The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on March 12, 1973.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on March 1, 1973, as follows:

The Chairman announced that the Commission would hear from those persons in favor of,
or against, the proposed rezoning as advertised in the foregoing notice of Public Hearing.
No one appeared to oppose o~,~support same.
After consideration, Commissioner Meyer moved to authorize the City Attorney to pre-
pare the ordinance to rezone the property as described in the foregoing notice of Public Hearin
Seconded by Commissioner Stenstrom and carried over the dissenting votes of Commissioner Morris
and Commissioner McClanahan.
Kenneth W. McIntosh, Attorney representing nine taxi-cab operators, appeared to in-
form the Commission that insurance coverage; commercial t~lephone installation and thirty day
temporary permit for new drivers had been satisfactorily handled through the joint meetings
with the City Manager.
After discussion, Commissioner Meyer moved to authorize the City Attorney to prepare
an ordinance to amend Ordinance No. 882, regulating taxi-cab operations, to reflect additional
requirements as follows:
1. Hours of operation shall be from 7 AM to 9 PM, five days per week as a mini-
mum; and operators with over 3 taxi-cab licenses shall provide 24-hour service,
seven days per week.
2. State inspection of all vehicles over two years old to be inspected every three
months.
3. Rates set forth on the Zone Map to be used by all operators with the minimum
rate increased from 45¢ to 55¢.
Seconded by Commissioner Morris and carried.
John Dragash of Gutmann, Dragash & Matz Architects, Inc., Sanford, next submitted
tabulation of bids opened publicly at 2:00 P. M. on March 12, 1973, for the construction of
a police security complex in accordance with Invitation to Bid published in the SanfOrd Herald
on February 9, 1973.

The Commission authorized Mr. Dragash to meet with the apparent low bidder, Reginald
N. Williams Construction Company, to work up an itemized breakdown on the bid and to submit
same to the City Commission.
Consideration next given to bids submitted in accordance with Invitation to Bid,
published in,he Sanford Herald on February 16, 1973 for purchase of City property on Seminole
Boulevard east of French Avenue described as follows:

The City Clerk announced that only one bid had been s~itted, same being from W.
C. Hutchison, Jr., Attorney for Lakefront Development, Ltd., in amount of $36,675.00. Mr.
Hutchison pointed out the bid proposal was based on the value of the property as submitted to
the City by a qualified appraiser.
After discussion, Commissioner Morris moved to accept the offer of $36,675.00 for
an exclusive non-assignable option to the Lakefront Development, Ltd., subject only to the
inspection of the proposed plan development by the City Commission; and sale to consummate
after presentation of such plan. Seconded by Commissioner Meyer and carried over the dissent-
lng vote of Commissioner McClanahan.

Mrs. Walter Gielow, spokesman for a group of citizens, stated she represented between
5,000 and 6,000 members of various Garden Club and Civic Organizations who supported these
beautification efforts.
After consideration, Commissioner McClanahan~moved. tO imp!ement~the~beautification
project for MEMORIAL PARK & PIER as Phase'I:of the plan~at,a cost:of. S1!,200.00 for material

Commission for a term of office to May 20, 1976. This recommendation being based on the result~
of an election held by residents of the Sanford Housing Projects. Commissioner Morris moved
on the appointment in accordance with the recommendatiOn to fill the vacancy created by the
resignation of Reverend William Ennis. Seconded by Commissioner Meyer and carried.
On re¢.ommendation of the Citizen's Advisory Board, Commissioner Morris moved to ap-
point Reverend J. E. Connelly to serve on said Board to fill the vacancy created by the resig-
nation of Levi Coleman. Seconded by Commissioner Meyer and carried.
Recommendations next submitted from the Zoning and Planning Commission as follows:

Commissioner McClanahan moved to authorize a Public Hearing to be held on March 26, 1973, and
the City Clerk authorized to advertise same. Seconded by Commissioner Stenstrom and carried.

was introduced and placed on its first reading and read in full.
Commissioner Meyer then moved on the waiver of the requirement of the second reading
of Ordinance No. 1112, and that same be placed on its final passage and adoption. .Seconded
by Commissioner McClanahan.
Thereupon, the question recurred on the waiver of the second reading, the roll was
called and the vote stands as follows:

Thereupon, the Chairman announced that the CitY Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1112, entitled:

