The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on June 25, 1973.

The meeting was called to order by the Chairman.
The first order of business was a public hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning
Commission and in accordance with notice published in the Sanford Herald on June 14, 1973,
as follows:

That property lying North of Third Street and between Cypress
Avenue and Pine Avenue is proposed to be rezoned from RMOI
(Multiple-Family Residential, Office and Institutional) Dis-
trict to GC-2 (General Commercial) District. Said property

The Chairman announced that the Commission would hear from, those persons in favor

After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare an ordinance to amend the Zoning Ordinance in accordance with the foregoing notice
of public hearing, Item A. Seconded by Commissioner Stenstrom and carried.
The Chairman announced that the Commission would hear from those persons in favor
of, or against, the change in zoning as in Item B above. N~aom~e.. appeared ~og~isupport or
oppose same. Recommendation submitted from Zoning and Planning Commission to be rezoned
to RC-1 (Restricted Commercial) District.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare the ordinance to amend the Zoning Ordinance to rezone the property described in the
foregoing notice, Item B, to RC-1 (Restricted Commercial) District, 'for the construction
and operation of a coin operated laundry. SeConded by Commissioner Morris and carried.
Francis Jackson next appeared to outline the proposed use of the aforesaid property
for a coin operated laundry to close at 12:00 midnight with the building to face Southwest
Road and paved off-street parking proposed in front of the building.
The Commission pointed out the requirements for the petitioner to pave the unim-
proved perimeter streets of 13th Place and 14th Street abutting the site.
Persons appearing to oppose the operation of the coin laundry and the proposed
change in zoning were as follows:
Larry and Shirley Allen, 1314 Southwest Road, stated they live directly across

Willie Roundtree, 1309 Southwest Road, stated the business would be directly at
his bedroom window and that the streets were deadends with no turn around areas.
After discussion, Commissioner McClanahan moved to reconsider previous action to
authorize the City Attorney to prepare an ordinance for the change in zoning. Seconded by
Commissioner Morris and carried.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, fur-
ther consideration of the request for a change in zoning was tabled until the petitioner
submits the Site Development Plan to the Zoning and Planning Conm~ission for approval.
The next order of business was a public hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the

Commissioner Meyer moved to authorize the City Attorney to prepare the proper ordi-

Letter next submitted from Kenneth W. McIntosh, Attorney for Mr. and Mrs. A. C. Rotun-
do enclosing a copy of a deed to Margaret Bower and City of Sanford for the West 30 feet of
the South 20 feet of Lot B of Dodd, Lord & Dean's Survey of Section 31, Township 19 SoUth,
Range 31 East, to provide for an extension of Glenway Drive south for an ingress and egress
to Mrs. Bower's property, and to be recorded upon the conclusion ofvacating of the East 20
feet of Glenway Drive abutting the Rotundo property.
The City Attorney recommended that the deed not be accePted with a private party
as part owner of a public right-of-way, andon motion of Commissioner .Morris, seconded by
Commissioner Meyer and carried, the offer of deed~!!for the respective street right-of-way
extension was rejected.
The City Commissioners next acknowledged receipt of letters from Dorothy Powell,
representing her mother, Mrs. C. M.!'Hand, owner of property at 719 East 22nd Street, setting
forth she had received no notification of any past action to close part of Glenway Drive.
Norman H. Schiff, Newburgh Development Corporation and Ralph Singleton, Attorney,
appeared to request reconsideration of a prior request denied by the City Commission 'to desig-
nate 40+ acres as an area for annexation and for water and sewer utilities f~r the proposed
development site located on State Road 427, south and east of Sunland Estates.
Mr. Schiff outlined that the Dreyfus developers had agreed to re-e~gineer their
own utility lines through their development to permit Newburgh development to be provided with
water and sewer service. Mr. Schiff further requested the City Commission to reconsider their
prior action and to advise of a time period as to when annexation of the property would be
feasible.
After discussion, Commissioner Meyer moved to table the request until B. C. Conklin,
P.E., Cla~k, Dietz and Associates-Engineers, Inc. could review the request and discuss with
the City Commission the capability of the utility systems to serve the respective development;
in addition to the impact and affect of population growth on the existing syStem relative to
the need for future expansion of both the water and sewer system and .the timing for such needs.

