Butler The meeting was called to order by the Chairman. The first item of business was to receive bids for the sale of $1,325,000.00 Water and Sewer Revenue Certificates, Series 1971, as proposed and described in a "Notice of Sale" pub- lished in the Sanford Herald on July 28, 1972, and in the Daily Bond Buyer on July 31, 1972, as follows: NOTICE OF SALE $1,325,000,00 WATER AND SEWER REVENUE CERTIFICATES, SERIES 1971 CITY OF SANFORD, FLORIDA SEALED BIDS will be rec&iVed'by'the~City Commis~ion'of the CitY' of Sanford, Florida in~e Chambers' of the City COmmiS'Jion City Hall, Sanford, Florida' to and including 11:30 A.M. EDST, August 16, 1972, for the'pUrchase of $1,325,000 Water and S'ewer~ Revenue Certificates, Series 1971 of said City, dated November 1, 1971, With semi-annual interest payable May 1 and November 1. M. 1972 After consideration of the bids and on recommendation of Loomis C. Leedy, Jr., Fiscal ~gent for the City, Commissioner Meyer moved to authorize the acceptance of the low bid of John Nuveen & Company. Seconded by Commissioner Morris and carried. Commissioner Meyer next i~troduced Resolution No. 1118 and after being read in full, noved on its passage and adoption. zote of the Commission. Said Resolution No. 1118 being in words and ~igures as follows; WHEREAS, the City Commission of the City of Sanford, Florida, has met on August 16, [972, at 11:30 A. M., EDST, to open and consider all bids submitted for $1,325,000 Water and Seconded by Commissioner Morris and carried by the unanimous Net Interest Cost $1,251,258.00 1,256,027.50 1,268,000.00 1,293,763.75 1,295,292.50 1,329,683.00 ;hat; ~nd it appearing to the City Commission, after due consideration, that the bid of John Nuveen Co. in the amount of One Million Two Hundred Ninety-eight Thousand Five Hundrmd Forty-two and No/100 Dollars ($1,298,542.00) and accrued interest for the $1,325,000 Water and Sewer Revenue Certificates, Series 1971, bearing interest as hereinafter stated, is the highest and best ~eceived; NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, .nterest as follows: Certificates Maturing SECTION 1. The said Water and Sewer Revenue Certificates, Series 1971, be awarded to John Nuveen & Co. in the amount of $1,325,000 and accrued interest for said Certificates bearing Interest Rate 1974 to 1982 7% 1983 to 1989 5.2.5% 1990 to 1995 5.50% 1996 &~ 1997 4% SECTION 2. The said Water and Sewer Revenue Certificates, Series 1971, shall be de- livered to the successful bidder on or about September 15, 1972, at New York City. SECTION 3. Such certificates shall be payable at The Florida State Bank of Sanford, Sanford, Florida. SECTION 4. l~This Resolution shall take effect immediately upon passage. Brailey Odham, Developer, to waive the requirement of Ordinance No. 1065 as to date of payment .of the water, sewer and drainage cOntrol charge and offered to pay $100.00 at the setting of each water.meter with the balance to be paid on the closing of the sale of the property; and on motion of Commissioner Morris, seconded by Commis- sioner McClanahan and carried, the request was denied. After discussion, Commissioner Meyer moved to authorize the City Manager to attend hearings held by the Local~ Government Study Commission of the State Legislature to represent and speak in behalf of the City. Seconded by Commissioner Morris and carried. On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, the Commission authorized a telegram to be sent opposing federal regulations of local bond issues to classify income from facilities as proceeds from the sale of bonds. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, Ordinance No. 1087, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREAS DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815,LAWS OF FLORIDA, ACTS OF 1957. was introduced and placed on its first reading and read in full. Commissioner Meyer then moved on the waiver of the requirement of the second reading of Ordinance No. 1087 and that same be placed on its final passage and adoption. Seconded by Commissioner Stenstrom. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote~ had passed and adopted said Ordinance No. 1087, entitled: AN ORDINANCE OF THE CITY OF SAN-FORD, FLORIDA, ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREAS DESCRIBED HEREINAFTER, IN ACCORDANCE WITH THE PROVISIONS OF CHAPTER 57-1815, LAWS OF FLORIDA, ACTS OF 1957. After consideration, Commissioner Meyer moved to authorize a public hearing to be held on September 11, 1972, to consider the rezoning of annexed property and to authorize the City Clerk to advertise same, as follows: MINUTES Ciiy Commission, Sanford, FlOMda August 16 at 11: 30 A. Seconded by Commissioner Stenstrom and carried. Request submitted by Lucius C. Bannon, owner of 10 acres of land abutting Lake Reser- voim, east of US 17-92, to rezone said property to multiple family district, and same was re- ferred to the Zoning and Planning Commission for.recommendation.