OF ORDINANCE NO. 1065, SAID SECTION RELATING TO THE AMOUNT OF WATER, SEWER

After discussion, Commissioner Meyer moved to authorize a Public Hearing to be held
March 26, 1973 to consider amending the Zoning Ordinance for a Mobile Home Park minimum site
area requirement to be reduced from 20 acres to 10 acres and to authorize the City Clerk to
advertise same. Seconded by Commissioner Stenstrom and carried over the dissenting vote of
Mayor Moore. .~ :
After consideration, Commissioner McClanahan moved to table the first reading of an
ordinance to annex the property of the Sanford Mobile Park, Inc., located at 3515 South Or-
lando Drive. Seconded by Commissioner Stenstrom and carried over the dissenting votes of
Commissioner Meyer and Commissioner Morris.
Consideration next given to proposed annexation of parc&ts located on SR 46A (Country
Club Road), west of City Limits and tabled at meeting of February 26, 1973.
A spokesman for the Upsala Presbyterian Church appeared to inform the Co~muission
that the membership did not wish to be annexed into the City.
The City Manager reported Mr. Merrill was in the process of working out details with

the County's off-street parking lot will provide 58 spaces, but will not provide sufficient
parking spaces for county employees driving official county vehicles and coming to the court-
house on official county business on a day to day basis f~om their offices located outside the
courthouse.
After discussion, Commissioner Morris moved to approve the request and authorize the
reservation of 18 parking stalls on the south end of the parking lot on the east side of Hood
Avenue, on the following basis:
1. Temporary use to extend for a period of nine months.
2. Stalls to be only for the use of official Seminole County owned and marked cars.
3. Stalls not to be used for parking private cars.
Seconded by Commissioner McClanahan and carried over the dissenting votes of Commissioner Meyer
and Commissioner Stenstrom.
Periodic Estimate No. 10 in the amount of $81,007.38, next submitted from Lee Con-
struction Company, covering work on the seCondary sewer treatment plant for period of January
29 through February 28, 1973; and on recommendation of the project engineer and the City Manager

Consideration given to request submitted by James Benton for annexation of Lots
5 and 6, 2nd Addition, Park View, 2819 Magnolia Avenue, and on motion of Commissioner Morris,
seconded by Commissioner McClanahan and carried, same was denied due to the property not
being contiguous to the city.
S. Joseph Davis, Attorney for Gordon Nutt, President, Hallmark Construction Com-
pany and developer of Washington Oaks, Unit I and II, appeared to request that the moratorium
be lifted for building inspections and certificates of occupancy in the subdivision of WaShing-
ton Oaks, Unit II.
The City Manager oUtlined to the Commission that said moratorium had been placed
on the subdivision due to failing street construction in Unit I, and to date, after letters
and meetings, engineering plans for correctionS'Of the street construction had not been received
by the City. Mr. Nutt stated that plans for correction were in the process of being drawn
up by his engineers.
After lengthy discussion, Commissioner McClanahan moved to authorize the City Manager,
City Attorney, City Engineer, Attorney S. Joseph Davis, Gordcm Nutt, Walter Kuhrt--Engineer
for the development, representative from Ardaman & Associates--soil boring consultants, to
meet to work out a "contractural agreement" between the developer and the City to be submitted
to the City Commission. Seconded by Commissioner Morris and carried.
Commissioner Morris moved to remove the moratorium on building inspections for
"Washington Oaks" subdivision, Unit I and II, so that construction of the homes can continue;
but to maintain the moratorium on the certificate of occupancy for ~aid subdivision. Seconded
by Commissioner Stenstrom and carried.

The City Manager submitted a request from First Federal Savings & Loan Association,
Sanford, for exemption from bearing the cost of bringing an 8 inch water line across West
First Street, to serve their new addition with ~fire Sprinkler protection. The City Manager
pointed out that the extension would require boring and jacking, and that an open cut was
not permitted; and further, the cost could run from $8,000 to $10,000. After consideration,
Commissioner Meyer moved to deny the request. Seconded by Commissioner McClanahan and carried.
Request Submitted from Harold Fues, Developer of Shenandoah Village, duplex con-
struction west of US Highway 17-92, south of Lake Mary Boulevard, for exemption from paying
the utility development fees of $825.00 per duplex. On motion of Commissioner McC!anahan,
seconded by Commissioner Morris and carried, the request was denied.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare a Resolution to the Congressional ~legation setting forth the Commission's opposi-
tion to the proposed Postal regulations for the placement of mail boxes in residential areas.
Seconded by Commissioner McClanahan and carried.
After consideration, Commissioner Meyer moved to authorize the transfer of $814.00
from Contingency Account #8150, to Parks & Cemetery, Account #4164-Tables', Benches and Park
Equipment, to cover the installation of picnic tables and benches in the area east of the
Civic Center on the lakefront. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that the low bidder, Seminole Truck and Equipment Company,
Sanford, had gone out of business, and was in default on the delivery of five International
pickup trucks. Commissioner Meyer moved to reject this bid and to cancel City Purchase Order
No. 942, dated December 14, 1972, in the amount of $11,491.10. Seconded by Commissioner
Stenstrom and carried.
Commissioner Meyer moved to award the bid on five pickup trucks to Superior GMC
Trucks, Inc., Orlando, in the amount of $12,267.68, plus $351.90 increase, for a total of
$12,619.58, as the second lowest bidder. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
current vouchers and payrolls were next approved as evidenced by:
