The City Commission of the City of Sanford, Florida, met in regular annual organiza-
'tional session at the City Hall in the City of Sanford;"Florida, at 7:00 o'clock P. M. on Janu-
ary 2, 1973.

The meeting was called to order by the Chairman.~
The Civil Service Board submitted a recommended amendment to the Civil Service Act
to include full time laborers. After discussion, Commissioner Meyer moved to authorize said
recommendation, as amended, to be submitted to the State Legislative Delegation for proper
action. Seconded by Commissioner Stenstrom and carried.
After discussion, Commissioner Stenstrom moved to authorize the Mayor and City Clerk
to execute a deed to William L. Kirk in consideration~of payment ~of $31,500.00. for sale of
city property located at the~intersection off,Seminole Boulevard and Myrtle Avenue in accordance
with action of the City ~Commission at regular'meeting of December 26, 1972. Seconded by Com-
missioner McClanahan and carried~~ ~'
Mrs. H. L. Cotton, 2825 Palmetto Avenue, appeared to complain about the~n°ise emanati~
from the area outside the city and to cite~general unsanitary conditions of three homes abutting
her property but outside the city and requested the Commission to annex this area surrounded
by the city.
Consideration next given to request .to designate as an'~areg~for annexation that prop-
erty located East of country Club Road and abutting Broadmoor Road as follows:
1. Trace Wood--Condev Corporation, approximately 130 acres
2. B. J. Musie, President BJM Company, approximately 40 acres
After discussion, Commissioner McClanahan moved to deny the request. Seconded by Commissioner
Meyer and carried over the dissenting votes of Commissioner Morris and Commissioner Stenstrom.
Letter submitted from A. Edwin Shinholser, Treasurer, General Sanford Memorial Library
requesting payment of budgeted funds for the General Sanford Memorial LibrarY, and on motion
of Commissioner Meyer, seconded by Commissioner Morris and carried, same'~was approved.
Statement submitted from Clark, Dietz and Associates-Engineer~i, Inc., requesting par-
rial payment in the amount of $2,000.00 for engineering services rendered on Sewage Treatment
Plant construction through November 27, 1972. On motion of Commissioner Morris, seconded by
Commissioner Meyer and carried, same was approved.
The City Manager next submitted for consideration for the location of a fire station
to serve the south portion of the city, a site on SChool Board property at Sunland Estates;
and further reported this site would have access to the proposed extension of Lake Mary Boule-
vard from 17-92 through the Dreyfus development and extension to Sanford Avenue. On motion
of Commissioner Morris, seconded by Commissioner Stenstrom and carried, the City Manager was

After discussion, Commissioner Morris moved to authorize the City to not issue any
more building permits, utility hookups, or final inspections for certificates of occupancy,
regarding the San Lanta Subdivision, until the drainage situation is solved. Seconded by Com-
missioner Meyer and carried.
After discussion, the City Commission authorized the City Manager and City Attorney
to make the proper correction in the City Charter and proposed City Code as follows:
1. CITY CHARTER - Section 6.06.1 should read, "Uniform Department shall submit
budgets to the City Manager for review, modification and inclusion in the City
budget.
2. CITY CODE - Include: provisions for the Board of Bond Trustees as per Article
III, Section 2-11 through Section 2-24 in the original Charter.
The City Manager reported on a work session with the County Commission regarding
a county-wide dog licensing and control function performed bY the County. The City Commission
authorized endorsement of the concept and would cooperate and assist in the program if initiate¢
Commissioner Meyer next introduced Resolution No. 1123 and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried by the unani-
mous vote of the City Commission.
Said Resolution No. 1123 being in words and figures as follows:

RECOGNITION OF THE OUTSTANDING SERVICE
RENDERED TO THE CITY OF SANFORD, FLORIDA,
BY WILLIAM C. HUTCHISON, JR. AS CITY
ATTORNEY, AND IN COMMENDATION OF HIS
UNTIRING AND GENEROUS EFFORT DEVOTED
TO THE INTEREST OF THE COMMUNITY.
WHEREAS, the resignation of WILLIAM C. HUTCHISON, JR. as City Attorney of the City
of Sanford, Florida, has been tendered by him and accepted with regret by the City Commission
at the conclusion of over seventeen years of service in that capacity for the City of Sanford,
and
WHEREAS, in the performance of his services as City Attorney, WILLIAM C. HUTCHISON,
JR. has throughout his term in that capacity demonstrated an unswerving loyalty to the City and
its best interest, and
WHEREAS, his careful counsel, his recognition of duty to~ the City of Sanford above
interests to himself, and his inestimable value both to the City officials and to the people of
the City, and
WHEREAS, it is the feeling and desire of the present City Commission that proper
recognition and appreciation be expressed to WILLIAM C. HUTCHISON, JR. for the conscientious
effort and devotion to duty he has shown in his capacity as City Attorney of the City of San-
ford, Florida,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that this means be taken to express to WILLIAM C. HUTCHISON, JR. on behalf of the officials
and the-people of the City of Sanford, Florida, their high regard for him, and their deep appre-,
clarion of the outstanding service which he has rendered in his capacity as City Attorney.

The Mayor presented an insCribed plaque to William C Hutchison, Jr., upon his resig-
nation as City Attorney.. ·
There being no further old business to be transacted by the outgoing.Board, Commis-
sioner Meyer.moved that the meeting adjourn sine die.
Seconded ~by Commissioner Stenstrom and
carried.
The Commission then reconvened for the purpose of organization,
The City Clerk then administered the oath of office to Mayor,Commissioner-Elect Lee
P. Moore and Commissioner-Elect Gordon T. Meyer; each signed the oath and acceptance of office
and was seated respectively, as Mayor-Commissioner and Commissioner, of the City of Sanford,
Florida.
Consideration next given to an ordinance proposed to be adopted by Seminole County
Commission for. Air and Water. Pollution Control. On motion of Commissioner McClanahan, seconded
by Commissioner Stenstrom and carried, Commissioner Morris was appointed to represent the City
at a public hearing and to record the CommissiOns objection to said action.
