The City Commission of the City of Sanford, FloKida, met:in .regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on APril 9, 1973.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on March 29, 1973, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford,. Florida, at 7:00 o'clock P. M. on April 9, 1973, to con-
sider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as fol-
lows:
That property lying N of ~6th Street (Woodruff Street)(Russell Street) and
between Sanford Avenue and Grandview Avenue~ is proposed to be rezoned from SR-1
(Single Family Residential Dwelling) District to GC-2 (General Commercial)
District and MR-2 (Multiple Family Dwelling) District. Said property being
more particularly described as follows:
a. To be zoned GC-2 (General Commercial) District:
W~ of lot !-A, Seminole Heigh.ts &~10ts~19/24~B1 .
2, Palm Terrace.
b. To be zoned MR-2 (Multiple Family Dwelling) District:

The Chairman announced that the Commission would hear from those persons in favor of,
or against, the proposed rezoning as advertised in the foregoing notice of Public Hearing.
The Chairman read a letter, dated April 2, 1973, from the Church of the Nazarene,
owner of abutting property, stating no opposition to a convenience retail business or serviceS
on Sanford Avenue or apartments on Grandview Avenue, but would oppose sale of alcoholic bever-
ages.
Irene Kelley, 2588 Sanford Avenue, Nancy Smith, 2584 Sanford Avenue, and a resident
from 2592 Sanford Avenue next appeared to object to more commercial establishments in the area,

prepare an ordinance to rezone from SR-1 (Single Family Residential Dwelling) District, property
described as follows:
a. W~ of Lot l-A, Seminole Heights, and Lots 19-24, BlOck 2, Palm Terrace
to RC-1 (Restricted Commercial) District
b. E~ of Lot l-A, Seminole Heights, and Lots 34-36, Block 2, Palm Terrace
to MR-1 (Multiple Family Residential Dwelling) District.
Seconded by Commissioner McClanahan and carried.
The next order of business was the continuance of a Public Hearing tabled on March
26, 1973, for the vacating, closing, and abandoning of a portion of Grandview Avenue, between
25th Place and 26th Street. No one appeared in opposition. Ted Williams, abutting property
owner, appeared to support the request.
After consideration, Commissioner McClanahan moved to authorize the City Attorney
to prepare the proper ordinance to close, vacate and abandon that portion of Grandview Ave-
nue as advertised in the Notice of Public Hearing. Seconded by Commissioner Meyer and carried.
Commissioner Meyer next introduced Resolution No. 1125, and after being read in
full, moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried by
the unanimous vote of the City Commissinn.

A RESOLUTION COMMENDING WILLIAM E. BRISTOL FOR HIS
SERVICES AS EXECUTIVE SECRETARY OF THE CIVIL SERVICE
BOARD OF THE CITY OF SANFORD, FLORIDA.
WHEREAS, William E. Bristol served the City of Sanford, continuously for the past
twelve and one-half (12-1/2) years as Executive Secretary of the Civil Service Board of the
City of Sanford, Florida, and
WHEREAS, William E. Bristol is known as "Major" to the members of this Commission,
the Civil Service Board, his many friends and former fellow co-workers, as the result of his
retir~g~- as a Major, United States Air Force, and
WHEREAS, Major Bristol was appointed to serve as a part time Executive Secretary
for the Civil Service Board and during his years of service the increase in Civil Service em-
ployees has demanded more and more of his time to the point that his duties and responsibi-
lities were more commensurate with that of a full time Executive Secretary even though his
remuneration was on the basis of serving as a part time Executive Secretary, and
WHEREAS, Major Bristol assumed the responsibilities of the increased demands of his
position as Executive Secretary in sp~te of the part time remuneration, because of his dedica-
tion, faithfulness and=loyalty to his duties as Executive Secretary of the Civil Service Board,
and
WHEREAS, he had rendered service above and beyond the time he was actually compen-
sated for because of his intense desire to do an outstanding job and render performance of

