The City Commission of the City of Sanford., Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 25, 1972.

The meeting was called to o=der by the Chairman.
The first order of business was a Public Hearing held. to consider the condemnati!en of
three structures under Reports Nos. 72-379 through 72-381, Group 22, in accordance with notices
authorized at regular meeting of August 28, 1972.
The Chairman announced that the Commission would, hear from any .property owner or rep-
resentative thereof. A review of each report was as follows:

The City Manager
reported that the building committee had requested the City to demolish the structure.
The City Manager repO~Cted that the officers of the Elks had. requested the City to
demolish the structure.
The City Clerk reported that Herman Jacobson had. telephoned, the office that he would
be out of the City for this meeting; but, was in accord with the condemnation of this structure
and requested thirty days in which to demolish same.
After review of Report No. 72-381, 707 Orange Avenue, Commissioner Meyer moved that
finding the building to be unsanitary, unsafe and dilapidated, that said. structure be condemned
and the owner given a notice of thirty days in which to repair or demolish, or give just cause
why same has not been repaired or demolished; and after 30 days to authorize the City to de-
molish the structure and levy a lien against the property for said removal, under authority
invested by Ordinance No. 768. Seconded by Commissioner Morris and carried..
After review of Report No. 72-380, 500 East Seventh Street, Commissioner Morris moved.
that finding the building to be unsanitary, unsafe and dilapidated, that said structure be can-
demned and the owner given a notice of thirty days in which to repair or demolish, or give just
cause why same has not been repaired or demolished; and after 30 days to authorize the City to

A Public Hearing was next held to consider amendments in certain districts and bounda-
ries of the Zoning Ordinance in accordance with notice published in the Sanford Herald on Septem.

AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD,FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 25, 1972, to
consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as
follows:
That property lying westerly of Ridgewood Avenue and between Airport Boulevard and
25th Street is proposed to be rezoned from R-1AA (Single Family Dwelling) District to R-3 (Multi
pie Family Dwelling) District. Said property being more particularly described as follows:
Begin 33 chains W & 6.6 feet N of SE corner of NE~; Run E 10.4 chains,
N 8.95 chains, W 751.77 feet, S to Point of Beginning. Sec. 2, Twp. 20S,
Rg. 30E.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.

Lucas Bannon, owner, appeared in support of the request for development of garden type
apartments
Fred. O. Ferris, 2700 Ridgewood Avenue, owner of property abutting .the Bannon property,
appeared to oppose a multiple family district because of the influx of population and additional
traffic on Ridgewood Avenue which he felt would be insufficient as the only access road into
the property.
Frank Hathw~y, owner of the church and Church parsonage property, appeared to object
to losing property:for road right-of-way widening. ·
The City Manager outlined that under the subdivision regulations the Developer is
responsible for adequate ingress and egress to the. property and to submit plans to the Zoning
and Planning Commission for approval.
After discussion and on recommendation of the Zoning and Planning Commission, Commis-
sioner Meyer moved to authorize the City Attorney to prepare an ordinance to rezone from R-1AA
(Single Family Dwelling) District to R-3 (Multiple Family Dwelling) District that property
described in the aforesaid notice of public hearing.

After consideration, Commissioner McClanahan moved to authorize the City Clerk to
advertise a public hearing to be held October 23, 1972, to c~onsider rezoning from R-1AA (Single
Family Dwelling) District to C-2 (General Commercial) District that property described as
follows: Lots 1 through 5, and Lots 8, 9 and 12, Block 5, A. D. Russell's Addition to Fort
Reed Seconded by Commissioner Meyer and carried.
Request next submitted, by Jacob S. and Emmeline T. Best to consider for annexation
to the City that property described as follows:
E. 521' of W. 957' of S. 12.8 chains SE~ of SE~ of Section 34,
Township 19S, Range 30E, lying south of Old Country Club Road,
(less N. 351.5' of E. 118' thereof) 8.89 acres N. of SR 46A,
W. of Airport Boulevard.
Commissioner McClanahan moved to table the request until such time as a representative could
appear before the City Commission. Seconded. by Commissioner Stenstrom and. carried.
Request next submitted by J. N. Gallagher to designate for annexation Lots 4 and 5, Block 23,
Dreamwold 4th Section, 2032 and. 2034 Mohawk Avenue, not contiguous to the City and requested
water service from a 6-inch water main in front of the property.
After consideration, Commissioner McClanahan moved to approve the requests on payment

