The City Commission of the City of Sanford, Florida, met in special called session
at the City Hall in the City of Sanford, Florida, at 12:45 P. M. on March 23, 1973.

Commissioner Meyer moved to waive the requirement of the twenty-four hours written
notice and to call the meeting into special session. Seconded by Commissioner Stenstrom and
carried by the unanimous vote of.~ the Commission.
Loomis C. Leedy, Jr., Fiscal Agent, submitted a schedule indicating the feasibility
of increasing a proposed bond issue from $700,000.00 to $1,000,000.00 to finance a Police
Security Complex.
John Dragash and Dick Matz, Gutmann, Dragash and Matz ArchitectS,, Inc., appeared
and estimated costs for construction of a police administrative building without detention
facilities at $610,000.00 for 12,800 square feet. ~
The City Manager reported that Seminole County Sheriff John Polk offered a prelim-
inary figure of $3.25 per day to house municipal prisoners at the County Jail; subject to
approval of the Board of Seminole County Commissioners.
The City Manager also reported that officials of the Federal Aviation Administration
indicated anticipating no problems for the City to lease a 4-acre site on the Sanford Airport
near the airport entrance for locating the police security complex.
Discussion was given to a proposed site on city-owned park property of 1.5 acres on
9th Street between French and Laurel Avenues as a location for the proposed building.
After discussion, Commissioner Stenstrom moved to authorize actions as follows:
1. Architect firm to negotiate with the low bidder, Reginald N. Williams Construc-
tion Company, Winter Park, for a 30 day extension of the bid and bond.
2. Architect firm to enter into negotiations with said construction company om
the revised plans.
3. City to proceed with lease negotiations for a site on the Sanford Airport with
termination in 30 days if not selected for utilization.
4. A contract with Seminole County to be firmed up for the housing of municipal
prisoners for a term of 10 to 15 years with a 2 year termination Clause.
Commission to decide on the site.
Add the block at 9th Street and French Avenue as the fourth proposed site in
addition to:
25th Street between Marshall and Hartwell
Sanford Airport
Celery Avenue; old experiment station
Ail the above contingent on the County of Seminole approving contracting with the City to

Seconded by Commissioner Meyer and carried.
After consideration of the request and recommendation by the City Manager, Commis-
sioner Stenstrom moved to authorize the First Federal Savings and Loan Association to make an
open cut on West First Street to extend an 8 inch water line to the City water main, and to
authorize the City Manager to design a no sag concrete cover over same. Seconded by Commis-
sioner Meyer and carried.
There being no further business, the meeting was adjourned.
