The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on January 22, 1973.

The meeting was called to order by the Chairman,
The first item of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in!:the
Sanford Herald on January 11, 1973, as follows:

No one appeared in support or opposition of said rezoning.
After consideration, Commissioner Meyer moved to authorize the City Attorney to pre-
pare an ordinance to rezone from SR~iAA (Single Family Residential) District to MR-1 (Multiple
Family ~esidential Dwelling) District, that property described in the foregoing notice of Pub-
lic Hearing. Seconded by Commissioner StenStrom and carried,

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed rezoning.
Bonnie Johnson, EDG Planning, Inc. of the Environmental Design Group, Winter Park,
appeared to represent Royal Line Builders, and to support the proposed zoming to develop 20
acres on the East side of US 17-92. No one appeared in opposition.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare the proper ordinance to rezone said property as described in the foregoing notice
of Public Hearing.. Seconded by Commissioner Stenstrom and carried.
The next order of business was a Public Hearing to consider the condemnation of
buildings or structures on Report Nos. 72-408 through 72-457, Group 24, in accordance with
notices authorized at the regular meeting of January 8, 1973.
The Chairman announced that the Commission would hear from any p~operty owner or
representative thereof. A~ review of each individual report was as follows:
Report No. 72-408, owned by Cities Service Oil. Company,~ located at 300 North Myrtle
Avenue. Com~nissioner McClanahan moved that finding the building to be unsanitary, unsafe and
dilapidated, that said structure be condemned and the owner given a notice of ninety days in
which to repair or demolish, or give just cause why same has not been repaired or demolished;
and after 90 days to authorize the City to demolish the structure and levy a lien against
the property for said removal, under authority invested by Ordinance No. 768. Seconded by
Commissioner Meyer and carried.
Report No. 72-409, owned by Vida Harrell, 311 North French Avenue. Walter King
appeared and stated he had purchased the property and was cleaning up the debris and under-
growth around the property. Commissioner Meyer moved that finding the building to be unsani-
tary, unsafe and delapidated, that said structure be condemned and 'the~own~~r given a notice

levy a lien against the property for said removal, under authority invested by Ordinance No.
768. Seconded by Commissioner Morris and carried.
Report No.72-410, owned by A. D. :Rosier, 516 West First Street. Mr. Rosier appeared
to object to the condemnation. Commissioner Meyer moved that finding the building to be un-
sanitary, unsafe and dilapidated, that said structure be condemned and thec~owner given a notice
of ninety days in which to repair or demolish, or give just cause why same has not been repaired
or demolished; and after 90 days to authorize the City to demolish the structure and levy a
lien against the property for said removal, under authority invested by Ordinance No. 768.

to request 90 days to make a decision on the property.

Commissioner Meyer moved that finding the building to be unsanitary, unsafe and dilapidated,
that said structure be condemned and the owner given a notice of ninety days in which to repair
or demolish, or give just cause why same has not been repaired or demolished; and after 90 days
to authorize the City to demolish the structure and levy a lien~against the property for said
removal, under authority invested by Ordinance No. 768. Seconded by Commissioner Stenstrom
and carried.

Commissioner Morris moved that finding the buildings under Report Nos. 72-411, 72-412,

