Attorney to prepare the ordinance was tabled until the meeting of August 28,
1972, on motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried.
Consideration next given to one vacancy on the Citizens Advisory Board. Commis-
sioner Morris submitted the name of Clyde Long for nomination.
Consideration next given to two'vacancies existing on the Minimum Housing Code
Board of Adjustment and Appeals. Commissioner M~l~hamand Commissioner Stenstrom submitted
the names of Henry McAlister and Carrie Robinson, respectively, for nomination.
Commissioner Morris requested the name of Victor E. Gieschler be removed as a
prior appointment to the Minimum Housing Code Board of Adjustment and Appeals and the name of
Hulen T. Ray be substituted.
Requemt of Municipal Judge next considered and on motion of Commissioner Morris,
seconded by Commissioner McClanahan and carried, authorization was given to set aside bond

Commissioner Meyer then moved on the waiver of the requirement of the second reading
of Ordinance No. 1086 and that same be placed on its final passage and adoption.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 1086, entitled:

CLOSING, VACATING AND ABANDONING PORTIONS OF
STREETS AND ALLEYS IN THE CITY OF SANFORD,
FLORIDA, AS DESCRIBED BELOW:
On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
minutes of July 24, 1972, were approved.
Written counter offer in the amount of $750.00, versus $1,050.00 as previously set by
the Commission on June 26, 1972, next submitted by Robert C. Wycke for the purchase of one city-
owned lot described as Lot t3, Block D, Celery Avenue Addition, next considered. Commissioner
Meyer moved to accept said offer. Seconded by Commissioner McClanahan and carried over the
dissenting votes of Mayor Moore and Commissioner Morris.
Request of Sanford Jaycees to lease the Sanford Municipal Civic Center on Sunday,
December 31,. 1972, for a New Year's party with serving of alcoholic beverage, next considered;
and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and c~rried, same was
approved with payment of the standard fee of $250.00.
After discussion, Commissioner Meyer moved to hold a public hearing on August 28,
1972, to consider the annexation of Lots 1 through 5, Block 3, and Lots 6 through 10, Block 2,

all in Rosalind Heights; and to authorize the. City Clerk to notify the property owners by certi-
fied mail of said public hearing. Seconded by Commissioner Stenstrom and carried.
Statement dated August 10, 1972, in the amount of $1,500.00 from the Municipal Code
Corporation, Tallahassee, Florida, as partial payment on having submitted the manuscript to the
City for an editorial conference; as authorized by contract for the recodification of city ord-
nances~ next submitted for consideration; and on motion of Commissioner Meyer, seconded by Com-
missioner Morris and carried, same was approved for payment.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the
Mayor was authorized to sign Acceptance form submitted by the Environmental Protection Agency,
Atlanta, Georgia, setting forth the City "accepting an increase in Grant Offer to $555,520.00
and reaffirm all of the assurances and conditions contained in original acceptance dated June 14
1971", relating to federal funding of constrUction of the Secondary Sewage Treatment Plant.
After consideration of said request, Commissioner Stenstrom moved to authorize Mr.
Pendergrass, operating a "heavy equipment machinery'' business on Rands Road, outside the city
limits, to tap into the city water line presently situated in the immediate area upon payment of
a $500.00 tap fee. Seconded by Commissioner Morris and carried.
Robert M. Cannon, 2306 Lisa Court West, appeared to request consideration relative to
his May, 1972, utility bill, Account No. 0950912, in the total amount of $39.08, showing 84,000
consumption of water billed' in the amount of $29.84.
After discussion with the City Manager, Commissioner Morris~moved that the City Manage~
be authorized to adjust said billing to an "average" consumption. Seconded by Commissioner
and carried.
On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
vouchers and payrolls.were next approved as evidenced by: General Fund, Florida State
Bank, Voucher Nos. 157351~through 157558; Water and Sewer Revenue Fund, Florida State Bank,
Voucher Nos. 962 through 979; Policemen's Pension Fund, Florida State Bank, Voucher Nos. 323
through 326; Firemen's Relief and Pension Fund, Florida State Bank, Voucher Nos. 220 through 222
General Fund, Sanford Atlantic National Bank, Voucher Nos. 1523 through 1577; Water and Sewer
Renewal and Replacement Fund, United State Bank of Seminole, Voucher No. 62; Utility Service
Taxes Fund, Sanford Atlantic National Bank, Voucher No. 42.
There being no further business, the meeting adjourned to Wednesday, August 16, .1972,
