The City Commission of the City o~ Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o.'clock P. M. on June 11, 1973.

The meeting was called to order by the Chairman..
The first item of business was the continuation of a Public Hearing, tabled on
May 14, 1973, to consider annexations of property as follows:

After discussion, Commissioner McClanahan moved to authorize the C~y Attorney
to prepare an ordinance to annex only that property on which the owners signed a petition.
Seconded by Commissioner Meyer and carried.
Philip Zeuli, developer, Jefferson Homes, Inc., Sanford, and Jim Fulcher, Archi-

They submitted a site plan for proposed construction of a two-story condominium, a
club house, pool and two tennis courts on 8.815 acres. This construction to be one to four
unit struct~_res with a density of 11.79 units per acre; lot coverage 18.15%; open area 81.5%;
and provisions for 229 off-streetlparking spaces. Mr. Zeuli stated that no plans to utilize
and improve Georgia Avenue were included in the development, but that Hartwell Avenue would
be improved by paving; and further, a vegetation type of screening would be placed abutting
Georgia Avenue.
After discussion, Commissioner Meyer moved to authorize the City Attorney to pre-
pare the proper ordinance to annex Lots 4 through 27, Block 35, Dreamwold Subdivision, upon
proper certification by thm Seminole County Tax Assessor; and conditioned upon the developer
paving Georgia Avenue. Seconded by Commissioner Stenstrom and carried.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, Ordi-
nance No. 1138, entitled:

William Price, 214 Lakeview Avenue-, petitioner, appeared t° request'the alley be
vacated with retention of a n~'~lity easement. The CityManager submitted a sketch of the
area indicating a 10-inch concrete sewer line in the alleY. ~' ;:~
After consideration, Commissioner Meyer moved to authorize the city Attorney'to
prepare an ordinance to close, vacate and abandon the alley as advertised in th~ foregoing
notice of public hearing and to retain same as a utility easement. Seconded by Commissioner
McClanahan and carried.
The next order of business was a public hearing to consider closing, vacating and
abandoning a portion of a street in accordance with notice published in the Sanford Herald
on May 24, 1973, as follows:

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the closing of said street.
Albert Fitts, AttOrney for Margaret Bower, appeared to oppose the request and out-
lined that Mrs. Bower is the owner of property which abuts property of' the petitioner and a
contingent buyer for her property desires to use GlenWay Drive for ingress and egress. He
outlined that, to his knowledge, the road had previously been travelled as a public way for
a number of years on that portion south of Grove Manor Drive and continued south to Orange
Avenue over private property of Mr. and Mrs. Rotundo, Mrs. Bower and Mrs. Shoemaker. Mr. Fitts
acknowledged that the portion of Glenway Drive south of Grove Manor Drive and its extension
across the above private property had not been maintained by the City as a road right of way;
and at one time Mrs. Bower had barricaded that portion across her private property.
Kenneth W. McIntosh, Attorney for Mr. and Mrs. A. C. Rotundo, petitioners, appeared
to support the request for the closing of the east 25 feet of Glenway Drive abuttin~ Lots

were changing.their request from 25 feet to 20 feet. Mr. McIntosh presented a sketch of
the plat of the area showing that the petitioners have deed to the South 20 feet of Lot B,
Lord, Dearie and Dodd Subdivision of Section 31, and therefore Glenway Drive comes to a dead
end some 137 feet south of Grove Manor Drive and at the north line of the Rotundo property,
and does not extend to the Bower property.
After consideration, Commissioner Morris moved to table the request to permit the
attorneys to work out a feasible solution agreeable to the two property owners involved.
Seconded by Co~muissioner McClanahan and carried.
The next order of business was a public hearing to consider an amendment in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on May 31, 1973, as follows:

THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on June 11, 1973, to consider changes and amendments to
to the Zoning Ordinance of the City of Sanford, Florida, to wit:
Article X, shall be amended by the addition of Section 13.
CULTURAL DISTRICT as follows:
AD-AGRI-

AD-AGRICULTURAL DISTRICT. Within the Ad-Agricultural District as
shown on the Official Map of the City of Sanford, the follow-
ing regulations shall apply:
A. Conditional uses Permitted
Agricultural, horticultural and forestry uses, including
the keeping and raising of horses and cattle provided struc-
tures for raising same shall not be located within 300 feet
of any property line.
Permanent or temporary housing for farm labor working on the
property.
Dude ranch, riding academy, or boarding stable, private
camps, country club, and golf course.
Roadside stands for the sale of products grown on the premises
only.
Farm implement storage.
Agricultural and horticultural processing plants for materials
produced on the property only.
Density. Controls. The following yard, density and heights of
buildings requirements shall be observed except as provided in
Article VIII.

sion.
No one appeared to support or oppose same.
After consideration, Commissioner Stenstrom moved to authorize the City Attorney
to prepare an ordinance to amend the Zoning Ordinance to include an Agricultural District as
set forth in the foregoing notice of public hearing. Seconded by Commissioner Morris and
carried.

Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on June 11, 1973, to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, to wit:
Article X, Section 10, Subsection E, shall be amended to read as
follows:
E. OFF-STREET PARKING. Required off-street parking spaces shall
be provided as set forth in Article VI hereof, except that no off-
street parking shall be required for retail commercial uses with
1,000 square feet or less sales area, located within 300 feet of
a City owned parking lot.
Ail parties in intereSt and citizens shall have an opportunity to
be heard at said hearing.

