The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 28, 1972.

The meeting was·cm, lled to, order bY the Chairman.
First item of business was a public hearing held to consider annexation of property
in accordance with no, ice authorized by the City Commission to be mailed to owners of property
described as follows:
Lots 6 through 10, Block 2;
Lots 1 through 5, Block 3,~
Rosalind Heights.
The Chairman announcedthat the Commission would hear from anyone in favor of, or
against, the proposed annexation]..
Mrs. James T. Freeman, 2851 Magnolia Avenue, appeared and stated that she received
City water and had signed an annexation petition, No one.:appeared in' opposition.
After consideration, Commissioner Meyer moved to authorize the City Attorney to prm-
pare the proper ordinance for annexation of the aforesaid property, upon the certification of
the Seminole County Tax Assessor. Seconded by Commissioner Morris and carried.
The next order of business was a public hearing to consider the condemnation of
buildings or structures on Reports Nos. 72-376~through .72-378, Group 2'1, in acc~ordance with
notices authorized at regular meeting of August 14,.1972.
The Chairman announced that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as followS:

Norville Angle appeared to state that he had purchased, through an estate, the
property at 214 Laurel Avenue and had started repairs to the dwelling.
Charles E. Gormley appeared to state that he had purchased the property located at
112 Laurel Avenue and he had not seen the interior in approximately four months since he had
rented the dwelling immediately upon purchase. Also, he presently had a 'bulldozer on the
property and was cleaning up the outside debris and proposed to paint the structure.
Letter next submitted from Bernice Murphey, West Frankfurt, Illinois, stating she
was an heir to the property at 211 Laurel Avenue, and that Mrs. Depriest had expired in July,
1972. The letter set forth anticipation of repairing the structure.
After review of Report No. 72-378, 214 Laurel Avenue, Commissioner Meyer moved that

finding the building to be unsanitary, unsafe and dilapidated, that said structure be condemned
and the owner given a notice of thirty days in which to repair or demolish, or give just cause
why same has not been repaired or demolished; and after 30 days to authorize the City to demol
the structure and levy a lien against the property for said removal, under authority invested
by Ordinance No. 768. Seconded by Commissioner McClanahan and carried.
After review of Report No. 72-376, 112 Laurel Avenue, Commissioner Morris moved that
finding the building to be unsanitary, unsafe and dilapidated, that said structure be condemned
and the owner~given a notice of thirty days in which to repair or demolish, or give just cause
why same has not been repaired or demolished; and after 30 days to authorize the City to demolis]
the structure and levy a lien against the property for said removal, under authority invested by
Ordinance No.768. Seconded by Commissioner Stenstrom and carried over the dissenting vote of
Commissioner Meyer.
After review of Report No. 72-377, 211 Laurel Avenue, Commissioner Morris moved that

and the owner given a notice of thirty days in which to repair or demolish, or give just cause
why same has not been repaired or demolished; and after 30 days to authorize the City to demolis
the structure and levy a lien against the property for said removal, under authority invested by
Ordinance No. 768. 'Seconded by Commissioner McClanahan and carried over the dissenting vote of
Commissioner Meyer.
S. Joseph Davis, Jr., attorney for Bunshar Holding Company, Inc., appeared to support
a petition by his client for annexation of 14 acres east of US Highway 17-92, and south of
Airport BoulevJard, which was considered and tabled by the City Commission at regular meeting of
July 24, 1972. Attorney Davis requested that the petition be considered for annexation and
zoned as R-3, Multiple Family Dwelling, District. After discussion, Commissioner Meyer moved
to authorize a public hearing to be held on September 11, 1972, for said annexation and to for-
ward the petition to the Seminole County Tax Assessor for certification, provided that the owner
acknowledge in writing to the City his understanding regarding present circumstances of no im-
!mediate availability of sewer extension to serve the property. Seconded by Commissioner
Stenstrom and carried.
The Building Official next submitted reports of inspection of buildings or structures
found to be in a dilapidated, unsanitary and unsafe condition, as follows:
Group 22: Report No. 72-379, 808 Mulberry Avenue
Report No. 72-380, 500 East Seventh Street
Report NOo 72-381, 707 Orange Avenue
After consideration, Commissioner Meyer moved to authorize a public hearing to be held
on September 25, 1972, to consider said reports to determine the condition of the structures for
condemnation; to authorize a notice to be placed upon each structure; and a notice of said
hearing directed by registered mail to the owner of the property at the last known address as
shown by the Tax Assessment Roll of the City. Seconded by Commissioner Morris and carried.