and diligently discharge his duties and responsibilities as the Executive Secretary of the
Civil Service Board, and
WHEREAS, Major Bristol has officially retired as Executive Secretary of the Civil
Service Board of the City of Sanford, Florida, as of March 1st, 1973, and
WHEREAS, The City Commission of the City of Sanford, Florida, is mindful and well
aware of the contributions rendered by Major Bristol and said Commission is desirous of acknow-
ledging the faithful, dedicated, effective, loyal and dependable service rendered by Major
Bristol,
NOW, THEREFORE, BE IT RESOLVED, that the City Commission of the City of Sanford,
Florida, does hereby express in behalf of the City Commission, the Civil Service Board, Civil
Service employees and the citizens of the City of Sanford, the sincere gratitude and appre-
ciation to Major William E. Bristol for the indelible and significant contributions he has
made to the City of Sanford, Florida as Executive Secretary of the Civil Service Board of the
City of Sanford, Florida, and
BE IT FURTHER RESOLVED, that Major Bristol has completed a job "well done" and through
his untiring efforts th'e Civil Service of the City of Sanford, Florida, has become a strong
and effective arm in maintaining the equal protection of employer and employee, and it is with
deep and genuine regret that this Commission accepts his retirement, and
BE IT FURTHER RESOLVED, that a copy of this Resolution be spread upon the official
minutes of the City Commission of the City of Sanford, Florida, that the original be delivered
to Major William E. Bristol and copies thereof be distributed to the news media in order that
the citizens of the City of Sanford, Florida, will be made aware of the generous contributions
made by Major William E. Bristol.

A letter next submitted by H. MCQUatters for R. D. Grieme, Chairman, Building Com-
mittee, Central Baptist Church, 13th Street and Oak Avenue, in Agreement that the church would
pave the alley west of Oak Avenue between 13th and 14th Streets in exchange for the City per-
mitting the church to pave and utilize the public parkways of the church parking lot. On
motion of Commissioner Meyer, seconded by'Commissioner McClanahan and carried, the agreement
was approved and .~accepted.

Commissioner McClanahan then moved on the waiver of the requ~m~t'of the second

Thereupon, the Chairman announced that the City Co~mission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1121, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 882, SAID AMENDMENT
PROVIDING CERTAIN NEW REGULATIONS AND REQUIRE-
MENTS INVOLVING TAXICABS, THEIR OPERATION,
LICENSING AND FINANCIAL RESPONSIBILITY.
Harry Miller, Presidemt, Sanford Transit Company, West Palm Beach, operators of the
Yellow Cab Company, appeared to oppose the requirements for quarterly vehicle inspections
and the 24-hours operation for licensees of 4 or more~ taxicabs.
Request next submitted by Garfiled Walker for a 90 day extension on Condemnation
Reports No. 72-393 through 72-403; and after discussion, Commissioner McClanahan moved to
approve same, with a stipulation that at least three of the buildings are to be brought to
compliance with the proper Codes within that time period. Seconded by Commissioner Morris
and carried.
Mr. Anderson, representative of Mr. Max Mogul, appeared to submit an offer of $40,-
000.00 for the purchase of city property located on Seminole Blvd. east of Myrtle Avenue,
described as follows:

Mr. Anderson submitted a plot plan of the site and a renderimg of a proposed three-
story office building of 14,000 square feet, with 90 off-street parking spaces.

motion failed to carry over the dissenting votes of Commissioners Meyer, Morris and Stenstrom.
Col. Dyson, representing Bankers Group of the Chamber of Commerce for lakefront
development, appeared to state that his group would submit an Offer, if the property is placed
on open bid.
After further discussion, Commissioner Meyer moved to authorize the City Clerk to
advertise said lakefront property for sale with stipulations, as follows:
1. the net price of the land to be paid to the City of Sanford,
2. all fees shall be.:paid.::by the buyer, none by the City of Sanford.
3. list the proposed use and extent of improvements in detail.
4. state the completed value of the improvements .~.~::~
5. state the anticipated starting date aq~ completion_date of the constructiOn

6. include a certified check for ten percent of the land price as a binder.
7. all bids to be submit'ted no later than April 23, 1973, for consideration at
the City Commission Meeting on the respective date.
Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan moved to amend the motion to include in the foregoing stipu-
lations for the sale the following:
That construction be completed and the property placed, on the tax rolls by no later
than January 1, 1974.
Secondeddby Commissioner Stenstrom. Motion failed to carry over the dissenting votes of
Commissioners Meyer, Morris and Mayor Moore.
S. Joseph Davis, Attorney for Gordon Nutt, Developer of Washington Oaks subdivision,
appeared to discuss a proposed Agreement pertaining to correcting street failures in Phase
I of said development. Mr. Davis submitted that the major points of disagreement were the
letter of credit in the amount of $18,000.00 due in 10 days following execution of agreement
and if the bid for correcting the street conditions is greater than the amount of letter of
credit, the letter of credit would then be increased to the amount of the bid within an 85
day period.
After discussion, Commissioner Morris moved to authorize the City Attorney and the
City Manager to continue negotiations with Attorney Joseph Davis and Mr. Nutt and to submit
the final draft of the Agreement to the City Commission for consideration at the Workshop
Session on April 16, 1973. Seconded by Commissioner Stenstrom and carried.

Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1119, entitled:

On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
a contribution to the General Sanford Memorial LibrarY in amount of $100.00 was accepted
from Doris H. Ross in memory of Mrs. A. R. Key, and further authorize t'o;~increase the budget
for same and to authorize a transfer to trustees of said library.
Statement next submitted from the County of Seminole in the amount of $10,000.00
for material cost for reconstruction work on Airport BouleVard between US 17-92 and Sanford
Avenue, and on motion of Commissioner Morris, seconded by 'Commissioner.McClanahan and car-

Statement submitted in amount of $704.34,. from. Sanf0rd.Electric Company for electri-
cal work on the reconstruction of Marina Pier A; and on motion of Commissioner Meyer, seconded
by Commissioner McClanahan and carried, payment of 'same was authorized.
Statement submitted in the amount of $4,925.32 from Clark, Dietz and Associates
Engineers, Inc., for engineering services for~a study of sewage treatment expansion to the soutt
and southwest area of the city over the next five years. 'On motion of Commissioner Morris,
seconded by Commissioner Meyera and carried, payment O~ ~ame was authorized.
Periodic Estimate No. 11, in the amount of $154,342.77 submitted from Lee Construc-
tion Company, covering work on the Secondary Sewer Treatment Plant through March 30, 1973; and
on recommendation of the project engineers and the City Manager, Commissioner Meyer moved to
authorize payment of same. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris moved to table consideration of a proposed maintenance Agree-
ment for Hidden Lakes subdivision. Seconded by Commissioner Meyer and carried.
On recommendation of the City Manager, Commissioner Morris moved to authorize a
transfer to provide for sewer extensions in amount :'>of $10,000.00, to Account #9529, from
accounts as follows:

On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, the
Commission approved the City Manager's Administrative Report reclassifying employees as follows

Requests submitted for water service to Lots 26 and 49 through 51, Wolfer's Subdivi-
sion, and Lots 6 and 7, Block 23, Dre~amwold; and after consideration, Commissioner McClanahan
moved to authorize same upon the owners signing annexation petitions and utility service agree-
ments. Seconded by Commissioner Stenstrom and carried.
Proposal next submitted by W. E. Mathes in the amount of $315.00 for general clean-
ing of the General Sanford Memorial Library and on recommendation of the Executive Committee
of the Library, Commissioner Stenstrom moved to authorize the request, and further to authorize
a transfer from Contingency Account No. 8150 to provide for same. Seconded by Commissioner
McClanahan and carried.
The City Commission next authorized the City Manager to notify all holders of taxi-
cab licenses of the amendments to the taxicab ordinance, including a rate map, and notice of
provision to cancell licenses if the cab is out of operation for a period of three months.
After consideration, Commissioner Meyer moved to authorize payment in amount of
$21,870.04 to Gutmann, Dragash and Matz Architects, Inc. for work completed on the Police
Security Complex. Seconded by Commissioner Morris and carried.
Consideration next given to recommendations submitted from I{surance Service Office
to maintain the City's fire rating; amd on recommendation of the City Manager, Commissioner
Morris moved to authorize an advertisement for bids on a new fire fighting vehicle. Seconded
by Commissioner McClanahan and carried.
After consideration, Commissioner Morris moved to authorize the City Attorney to
prepare a resolution to support the Florida League of Cities recommended legislation for occu-
pational licenses. Seconded by Commissioner McClanahan and carried.
After consideration, Commissioner Meyer moved to authorize a Public Hearing to be
held on April 23, 1973, to consider the recommendation of the Zoning and Planning Commission
to rezone from MR-1 (Multiple Family Residential Dwelling) District to GC-2 (General Commer-
cial) District the property described as follows:
E 300 feet of Lots 23 and 24; and
S 45 feet of Lot A, Lake Minnie Estates
and further, to authorize the City Clerk to advertise same. Seconded by Commissioner Stenstrom
and carried.
Commissioner Meyer moved to authorize the firm of Gutmann, Dragash and Matz Archi-
tects, Inc., to proceed with the survey and soil borings on the proposed Police Security Com-
plex site at French Avenue and 9th Street. Seconded by Commissioner McClanahan and carried.
After discussion, Commissioner McCla~ahan moved to authorize the City Clerk to notify,
by certified mail, owners of a public hearing to be held on May 14, 1973 to consider annexa-
