The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 23, 1973.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider annexation of property
in accordance with notice authorized by the City Commission on March 26, 1973, to be mailed
to owners of property described as follows:
Lot 9 (Less beg NE cor Run SWLY on R/W 50 ft, NWLY
71.09 ft, WLY 68.02 ft, NLY 50 ft, ELY 77 ft, SELY

The Chairman announced that the C~nanission would hear from those persons in favor
of, or against, the proposed annexation.
Those appearing in opposition were as follows:
Rosa Payton; Maxine N. Hancock; O. J. Farlow; Anthony Stewart;
Mrs. L. G. Bennett.
Those appearing in favor were as follows:
Sidney L. Vihlen, Jr.; Harold A. Hall.
The Chairman announced that 21 of the 31 owners of property within the area proposed
~or annexation had signed petitions.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare the proper ordinance to annex into the City the property in accordance with petitions.
Seconded by Commissioner Stenstrom and carried. Conmiissioner McClanahan abstained from vote.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on April 9, 1973, as follows:

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the change in zoning as recommended by the Zoning and Planning Commission.
No one appeared in fav6r or opposition of same.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare the proper ordinance to amend the zoning ordinance as advertised in the foregoing
notice of public hearing. Seconded by Commissioner McClanahan and carried.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the

to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida,
as follows:
That property lying at the southwest corner of the intersection of Lake
Mary Boulevard and Highway 17-92 is proposed to be rezoned from MR-1
(Multiple Family Residential Dwelling) District to GC-2 (General Commer-
cial) District. Said property being more particularly described as follows:
South 45 feet of Lot A, Lake Minnie Estates and that part of
Lots 1, 2 & 3, Browning & Heppe Survey, lying East of a line
300. feet Wly and parallel to Wly R/W of US 17-92.

No one appeared to oppose the rezoning. Attorney John Maynard of Winter Park ap-
peared to present a preliminary plan for the construction of a proposed."shopp~ngi::!center"
on the site.
After consideration, Commissioner Meyer moved to authorize the City Attorney to pre-
pare an ordinance to amend the Zoning Ordinance as described in the foregoing notice of public
hearing. Seconded by Commissioner Stenstrom and carried. ·

PROCEDURE. The regulations and the number, area, and boundaries
of districts and all or any portion of these regulations may
be amended, supplimented, changed, modified, or repealed by the
City Commission, after a public hearing has been held on the
proposed change by both the Planning and Zoning Commission and
the City Commission.
OFFICIAL ZONING MAP CHANGES. Any amendment to the Zoning Ordi-
nance requiring a change in district boundaries shall be shown
on the Official Zoning Map after the passage of such amendment.

The Chairman announced that the next item of business was to receive proposals for
the purchase of City property on Seminole Boulevard and Myrtle Avenue, in accordance with
the Invitation to Bid advertised in the Sanford Herald on April 17, 1973, and on motion of
Commissioner Meyer, seconded by Commissioner Morris and carried, this item was tabled for
consideration later in the meeting.
Mrs. Milton Smith, President, Sanford Woman's Club and Chairman of Public Affairs
for City Improvement Program, appeared to request improvements and beautification along French
Rvenue and submitted colored pictures of various establishments with captions for improvements.
Same was taken under conaideration.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
Ordinance No. 1123, entitled:

After consideration, .Commissioner McClanahan moved to accept the Alternate #2 bid
from BUmby & Stimpson, Inc., Orlando, Florida, in the amount of $445,454.00 for a 30 inch
pipe; and on recommendation of the project engineers, to authorize a change order in amount
of $37,000.00 in the construction of the secondary sewage treatment plant to permit addition
of flexibility to the storm retention areas. Seconded by Commissioner Morris and carried.
Commissioner McClanahan introduced Resolution No. 1126, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Meyer and carried.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA EXPRESSING THE DESIRABILITY
TO RETAIN P~ILROAD PASSENGER SERVICE FOR SAN-FORD.
WHEREAS, it has come to the attention of the City Commission that consideration
is being given bY various authorities to the termination of Amtrak Railroad passenger service
within the State of Florida, and
WHEREAS, the City of Sanford is.presently served by Amtrak, and
WHEREAS, the City. Commission recognizes that the City of Sanford is currently under-
going tremendous growth, part of which is attributable to vacation oriented facilities which
attract visitors from various parts of the country, and
~ WHEREAS, such growth has created serious traffic problems, including inadequate
highways, inadequate airport facilities, inadequate parking facilities, and inadequate mass
transit systems, and
WHEREAS, the City of Sanford and its citiZens have been directly affected by-such
transportation problems, and
WHEREAS, the City Commission believes that a railroad'passenger system~is and should
be an integral part of any transportation system, and would alleviate or solve many of the
transportation problems affecting the State of Florida and the City of Sanford, and
WHEREAS, the City Commission recognizes that Amtrak is presently serving an imPortant
transportation function to the people of Sanford in that several trains service the City of
Sanford at the present timm, and Amtrak should be encouraged to retain the present system,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA:
That it is the opinion of the City Commission of the City of Sanford, Florida that
the present Amtrak passenger service should be continued and if possible,~improved, and that
the public be encouraged to utilize~i~.railroad passenger service facilities through appropriate
ipublic information programs,~improved scheduling and expanded service.
BE IT FURTHER RESOLVED that the City Manager be and he is hereby authorized and
directed to communicate this Resolution to all appropriate authorities at such times and in
~uch manner as the said City Manager shall deem it most appropriate and proper.

