The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 11, 1972. Present: Mayor-Commissioner Lee P. Moore Commissioner A. A. McClanahan Commissioner Gordon T. Meyer Commissioner John G. Morris Commissioner Julian L. Stenstrom City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was a Public Hearing to consider traffic conditions on Airport Boulevard between US Highway 17-92 and Sanford Avenue. A Petition from 61 residents in the area was next submitted requesting the Commission to restrict use from~all large commercial vehicles. Merle C. Price, 101 East Airport Boulevard, spokesman for a group of residents, cited that he felt the present speed limits were excessive and that alternate routes could be utilized by the heavy vehicles. John Y. Mercer, Vice Chair- man of the Airport Authority, read a statement to support action to permit continued use of this street by all vehicles and urged the City and the County to consider cooperative efforts for the four-laning of Airport Boulevard from the airport entrance west to US Highway 17-92. After consideration of a report submitted by the City Engineer and on motion of Commis sioner Stenstrom, seconded by Commissioner Meyer and carried, authorized action was as follows: 1. Speed limit of 25 miles pe= hour for all traffic on Airport Boulevard between Sanford Avenue and US Highway 17-92. 2. No passing permitted on the above described street. 3. Acceptance of the City Engineer's recommendation for directional signs for alternate routes. 4. Rescind previous action of the Commission to authorize the City Attorney to prepare an ordinance for traffic control on said section of Airport Boulevard. Seminole County Commissioner A1 Davis next appeared with ~J. J. Pop, Architect, to request permission for the County to connect into City Water and sewer utilities the proposed seminole County Juvenile Detention Facility to be located at Five Points at the County Road Department site. After consideration, Commissioner Stenstrom moved to approve the request upon the execution by the County of Seminole of a Utility Service Agreement and Annexation Petition; and, provided the County pay the costs for utility extensions to the site and on payment of the proper tap fees. Seconded by Commissioner Meyer and carried. The next order of business was a Public Hearing held to consider annexation of propert in accordance with notice authorized by the City Commission to be mailed to owner of property described as follows: Begin!43D~feet South 23°30' West of a point 949.7 feet South of the NW corner of Section 12, Township 20 South, Range 30 East, at a point on the Easterly right of way line of State O ~ Road 15 and 600, thence run South 64 30 East 664.5 feet, thence run'East to a point 1499.6 feet East of the West line of said Section 12, thence run North to the SE corner of the North 1163.8 feet of the West 1499.6 feet of said Section 12, 888 MINUTES City Commission, S~nfOrd, Florida. M._____ 19. 72 thence run West 1583.4 feet to the Easterly right of way line of said State Road 15 and 600, thence run South 24o30 West along said right of way to the point of beginning; less begin- ning at a point 430 feet South 24°30' West of a point 949.7 feet South of the Northwest corner on the East right of way line of U.S. 17-92 (S.R. 600), run South 64o30' East 400 feet; North 73.12 feet; North 64o30' West 368.3 feet to right of way; South 24o30' West on right of way 66 feet to beginning. The Chairman announCed that the Commission would hear from anyone in favor of, or against, the proposed anmmxation. No one appeared in opposition. S. Joseph Davis, Attorney for Bunshar Holding Company, appeared to support the petition. Commissioner Meyer moved to authorize the City Attorney to prepare the proper ordinance for annexation of the property cOntingent upon the City receiving a written acknowledgment from the owner of being cognizant Seconded by Commissioner of the limited sewer service to the property at the present time.. Stenstrom and carried. Attorney Davis stated that the letter would be submitted. The next order of business was a Public Hearing held to consider amendments in certai~ districts and boundaries of the Zoning Ordinance in accordance with a notice published in the Sanford Herald on August 31, 1972, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commis~on Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 11·, 1972, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: (a) That property lying between First Street and Seminole Boulevard and east of Terwilliger Lane is propOsed to be rezoned from R-1AA (Single Family Dwelling) District to C-1 (Neighborhood Commercial)~District. Harvey Amlund appeared to support development plans for the 17 acres as outlined to ;he Commission on August 14, 1972, for a motel of efficiency apartments, service station, grocery ~tore, laundromat and restaurant. No one appeared to oppose the rezoning. After consideration, Commissioner Meyer moved to authorize the City Attorney to prepare ~n ordinance to rezone from R-1AA (Single Family Dwelling) District to C-1 (Neighborhood- $ommercial) District and R-3 (Multiple Family Dwelling) District, that property described in the .foresaid notice of public hearing. Seconded by Commissioner Morris and carried. Request next submitted from Ustler-Burst, Inc., representatives of Zayer Company, to 'ezone from R-3 (Multiple Family Dwelling) District to C-1 (Neighborhood-Commercial) District, ,roperty described as follows: South 265 feet of the SE~ of Section 2, Townshop 20 South, Range 30 East. )n motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, a Public Hearin ~as authorized to be held on September 25, 1972, and the City Clerk was authorized to advertise Sa~le. Periodic Estimate No. 4 in amount of $103,947.53 for period of July 28 to August 28, [972, was next submitted from Lee Construction Company of Sanford for work completed on con- ~truction of secondary sewage treatment plant; and after consideration, Commissioner Morris :o authorize payment of same. Seconded by Commissioner Meyer and carried. Said Resolution No. 1119 being in words and figures as follows: A RESOLUTION OF THE CITY OF SAN-FORD, FLORIDA, APPROPRIATING Ub~XPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR 1971-72 TO THE DEPARTMENT OF GENERAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR 1972-73 FOR USE OF ORDINARY PURPOSES IN OPERATING EXPENSES OF SAID CITY. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that any unexpended cash surplus as of September 30, 1972, of operating revenues of said City for fiscal year 1971-1972 be and the same is hereby appropriated to the Department of General Government of said City for the ordinary purposes and operating expenses of said City for the fiscal year 1972-1973, and said cash surplus shall be incorporated in the budget of revenues an. expenditures of said City for said fiscal year 1972-1973 for the ordinary purposes and operatin~ expenses of said City. Seconded by Commissioner Stenstrom and carried. Said Resolution No. 1120 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY'- OF SANFORD, FLORIDA, ADOPTING A BUDGET OF REVE- NIIES AND EXPENDITURES FOR THE CITY OF SANFORD, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1972, AND ENDING SEPTEMBER 30, 1973. WHEREAS, in accordance with Section 62 of the Charter of ~the City of Sanford, Florida the City Manager of the City of Sanford, Florida, has made :and.submitted to the City Commission of the City of Sanford, Florida, an estimate for budget of revenues and expenditures of the City of Sanford, Florida, for the fiscal year beginning October 1, 1972, and ending September 3(, 1973, such estimates or budget having been made with particular application to the various de- partments of the City, a true copy of which is hereto attached and by reference made a part of this Resolution; and WHEREAS, each and every item contained and set forth in said budget prepared by the City Manager has been carefully considered by this Commission, NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that said budget as prepared and submitted by the City Manager to the City Commission be and the same is hereby adopted as the budget for the City of Sanford, Florida, for the fiscal year beginning October 1, 1972~, and ending September 30, 1973.
