The City Commission'of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 26, 1973.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider annexation of property
in accordance with notice aUthoriZed by the City Commission on February 12, 1973, to be mailed
to owners of property described as follows:

Letter next submitted from A. K. Shoemaker opposing annexation of a portion of his
property.
Mrs. Dorothy Hollenbeck, spokesman for delegation from the Upsala Presbyterian Church
appeared to request additional time to consider the annexation.
Mrs. Dennison appeared to oppose the annexation if she could not keep horses on
their land.
After discussion, Commissioner Morris moved to table further consideration of said
annexation until the City c~nmission Meeting of March 12, 1973. Seconded by Co~issioner
Stenstrom and carried.
Mrs. Walter Gielow, representing the Ladies Group of the Civic and Commnnity Affairs
of the Greater Sanford Chamber of Commerce; Scenic Improvement Board; SISTER, Inc.; Woman's
Club; Sanford Garden Club; Business & Professional Women's Club; appeared to request the react~
vation of the City's Scenic Improvement Board and to further implement and fund one or m~re
projects set forth in the City of Sanford Master Beautification Plan prepared in 1969 by Wallis
Stresau & Associates, Winter Park.
After lengthy discussion, the City Manager was authorized to prepare costs to develo~
the five individual projects in phases; also for beautification work on traffic ~ lands at
17-92 and French Avenue and 17-92 and Park Drive.
Letter next submitted from W. C. Hutchison, Jr., Attorney for W. R. Frizzell Archi-
tects, Inc., to close and abandon a portion of Maple Concourse lying northerly of the South-
east corner of Lot 11 of Lake Monroe Industrial Park. Commissioner Meyer moved to authorize
a Public Hearing to be held on March 26, 1973 and to authorize the City Clerk to advertise
same; and further, that all cost of relocating utilities within the respective right of way
to be borne by the developer. Seconded by Commissioner Stenstrom and carried.

After consideration, Commissioner Meyer moved to authorize a Public Hearing to be
held on March 12, 1973, to rezone that property lying between Palmetto Avenue and Sanford Ave-
nue and between 27th Street and a line 301 feet south of 28th Place from MR-1 (Multiple Family
Residential Dwelling) District and RC-1 (Restricted Commercial) District, to GC-2 (General
Commercial) District and to authorize the City Clerk to advertise same. Seconded by Commis-
sioner Stenstrom and carried.
Application next submitted from Richard Holtzclaw for a duplicate of Tax Certificate
No. 17, sale of June 29, 1970, and on motion of Commissioner Stenstrom, seconded by Commissione~
Morris and carried, the Mayor and City Clerk were-authorized to execute same.
J. C. Lavender, Seminole County Road Superintendent, appeared and stated that resur-
facing of Airport Boulevard between US Highway 17-92 and Sanford Avenue had been completed and
recommended changing the speed limit to 35 MPH and to post the sChool crossing hours and speed
limit at 20 MPH. After consideration, Commissioner McClanahan moved to approve the recommen-
dation. Seconded by Commissioner Meyer and carried.
Request submitted for installation of park benches along Seminole Boulevard on the
lakefront. Commissioner Stmnstrom moved to authorize the purchase and installation of twelve
(12) park benches along Seminole Boulevard between Metlonville Avenue and Sanford Avenue.
Seconded by Commissioner Meyer and carried.
Stenstrom RealtY flext submitted a request to close and abandon portions of alleys as
follows:
a. That certain N-S alley lying between 22nd Street and 24th Street and between
FrenCh Avenue and Maple Avenue, and
b. That certain N-S alley lying between 22nd Street and 24th Street and between
Maple Avenue and Holly Avenue.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, a Public Hearing
was authorized to be held on March 26 1973 for further consideration, and the City Clerk autho.
rized to advertise same.
Request next submitted from the Director of Aviation for budget amendments and trans-
fers as follows:

On motion of Commissioner Morris, seconded by Commissioner Meyer and carried,.same were approve
Agreement next submitted by Kenneth W. McIntosh, Attorney for Winn-Dixie Stores,
Inc. pertaining to closing, widening, and construction of certain driveways at the corner of
25th Street and French Avenue and paving a portion of 24th, Place. commissioner Morris moved
to authorize the Mayor.and City Clerk to~.execute same, upon the City Attorney and Attorney
McIntosh specifying a time certain in Item (c), Section 2, Page 2, as to the city to make no
further demands on driveway locations. Seconded by Commissioner Meyer and carried.
Petition next submitted for the annexation of 11 acres on the east side of US High-
way 17-92, occupied by the Sanford Mobile Park, and described as follows:

Commissioner Meyer moved.to accept same and authorize the City Attorney to prepare the proper
ordinance for annexing said property upon proper certification by the Seminole County Tax
Assessor. Seconded by Cormmissioner Stenstrom and carried.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, Ordi-
nance No. 1110, entitled:

Commissioner.Morris then moved on the waiver of the requirement of the second reading
of Ordinance..No,-tll0, and that same be placed on its final passage and adoption. Seconded
by Commissioner Meyer.
Thereupon, the question recurred on the waiver or.the second reading, the roll was
called and the vote stands as follows:

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
by unanimous vote, had passed and adopted said Ordinance No. 1110, entitled:

After discussion, the City Attorney was authorized to prepare'an amendment-to Section
27.6 (2) of Ordinance No. 1065~;' setting forth the amount of water,'sewer and drainage connection
control charges applicable:'to aPartments, townhouses, patio homes, condominiums and all other

types of multiple-family dwellings, as follows:
1.
Service through a central water meter and common sewer tap to be: $550~.00 for
first unit within each building; $275.00'for'seCond unit;' $137.50'for~each addi-
tional unit.
If each unit is served by an individual water meter~and individual sewer t~p,
the fee shall be $550.00 per unit.
Commissioner Meyer moved to table until March 12, 1973,:consideration of proposed
changes to the Sign Ordinance.
On mOtion of Commissioner Meyer, seconded by Commissioner Morris and carried, minutes
of January 22 and January 31', 1973, were approved.
Consideration next given to letter submitted bY a group of local Plumbers requesting
a mandatory requirement that all new construction be connected to the City's water and sewer-
systems at the Start of eon2trUction. Commissioner McClanahan moved to deny the request to chan
the existing city requirements. Seconded by Commissioner Meyer and carried.-

Copy of a revised annexation bill proposed by State Representative Eugene Mooney
was next submitted, and after discussion, Commissioner Meyer moved to notify Representative
Mooney that the City supports the proposed legislation.

ComMissioner Meyer moved to authorize Loomis C. Leedy,
Jr. Pierce, Wulbern, Murphey Corporation, Fiscal Agents, to proceed with the sale of $700,000.00
validated public improvement revenue bonds for the construction of the proposed Police Security
Complex. Seconded by Commissioner Morris and carried.
After consideration and on recommendation of the City Manager, Commissioner Meyer
moved to authorize an annual salary of $12,800,00 to Linvel J. Risner, Building and Zoning
Official. Seconded by Commissioner Morris and carried.
After consideration, Commissioner Meyer moved to authorize the construction and
installation of five additional picnic tables and benches in the area on the east side of the
Civic Center on the lakefront. Seconded by Commissioner Morris and carried.
There being no further ~usiness, the meeting was adjourned.
