The City commissiOn of the city of Sanford, FlOrida, met in adjourned special ses-
sion at the City Hall in the City of Sanford, Florida, at 9:00 o'clock A. M. on March 2, 1973.
Present:
Mayor-Commissioner Lee P. Moore
Commissioner A. A. McClanahan
Commissioner Gordon T. Meyer
Commissioner John G. Morris
Commissioner Julian L. Stenstrom
City Attorney C. Vernon Mize, Jr.
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Police Chef Ben E. Butler
The meeting was called to order by the Chairman.
Commissioner Stenstrom moved to waive the requirement of the twenty-four hours written
notice and to call the meeting into session. Seconded by Commissioner McCIanahan and carried
by the unanimous vote of the Commission.
On motion of Commissioner Stenstrom, seconded by CommissioneF McClanahan and carried,
emergency ordinance No. 1111, entitled:
AN EMERGENCY ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, CREATING THE POSITION OF PUBLIC SAFETY
ADMINISTRATOR TO SERVE THE POLICE AND FIRE
DEPARTMENTS IN AN ADMINISTRATIVE CAPACITY; PRE-
SCRIBING THE DUTIES AND RESPONSIBILITIES OF SUCH
POSITION.
was introduced and placed on its first reading and read in full.
Commissioner Stenstrom then moved on the waiver of the requirement of the second
reading of Ordinance No. 1111 and that same be placed on its final passage and adoption.
Seconded by Commissioner McClanahan.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Commissioner Stenstrom
Said Ordinance No. 1111 was then placed on its final passage and adoption, the roll
was called and the vote stands as follows:

Thereupon, theU~hairman announced that the City Commission of the City Df Sanford,
Florida, by:unanimous vote, had passed and adopted Ordinance No. 1111, entitled:
AN EMERGENCY ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, CREATING THE POSITION OF PUBLIC SAFETY
ADMINISTRATOR TO SERVE THE POLICE AND FIRE
DEPARTMENTS IN AN ADMINISTRATIVE CAPACITY; PRE-
SCRIBING THE DUTIES AND RESPONSIBILITIES OF SUCH
POSITION.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,
W. E. Knowles was appointed Public Safety Administrator.
The Commission gave assurance to the heads of uniformed departments that no other

ference with said department- h'eads.
There being no further business, the meeging was ~adjourned.