The City Manager submitted a recommendation to increase from $10.00 to $30.00 the
minimum charge for cleaning of a 50 foot lot by the City after non-compliance with notice
to Property owners; Commissioner Morris moved to authorize same. Seconded by Commissioner

of the right-of-way to be vacated.

On motion of Commissioner Meyer, .seconded by Cor~aissioner Morris and carried, John
Robert Smith was reappointed to the Sanford Housing Authority for a term of 5 years from
May 20~ 1973 to May 20, 1978.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
'the Mayor, City Attorney and City Clerk were authorized to enter Safe Deposit Box No. 177
at the Sanford Atlantic National Bank to remove instruments to be presented for payment at
maturity.
Recommendation next submitted from the Central Examining Board to amend Ordinance
No. 913 to permit plumbers and electricians to qualify for reciprocity certificate of com-
petency with other government agencies by passing a local written examination or the Block
exam, as now required. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom
and carried, the City Attorney was authorized to prepare an ordinance to provide for same.
Zoning and Planning Commission next submitted a reco~m~endation on the appointment
of a committee composed of a City Commissioner, the City Planner, City Engineer and Building
Official, to study and recon~Lend a revision of Land Development Fees. On motion of Cor~is-
sioner Meyer, seconded by Commissioner Stenstrom and carried, same was approved, and Commis-
sioner McClanahan was authorized to serve as the Commission member.
The City Commission authorized the Mayor.and City clerk to execute an Agreement
between the City and the County of Seminole for the housing of municipal prisoners.
On recommendation of the City Manager, Commissioner Morris moved to authorize salary
reclassifications for employees, as follows:
1. Orlan W. Coquillette, packer driver, C.to D - $5,740.00
2. Joe Smith, truck driver, C to D - $5,449.00
3. Ike Cullen, truck driver, C to D - $5,449.00 ~.
4. Jimmie Freeman, laborer, E to F - $5,886.00
Seconded by Commissioner Meyer and carried.
On motion of Co~m~issioner Stenst~om, seconded by Commissioner Meyer and carried,
transfer of funds was authorized in the amount of $165.00 from Contingency Account #8150, to
City Manager's Office, Account #1212, Furniture, Fixtures ...and Office Equipment, to provide
for purchase of a desk and lamp for the new personnel director~
On recommendation of the'Cit~y Manager, Commissioner Morris moved to authorize pay-
ment to Gutmann, Dragash and Matz, Architects, Inc., for Invoice # 9, dated 6/13/73 in amount
of $7,952.79 for architectural and engineering fees on the Sanford Law Enforcement Center.
Seconded by Commissioner Meyer and carried.

subdivision to: 20% of the total construction cost. Seconded by Commissioner Morris and
carried.
Commissioner Meyer moved to authorize the City to support a resolution of the
Greater Sanford Chamber of Commerce approving the implementation of one central emergency
telephone system known as "911 Program", and~?appoint Coam~issioner Stenstrom to represent
the City at such meetings relating to same. Seconded by Commissioner Morris and carried.
On request of the Seminole County Sheriff, Commissioner Meyer moved to authorize
a pledge of $5,~000.00 in the 1973-74 Budget to be allotted to the Region IV Crime Lab.
Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner
Stenstrom.
On motion of Commissioner Morris, secondedby Commissioner Stenstrom and carried,
the City Manager was authorized to send out specifications and to advertise for bids for
a 1,000 gallon pumper fire truck. ~

C. Howard McNulty, President, Lake Monroe Industries, Inc., next submitted a request
to permit a building under construction on Silver Lake Drive, between Loxscreen and Cobia
Boats, to be connected to the city water system, with the tap fee to be paid at the time of
lease and occupancy of the building. Commissioner Meyer moved to authorize the request pro-
vided that the owner or president of the corporation execute the standard Water Service
Agreement and Petition for. Annexation. ~Seconded by Commissioner Stenstrom and carried.