dated, that said structures be condemned and the owner given a notice of ninety days in which
to repair or demolish, or give just cause why same has not been repaired or demolished; and
after 90 days to authorize the City to demolish the structures and levy a lien against the prop-
erty for said removal, under authority invested by Ordinance No. 768'. Seconded by Commissioner
McClanahan and carried.
Consideration next given to a request from Stemper Realty for a 90 day extension on
Condemnation Report No. 72-405, Group 23, 2489 Orange Avenue, Lots 64 and 66, Sanfo Park, owned
by Mrs. Elizabeth B. Smith, c/o William Bertleson, 11 Noranja Road, DeBary, Florida, condemned
October 26, 1972; and on motion of Commissioner Stenstrom, seconded by Commissioner Meyer and
carried, same was approved.
Request submitted by Reverend E. W. Warren, 33 Seminole Gardens, Sanford, ~or an
exempt merchant license for sale of records and sheet music, due to blindness. On motiomof
Commissioner McClanahan, seconded by Commissioner Morris and carried, same was approved.
Consideration next given to a proposed'Agreement between Austin Development Corpora-
tion and the City of Sanford relative to drainage in San Lanta, Third Section ~ubdivision,
and after lengthy discussion, Commissioner Morris moved to authorize the Mayor and City Clerk
to execute same; and further, to authorize preparation and execution of an addendum thereto
as follows:
The developer will provide for approval by the City an alternate set
of engineering plans for the drainage in the 'event Section III of San
Lanta is not developed; but in the event these plans are not acceptable,
Austin Development will be bound by the original engineering plans
submitted for the drainage system of said subdivision.
Seconded by Commissioner McClanahan and carried.
Request submitted from Harold R. Kennedy, President, Central Florida Builders, to con-
struct for the Central Baptist Church, a canopy over the parkway on 14th Street to the south
entrance of their educational building at Oak Avenue, and on recommendation of the City Manager,
Commissioner Morris moved to approve same. Seconded by Commissioner Stenstrom and carried.

After consideration and in compliance with requirements of the Federal Revenue Sharing
Act, Commissioner Stenstrom moved to authorize a Revenue Sharing Trust Fund for all funds re-
ceived by the City under said act. Seconded by Commissioner Meyer and carried.
On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
Ordinance No. 1103, entitled:

AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID
ORDINANCE BEING A ZONING PLAN WITHIN THE CITY

was introduced and placed on its first reading and read in full.
Commissioner Meyer then moved on the waiver of the requirement of the second reading
of Ordinance No. 1103 and that same be placed on its final passage and adoption. Seconded
by Commissioner McClanahan.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted Ordinance No. 1103, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID
ORDINANCE BEING A ZONING PLAN WITHIN THE CITY
OF SANFORD, FLORIDA, SAID AMENDMENT PLACING
CERTAIN TERRITORY IN THE DISTRICTS DELINEATED
BELOW.
Consideration next given to a proposed amendment to Ordinance No. 1065, as amended,
establishing a Water, Sewer, Drainage Connection and Control charge, to impose a flat fee of
$550.00 for each unit in apartments, townhouses, and condominiums.
Gerald Tannanbaum, of Northridge, Inc., developers of Lake Minnie Estates condominiums
stated the amendment would add $30,000.00 cost to his development which was not computed in
the orginal financing that has already been completed.
Richard Davis, Wilco Construction Company, developer of apartments in Geneva Terrace
stated the additional cost changes the economics of the project and would hurt the development
of rental apartments.

On motion of Commissioner Meyer, Seconded by Commissioner Stenstrom and carried over
the dissenting vote of Commissioner McClanahan, Ordinance No. 1104, entitled:

AMENDING SECTION 27.6 (a) (2) OF ORDINANCE NO.
1065, SAID SECTION RELATING TO THE AMOUNT OF
WATER, SEWER AND DRAINAGE CONNECTION AND
CONTROL CHARGES, SAID AMENDMENT CHANGING THE
CLASSIFICATION RELATING TO APARTMENTS, TOWN
HOUSES, PATIO HOMES, CONDOMINIUMS AND ALL OTHER
TYPES OF MULTIPLE-FAMILY DWELLINGS.

After discussion, Commissioner Stenstrom moved to authorize the construction of town-
houses at 23rd Street and Park Avenue by Harold R. Kennedy, centrRl Florida~Builders, to b~
under the sliding scale utility fee applicable to apartments; and further, that any developers
who have paid a flat fee of $550.00 per unit on construction of t~wnhouses be reimbursed the
difference computed on tRe sliding scale applicable to apartments as set forth in Ordinance
#1065 and #1082. Seconded by Commissioner Meyer and carried.

