HomeMy WebLinkAbout013173-Regular Session MINUTES _ Adjourned meet±nJ or January 22, 1973 Ciiy Commission, Sanford, Florida January 31 at 4:00 P.M. 19 73 The City Cor~r~ission of the City of Sanford, Florida, met in adjourned regular ses- sion at the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on January 31, 1973. Present: Mayor-Commissioner Lee P. Moore Commissioner A. A. McClanahan Commissioner Gordon T. Meyer Commissioner John G. Morris Commissioner Julian L. Stenstrom City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler The meeting was called to order by the Chairman. Request for consideration of annexation submitted by Jack and Delores Jackson, Thelma Sharpe, and Jerri Martin for property in M. M. Smith's Second Subdivision, between Roosevelt Avenue and Southwest Road and between 16th and 18th Streets. Commissioner McClanahan moved to deny the request because a majority of owners of the area had not signed. Seconded by Commissioner Meyer and carried. After consideration, Commissioner Morris moved to appoint Eoghan N. Kelley as a mem- ber of the Trustees of the Sanford Memorial Library. Seconded by Commissioner Meyer and car- ried. Request next submitted for a transfer of a license for the sale of beer and wine, consumption off premises, from Ben F. Wade to James H. Wade, d/b/a Wade's Grocery, 509 East Seventh Street. On recommendation of the Police Chief, and on motion of Commissioner Meyer, seconded by Commissioner Morris and carried, same was approved. Request submitted by J. W. Alford, d/b/a Phillips 66cMarket-Service Station, for a license for sale of beer and wine for consumption off premises at 900 French Avenue. On mo- tion of Commissioner McClanahan, seconded by Commissioner Morris and carried, same was tabled. On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, minutes of January 8, 1973, were approved. Consideration next given to a proposed bill for annexation in Seminole County as prepared by State Representative Eugene Mooney, Chairman of the Seminole-Orange County Legis- lative Delegation. The Commission objected to the wording that 6070 of the area to be annexed would have to be developed; and authorized the City Manager to relay said objection to Repre- sentative Mooney and further, that the City Commission favored the Carolina Annexation plan. William C. Hutchison, Jr., Attorney for the City in the Civil Suit No. 70-172-ORL- CIV., Aurdella M. Davis, et al versus City of Sanford, Florida, re: Geargetown Paving Project, appeared to review a letter submitted by Charles E. Williams, III, counsel for the plaintifs. After lengthy discussion, Commissioner McClanahan moved to authorize Attorney Hutchi- son to consult with the City Manager and develop recommendations for through or arterial streets and present same to the Commission. Seconded by Commissioner Meyer and-carried. The City Manager reported that the pay schedule adopted October 1, 1972 placed the salary of certain employees above their salary listed in the position classification plan. Letter submitted from Howard McNulty, President, Florida State Bank, requesting the City to authorize a lease at the rate of $200.00 per year for the parking area west of the Polic Station, north of Fulton Street. On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried, same was tabled. Commissioner Morris moved to remove the tabling motion of the request by J. W. Alford, d/b/a Phillips 66 Market-Service Station, for a license~for the sale of beer and wine for con- sumption off premises. Seconded by Commissioner McClanahan and carried. Commissioner Morris moved to deny the request. Seconded by Commissioner McClanahan and carried. Letter next submitted from Monroe Motels, Inc., lessee of a portion of the City Marina, stating no objections to the application for a license for sale of beer for consumption off premises by Monroe Harbour, Inc. Commissioner McClanahan moved to ~ny the request submitted by Monroe Harbour, Inc. Seconded by Commissioner Morris. Motion failed to carry over the dissenting votes of Mayor Moore, Commissioner Meyer and Commissioner Morris. Commissioner McClanahan moved to table the request for a report as to the location of the gasoline pumps and the specific building from which the beer would be sold. Seconded by CommiSsioner Stenstrom and carried over the dissenting vote of Commissioner Morris. After discussion, Commissioner Meyer moved to delete from condemnation that structure at 1011 Locust Avenue, Report #72~430, Group 24, dated January 22, 1973, owner Alvin Hall, c/o Linsey Gilbert. Seconded by Commissioner Stenstrom. Motion failed to carry over the dis- senting votes of Commissionerm~McClanahan, MeYer and Morris. The City Manager was authorized to work closely with the aged and ill and welfare recipients whose property had been condemned to effect necessary repairs to meet building code requirements. After further discussion, Commissioner Morris moved to remove from tabling the request submitted by Monroe Harbour, Inc. for a permit for sale of beer for consumption off premises. Seconded by Commissioner Meyer. Motion failed to carry over the disse~ting votes of Commis- sioner McClanahan, Commissioner Meyer, and Commissioner Stenstrom.