of the standard utility fee of $500.00 each, and upon execution of the Water Service Agreement
and Annexation Petitions by the respective purchasers of the two lots, and delivery to the
office of the City Manager. Seconded bY Commissioner Stenstrom and carried over the dissenting
vote of MaYor Moore. '
Consideration next given to request of Edward F. Bloom t~o designate as a location for
sale'of beer and wine for consumption on the premises, Unit 28, Sanford Plaza, d/b/a "Crusty's
Pizza". On motion of Commissioner Morris, seconded by Commiss~oner.McClanahan and.carried,
same was apProved. ' ~
Statement dated September 18, 1972, next submitted by Clark, Dietz and Associates
gngineers, Inc., for partial payment of $3,500.00-for engineering services rendered on the
Secondary Sewage Treatment Plant conStructiOn through August 28; 1972; and after consideration,

After consideration, Commissioner Meyer moved, to authorize a public hearing to be
held on October 9,.1972, to consider said. reports to determine the condition of the structures
for condemnation; to authorize a notice to be placed, upon each structure; and. a notice of said.
hearing directed by registered mail to the owner of the property at the last known address as
shown by the Tax Assessment Roll of the City. Seconded by Commissioner McClanahan and. carried
Commissioner Morris moved to authorize, also, a notice to the current owner of
record of said condemnation proceedings.

On motion of Commissioner Morris, seconded by Commissioner Stenstrom and. carried,
members were reappointed, to the Board of Adjustment for a three-year term as follows: Ned
Julian, from May, 1972 to May, 1975; Robert E. Karns, from August, 1972, to August, 1975.
After consideration of department requests and on motion of Commissioner Morris,

On motion of Commissioner Meyer, seconded by commissioner Stenstrom and carried,
Ordinance No. 1095, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 771 OF SAID CITY, AS
AMENDED, SAID ORDINANCE BEING A ZONING PLAN

On motion of Commissioner Morris, seconded by Commissioner Meye~¥and carried, the
of August 16 and September 11, 1972, were approved.
After consideration, Commissioner Morris moved to notify Harry Robson, owner of prop-
erty condemned under Report No. 72-375, Group 20, located at 304 East First Street, that due
to the danger for public safety to complete the demolition or.the structure and to.clear all
debris, including that on the.sidewalk and in the street,within a period of five (5) days from
the date of the notice; and, upon failure to do so, that the City forces, and equipment will
proceed to complete said demolition and cleanup work with cost to be assessed to the property
owner. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
transfers were authorized as follows:
From Employees Pension Account No. 7096,$12,850.00 and
Employees Pension Account No. 9196, $6,323.00; Total Amount $19,173.00
To Public Projects Fund.
On request of the new owner, Norville Angl~, Commissioner Morris moved to authorize
an extension of time on Condemnation Report No. 72-378, 214 Laurel Avenue, for a period of two
weeks to October 13, 1972, for completion of the electrical and plumbing repairs. Seconded by
Commissioner Stenstrom and carried.
After discussion, Commissioner Meyer moved to authorize the installation of a traffic
light at the intersection of 20th Street and~Sanford Avenue. Seconded by Commissioner Stenstrom
and carried over the dissenting votes of Commissioner Morris and Mayor Moore.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, the
Mayor was authorized to prepare written documents for release to the news media for publication
to set forth for the public the reasons pertaining to the City's increase in rates on water,
sewer and garbage collection.
The City Commission designated the City Manager as agent to sign the application for
federal assistance grants for the sanitary sewer interceptor line to be constructed at an esti-
cost of $250,000.00