CERTAIN TERRITORY IN THE DISTRICT DELINEATED

Ralph Singleton, Attorney at Law, and Norman H. Schiff, Royal Line Builders and
Newburg Development Corporation, appeared to request an area southeast of Sunland,Estates
be designated as an area for annexation and the development be permitted to tie into City
utilities; and further, upon annexation, the property be zoned GC-2 and SR-1A Districts.
They outlined development of 130 single family homes and possible shopping center complex
and informed the Commission that contact had been made with the developers of the Dreyfus
property who had agreed to re-engineer their water and sewer lines in order to serve this
project.
After discussion, Commissioner McClanahan moved to deny the reaue~t. ~~ ~

Periodic Estimate No. 13 in the amount of $93,756.18 next submitted from Lee Con-
struction Company of Sanford for construction work on the Secondary Sewage Treatment Plant.
and approved by the Project engineer and the city engineer. On motion of Commissioner Morris,
seconded by Commissioner Stenstrom and carried, same was approved for payment.
Commissioner Morris next introduced a Resolution and after being read in full,
moved on its passage and adoption. Seconded by Commissioner McClanahan and carried.
Said Resolution being in words and figures as follows:
RMSOLUTION
WHEREAS, the City of Sanford herein called the "Applicant", after thorough
consideration of the pro~l&m~:~~ and aVailable data, has hereby determined that
the project described below is in the beSt interests of the general public:
SEMINOLE COUNTY POLICE PLANNING SURVEY.
WHEREAS, under the terms of Public Law 90-351, the United States of America
has authorized the Law Enforcement Assistance Administration, through the Florida
Governor's Council on Criminal Justice, to make Federal Grants to assist local
governments in the improvement of criminal justice; and
WHEREAS, the Applicant has examined and duly considered such Act and the
Applicant considers it to be in the public interest and to its benefit to file
an application under said Act and to authorize other action in connection there-
with, NOW THEREFORE
BE ET RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FL., in
OPEN MEETING ASSEMBLED IN THE CITY OF SANFORD, THIS llth DAY OF JUNE, 1973,
AS FOLLOWS: .
'i 1.? That the project generally described above is in the best interests
of the Applicant and the general public.
2. That John E. Polk be hereby authorized to file in behalf of the Ap-
plicant an application in the form prescribed by the Florida Governor's Coun-
cil on Criminal Justice in conformity with said Act, for a grant to be made to
the Applicant to assist in defraying the cost of the project generally described
above.
3. That if such grant be made, the Applicant shall provide or make neces-
sary arrangements to provide such funds and/or in kind contributions in addition
to the grant as may be required by the Act to defray the cost of the project
generally described above; $950 will be furnished to Seminole County for this
purpose.
4. That said John E. Polk is hereby authorized to furnish such informa-
tion and take such other action as may be neceSsary to enable the Applicant to
qualify for said grant.
5. That the Official designated in the preceding paragraph is hereby
designated as the authorized representative of the Applicant for the purpose
of furnishing to the Florida Governor's Council on Criminal Justice such infor-
mation, data and documents pertaining to the application for said grant as may
be required and otherwise to act as the authorized representative of the Appli-
cant in connection with this application.
6. That certified copies of this resolution be included as part of the
application for said grant to be su~caitted to the Florida Governor's Council
on Criminal Justice.
7. That if such grant be made, the Applicant or Official designated in
paragraph 4 above shall maintain such records necessary and furnish such infor-
mation, data and documents as required by the Florida Governor's Council on
Criminal Justice to support the implementation of the project generally described
above.
8. That this resolution shall take effect immediately upon its adoption.

On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,
minutes of April 23 and June 4, 1973, were approved.
On recommendation of the City Manager, Commissioner Morris moved to authorize the
contractor, Lee Construction Company of Sanford, and project engineer, Clark,. Dietz and
Associates-Engineers, Inc., to initiate change orders with additional costs on construction
of the Secondary Sewer Treatment Plant as follows:
Change Order #7: Redesign of retention basin circulation
at a cost of $40,000.00
Change Order #8: Redesign of ventilation sYstem, adding exhaust fan at a cost of $520.00
Seconded by Commissioner McClanahan and carried.
After discussion, Commissioner Morris moved to table for Workshop Session on June 18,
1973, at 4:00 P. M., consideration of an overall street paving project for the City. Secon-
ded by Commissioner Stenstrom and carried.
The Commission authorized the City Manager to proceed with negotiations for the
survey work for the street paving project asJto time required and cost.
Draft next submitted from Campbell, Foxworth and Pugh,.Consulting Engineers and
Planners, for a Contract for Downtown Traffic Engineering Study and same was taken under
advisement.
Letter next submitted from Gordon Nutt, President of Hallmark Construction Com-
pany and developer of Washington Oaks subdivision, offering to deed to the City Lots 2, 3
and 4, Block D, Washington Oaks Subdivision, Section Two, for a park site in accordance
with an Agreement dated November 23, 1971. Commissioner McClanahan moved to authorize the