Recommendation next submitted from the Zoning and Planning Commission to rezone from
R-1AA (Single Family Dwelling) District to R-3 (Multiple Family Dwelling) District, property
described as follows:
Begin 33 chains West and 6.6 feet North of SE Corner
of NE 1/4, run East 10.4 chains, North 45°, East 1.4
chains, North 8.95 chains, West 751.77 feet, South to
point of beginning, in Section 2, Township 20 South,
Range 30 East.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, a public
hearing was authorized to be held on September 25, 1972, and the City Clerk authorized to
advertise same.
On recommendation of the Airport Authority and motion of Commissioner Stenstrom,
seconded by Commissioner Morris and carried,. W. Scott Burns was reappointed as a member of the
Sanford Airport Authority for a term of four years to October 1, 1976.
Letter next submitted from Bert Hollingsworth of resignation from Zoning and Planning
Commission; and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried
same was accepted with regrets and the City Manager instructed to write a letter of apprecia-
tion for his past services rendered.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried,
Victor E. Gischler was appointed to the Zoning and Planning Commission to fill the vacancy
created by the resignation of Bert Hollingworth.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,
appointments to respective boards were as follows: Citizens Advisory Board, Clyde Long;
Minimum Housing Code Board of Adjustment and Appeals, Henry McAlister,~. Carrie Robinson and
Hulen T. Ray.
On recommendation of the Municipal Judge and on motion of Commissioner Morris,
seconded by Commissioner McClanahan and carried, bonds estreated from Leo Monahan on August 2,
1972, were set aside as follows:
Docket Case No. 104584, Reckless Driving, July 1, 1972 - $202.00 bond.
Docket Case No. 104585, DWI, J~ly 1, 1972 - $202.00 bond.
Consideration next given to tabulation of bids opened publicly at 2:00 P. M. on
August 25, 1972, for the furnishing of approximately 240,135 square yards of slurry seal for
the annual street program, in accordance with Invitation to Bid published in the Sanford
Herald on August 8, 1972.

On recommendation of the City Manager, Commissioner Meyer moved to accept the low bid of
Oneman Engineering Company in the amount of 12¢ per square yard. Seconded by Commissioner
McClanahan and carried.

for engineering services rendered on the Secondary Sewage Treatment Plant through July 28, 1972,
under Agreement dated January 26, 1970, as follows:
Total earned to date, less amount previously paid $12,953.76
Partial payment requested 4,500.00
After consideration, Commissioner Morris moved to authorize payment of same. Seconded by Com-
missioner Meyer and carried.
Request next sumbitted from Seminole County Tax Collector for a refund from the City
to Thelma Shaw of a duplicate payment of 1971 taxes in the amount of $8.52, and on motion of
Commissioner McClanahan, seconded by Commissioner Morris and carried, the requemt was approved.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the
City Manager's Administrative Report dated August 25, 1972, was approved as follows:

on Labor Day with alcoholic beverages, at normal fee of $250.00.
On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried, the
Workshop Session was cancelled for Monday, September 4, 1972, at 4:00 P. M.
On motion of Commissioner Morris, seconded by Commissioner Meyer'and carried, a
Workshop Session was authorized to be held on September 18, 1972, at 4:00 P. M., to consider
recommendations from the Zoning and Planning Commission and Gerald Dake Associates of proposed
iZoning Regulations and Zoning Map.
The City Manager reported that the structure located at 417 West First Street on
Lot 5, Block 3, Tier 7, E. R. Trafford's Map df Sanford, condemned on October 28, 1971, by
Condemnation Report No, 71-367, Group 19, has not been repaired or demo~liShed a. nd the time
extensions expired on AugUst 6, 1972. On motion of Commissioner Meyer, seconded by Commissioner
Morris and carried, final notice was authorized to be sent to the oWner, Ed Martin, that the
City will proceed with the demolition work on said structure.
Consideration next given to the General Pension benefits provided in amount of $39.35
per month to Rebecca Tillis, who retired on medical disabliity after 20 years of service. Com-
' ~sioner Meyer moved to authorize a supplemental pension in amount of $35.65 per month to make
a total of $75.00 for said employee. Seconded by Commissioner Morris and carried over the dis-
senting vote of Commissioner McClanahan.
Consideration next given to the continuation of paying hospitalization and life group
insurance coverage by the City for James Gerald, who is retiring on disability at the age of 52.
The City Manager reported that this employee is withdrawing from the general pension plan.
Commissioner Morris moved to discontinue payment of said insurance premiums for this employee
upon his retirement. Seconded by Commissioner Meyer and carried over the dissenting vote of

The City Manager reported that Greg Drummond, Chairmanof Seminole County Commission,
requested the City to consider a coUnty-city coOperative road paving program on arterial streets
into or through Sanford. After consideration, the Commission authorized the City Manager and
City Engineer to enter into duscussion with the county regarding same and to submit recommenda-
tions to the Commission.
Several residents of Airport Boulevard between US 17-92 and Sanford Avenue appeared to
protest the traffic conditions and speed limit in this area. Commissioner Morris moved to
authorize a public hearing to be held on September 11, 1972, to consider same and to invite
represenatatives of the Airport Authority, lessees, and interested residents to be present.
Seconded by Commissioner Meyer and carried.
John Dragash and Richard Matz of Gutmann, Dragash and Matz Architects, Inc., presented
a contract for services for a proposed administrative building for police administration offices
and same was held for further consideration.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carriea,
minutes of August 14, 1972, were approved;
Consideration next given to the hazard created by traffic ingress and egress on 17-92
at the Winn-Dixie Store on 25th Street. The City Manager was authorized to contact the proper
officials for possible elimination of entrances on French Avenue and 25th Street, now'that the
store has a new entrance on 24th Place.
There being no further business, the meeting adjourned.