The City Manager next submitted tabulation of bids opened publicly at 2:00 P. M. on
January 19, 1973, for the furnishing of one fire emergency rescue van in accordance with Invi-
tation to Bid published in the Sanford Herald on January 8, 1973.

Commissioner Meyer moved to accept the low bid of Joe Creamons, Inc., at a cost of
$3,922.98 for one fire rescue van. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that federal funding priorities were for treatment projects
and no reimbursable federal funds were available for the construction of the proposed 24 inch
sanitary sewer line to serve the southerly section of the City.
After discussion, Commissioner McClanahan moved to authorize to proceed with plans for
local financing for the construction of said line.

After discussion, Commissioner Morris moved to offer as a site for the proposed State
Police Academy, 16.64 acres of City land south of 25th Street and east of Sanford Avenue, with
a reverter clause if the property is not used for that purpose. Seconded by Commissioner Meyer
and carried.
On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
the Mayor was authorized to execute a provisional population estimate of 20,358 as of July 1,
1972 for the City of Sanford as prepared by the University of Florida Bureau of Economic and
Busniess Research. Seconded by Commissioner Morris and carried.
City Commission authorized the City Manager to re.quest the submission of proposals
and costs for a traffic analysis of the downtown area from Seminole Boulevard south to Sixth
Street and between Mellonville Avenue and French Avenue, covering a system to facilitate traffic
patterns for the next 10 years from engineering firms as follows:
William S. Polland Consultants, Inc., Memphis, Tennessee, and
Campbell, Foxworth and Pugh, Orlando
Recommendation next submitted from the Zoning and Planning Commission to zone to
MR-1 (Multiple Family Residential Dwelling) District for townhouses with a maximum density of
7 to 9 un±ts per acre, that certain 14.33 acres on State Road 46-A North of the City golf course
property. Commissioner MCClanahan moved that said 14.33 acres and the golf course property be
authorized as an area from which annexation petitions would be received. Seconded by Commis-
sioner Morris and carried over the dissenting vote of Mayor Moore.
On recommendation of the Zoning and Planning Commission~:~Commissioner Meyer moved to
authorize a Public Hearing to be held on February 12, 1973, to consider rezoning Lots 1 through
5, Block 3 and Lots '6 through 10, Block 2, Rosalind Heights from SR-1AA (Single Family Resi-
dential) District to SR-1 (Single Family Residential Dwelling) District and to authorize the
City Clerk to advertise same. Seconded by Commissioner Stenstrom and carried.
Consideration next given to statement dated September 15, 1973, from T. W. Blount,
Jr. & Son Contracting Company, Jacksonville, Florida, in the amount of $2,376.33 for final
payment on reconstruction of Pier A, Riverport Marina. Commissioner Meyer moved to approve .same
for payment upon Release from Monroe Harbour, Inc. Seconded by Commissioner Stenstrom and

was authorized and further authorized a transfer from Contingency ACct. #8150 to Refuse, Equip-
ment-General Acct. #4926, in amount of $1,820.00.
After discussion, the City Manager was authorized to continue negotiations with J.
Brailey Odham for an exchange of property for a proposed fire station in Block C and G, Sunland
Estates for city property located on Lake Ada.
Invoice No. 0416, dated January 18, 1973, in the amount of $500.00, submitted by
Gerald Dake Associates, Planning and Development Consultants, Jacksonville, representing final
payment for completion of new Zoning Regulations, under Agreement of July 12, 1971, and on mo-
tion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, payment of same
was authorized.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, minutes
of December 11, December 26, 1972; and January 2 and January 11, 1973, were approved.

On recommendation of the Police Chief, Commissioner Meyer moved to authorize the
transfer of a permit for the sale of beer and wine for consumption on premises from Willie and
Evelyn Jones to Kenneth L. Freeman and Frances C. Jackson d/b/a Hole in the Wall, 1229 West 13ti
Street. Seconded by Commissioner McClanahan and carried.