WHEREAS, the City Commission is ~ware that the present legislation giving Munici-
palities occupational licensing authority expires September 30, 1973, and
WHEREAS, a tremendous number of occupational licenses are issued by the Municipali-
ties throughout the State of Florida resulting in a great amount of revenue for the Munici-
palities, which said revenue is necessary and essential to the operation of the Municipalities,
and
WHEREAS, it is necessary and in the best interest for the health and welfare of the
citizens of the Municipalities that the various occupations be governed and controlled by
the Municipalities, and
WHEREAS, in adc[tion to licensing present license holders, many Municipalities have
recently experienced and will continue to experience in the.future a substantial increase in
population resulting in even more need for controlling the various occupations engaged in
in the Municipalities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA:
· That the Florida Legislature should immediately enact appropriate legislation to
authorize the Municipalities of the State of Florida to continue issuing occupational licenses
for the various occupations engaged in throughout the Municipalities.
BE IT FURTHER RESOLVED that the City"Managerbe and he is hereby authorized and
directed to communicate this Resolution to the Orange-Seminole County Legislative Delegation
and to all other appropriate authorities as such times and in such manner as said City Manager
shall deem appropriate and proper.
THIS RESOLUTION shall become effective immediately upon passage.

Consideration next given to costs fOr advertising the election to be held on May 8,
1973 for "Commission Districting", and on motion of Commissioner McClanahan, seconded by Com-
missioner Morris and carried, the City Clerk was authorized to run four one-quarter page
ads in the Sanford Herald at a cost of $90.30 per ad. Seconded by Commissioner Morris and
carried over the dissenting vote of Commissioner Stenstrom.
Request next submitted from Gregory Lumber Company to u~lize the parkway on the
West side of Maple Avenue between 4th Street and 5th Street to provide parking for this busi-

Hearing to be held on May 14, 1973, to consider proposed annexation; and to authorize a
notice bY certified mail to be directed to owners of said property; and further, to authorize
utility connections upon payment of proper fee and the collection of the paving funds to be
held in escrow. Seconded by Commissioner McClanahan and carried.

minutes of March 23 and March 26, 1973, were approved.

Consideration next given to a claim submitted by H. E. Taffer in the amount of $751.50
for damage to vehicle which struck a manhole cover in the alley behind 201 West 19th Street;
and on recommendation of the City Attorney, Commissioner Morris moved to deny the claim.

After discussion, Commissioner Morris moved to accept a "Maintenance Agreement and
Letter of Credit" in the amount of $100,000.00 covering the Hidden Lake subdivision develop-
ment. Seconded by Commissioner Meyer and carried.
Discussion next given to a request of the City's insurance carrier for an interpre-
tation relative to bond coverage requirements as set forth by ordinance and applicable to
various dual positions held by one employee. CommiSsioner Meyer moved to authorize $10,000.00
coverage for each person. Seconded by Commissioner Stenstrom and carried.
The City Manager reported that the Agreement covering corrections of the failing
street conditions in Phase I of Washington Oaks subdivision had not been submitted by Attorney
S. Joseph Davis, representing Gordon Nutt, President, Hallmark .Construction Company, Commissione
Meyer moved to reimpose the moratorium on the issuance of building permits, occupancy permits,
building inspections, and utility taps in Washington Oaks subdivision and remain until such time
as the "Agreement" is submitted and upon receipt of same and approval of the City Manager and
City Attorney the Mayor is authorized to execute said Agreement. Seconded by Commissioner
McClanahan and carried.
Statement next submitted in the amount of $127.41 from Clark, Dietz and Associates--
Engineers, Inc., for engineering work on the construction of a Big Inch gravity sewer inter-
ceptor line. On motion of Commissioner Meyer, seconded by Commissioner Morris and carried,
payment was authorized for same.
Request next submitted from Jeno Paulucci to extend City Parking Lot No. 2, at no
cost to the City, to provide an additional 80 parking stalls. On motion of Commissioner Mc-
Clanahan, seconded by Commissioner Meyer and carried, the request was denied as it would not
be in keeping with the City's policy.
After consideration, Commissioner McClanahan moved to authorize a transfer of $244.00
from Contingency'Account #8150, to Parks & Cemetery, Plants, Shrubs, Fertilizer Account #4120
for exterior beautification improvements at Sanford Fire Station No. 2 Seconded by Commis-
sioner Stenstrom and carried.
