M~ 1973 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 9, 1973. Present: Commissioner Gordon T. Meyer, Acting Chairman Commissioner A. A. McClanahan Cormnissioner John G. Morris Commissioner Julian L. Stenstrom City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief Ben E. Butler Absent: Mayor-Commissioner Lee P. Moore The meeting was called to order bY the Acting Chairman. The first item of business was a request for a transfer of two taxi-cab licenses from Bennie Boozer d/b/a Dixie Cabs to Jesse Chambers, and on motion of Commissioner McClanahan, seconded by Commissioner Morris and carried, same was tabled pending a recommendation from ~e Chief of Police. John Maynard, Attorney and Trustee, aPpeared to outline utilization of the property to be strictly commercial for a proposed shopping center complex on 14 acres located at the southwest corner intersection of US Highway 17-92 and Lake Mary Boulevard. Mr. Maynard sub- mitted an informal site plan and stated there would definitely be no multi-family construction on the property. Ordinance No. 1155, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY', SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN THE DISTRICT DELINEATED BELOW. placed on its first reading and read in fUll at the meeting of June 11, 1973, was next placed on its second and final reading. After being read in full, Commissioner Morris moved on its passage and adoption. Seconded by Commissioner McClanahan and carried. Thereupon, the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1155, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN THE DISTRICT DELINEATED BELOW. Letter next submitted from Michael S. Nelson, requesting permission to erect a bill- board sign 14 feet x 48 feet, 672 square feet, on US Highway 17-92, 600 feet south of Lake Mary Boulevard. After discussion and on motion of Commissioner Morris, seconded by Commis- sioner McClanahan and carried, same was denied. On motion of Commissioner Morris, seconded by CommisSioner Stenstrom and carried~ over the dissenting vote of Commissioner Morris, Ordinance No. 1157, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ESTABLISHING A NEW PROCEDURE FOR THE VACATING AND ABANDONING OF ROADS, STREETS, ALLEYS AND EASEMENTS IN THE CITY OF SANFORD, FLORIDA, AND PROVIDING FEES THEREFOR, SAID ORDINANCE REPLACING ORDINANCE NO. 596 OF THE CITY OF SANFORD, FLORIDA. was introduced and placed on its first reading and read in full. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, Ordinance No. 1156, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING THAT PORTION OF ORDINANCE NO. 987, SAID ORDINANCE BEING REFERRED TO AS SUBDIVISION REGULATIONS, SAID AMENDMENT BEING WITH REFERENCE TO THE MAINTENANCE BOND REQUIREMENTS, THE PART- ICULAR PORTION OF SAID ORDINANCE TO BE AMENDED BEING SECTION III SUBDIVISION DESIGN STANDARDS, SECTION 311 STREET AND DRAINAGE SPECIFICATIONS, MISCELLANEOUS, PARAGRAPH D. was introduced and placed on its first reading and read in full. Reports next submitted from the City Manager and Building Official of results of a survey of Cities and Counties reflecting that most reciprocate for competency requirements on basis of successfdl completion of the Block examination. After discussion, Commissioner McClanahan moved to rescind the action of the City Commission at regular meeting of June 25, 1973, to authorize the City Attorney to prepare an ordinance to amend Ordinance No. 913 to permit plumbers and electricians to qualify for reciprocity certificate of competency with other government agencies by passing a local written examination or the Block exam. by Commissioner Morris and carried. After discussion, and on recommendation of the Zoning and Planning Commissio~ and the City Engineer, Commissioner Morris moved to approve a replat of Lake Mary Estates as Grove View Village, and to authorize the Mayor and City Clerk to execute same. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, current vouchers and payrolls were next approved as evidenced by: General Fund, Florida state Bank, Voucher Nos. 1053 thru 1272; Water and Sewer Revenue Fund, Florida State Bank, Voucher Nos. 1152 thru 1168; Policemen's Pension Fund, Florida State Bank, Voucher Nos. 373 thru 377; Firemen's Relief and Pension Fund, Florida State Bank, Voucher Nos. 254 thru 256; General Fund, Sanford'Atlantic National Bank, Voucher Nos. 2177 thru 2230; Construction Trust Fund, Florida State Bank, Voucher No~ 26; Utilities Service Taxes Fund, Sanf0rd Atlantic National Bank, Voucher No. 54. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, minutes of May 28, 1973, were approved. After discussion, Commissioner Stenstrom moved to authorize the utilization of city equipment and labor for park beautification improvements on the medians at the inter- section of US Highway 17-92 and Park Drive; and~further to accept the Pledge in amount of $2,630.00 by the Ladies Civic and Community Affairs Committee of the Chamber of Commerce Seconded -.MINUTES City Commission, Sanf0rd, iFlorida July 9 at 7: 00 ?. M. ~. 73 Commissioner Stenstrom moved to authorize full cooperation to the Seminole County Board of County Commissioners to obtain county-wide "911 Emergency Telephone Service". Seconded by Commissioner Morris and carried. After consideration, Commissioner McClanahan moved to authorize acceptance from Jack Shubert of payment into escrow fund of 50% of the street paving costs for Grandview Drive between 24th Place and 25th Street. Seconded by Commissioner Stenstrom and same failed to carry over the dissenting votes of Commissioner Morris and Commissioner Meyer. On motion of Commissioner Morris, seconded by Commissioner McClanahan and carried, payment of invoice dated May 11, 1973 was authorized in amount of $5,000.00 to Clark, Dietz and Associates-Engineers, Inc. for professional services rendered on the construction of the Secondary Sewage Treatment Plant for work through April 30, 1973, in accordance with Agree- ment dated January 26, 1970 and as recommended by the city engineer and project engineer. Letter next submitted from Kenneth W. McIntosh, Attorney for A. Clarence and Rosa M. Rotundo, stating he held in trust a deed to the City for the west 30 feet of the south 20 feet of Lot B of Dodd, Lord & Dean's Survey of Section 31, Township 19 South' Range' 31 East, to extend Glenway Drive south to the north property line of Margaret Bower, and same to be delivered to the City upon the final action vacating the East twenty feet of Glenway Drive abutting Lots 46, 47, and 48, Cottage Hill Subdivision. On motio~'-of Commissioner McClanahan, seconded by Commissioner Morris and carried, acceptance of same was approved. After discussion, Commissioner McClanahan moved to authorize the City Attorney to prepare an ordinance to vacate, close and abandon the East 20 feet of Glenway Drive abut- Seconded by Commissioner Stenstrom and ting Lots 46, 47, and 48, Cottage Hill Subdivision. carried. After consideration, Commissioner Morris moved to decline a request to place an ad in the Florida Municipal Record magazine. Seconded by.CommiSsioner McClanahan and carried. After discussion, Commissioner Stenstrom authorized the Mayor and City Clerk to execute a contract with Campbell, Foxworth, and Pugh, Inc., consulting engineers and plan- ners, for a traffic engineering study in the amount of $15,850,00. Seconded by Commissioner Morris and carried. On recommendation of Gutman, Dragash and Matz, Architects, Corm~issioner Stenstrom moved to approve payment to Reginald Williams Construction Company, for invoice No. 1 for construction work on the Sanford Law Enforcement Center for the period of June 8 to June 30, 1973. Seconded by Commissioner Morris and carried. Periodic estimate No. 14 in the amount of $121,540.55 submitted from Lee Construc- tion Co., covering work on the Secondary Sewer Treatment Plant through June 29, 1973; and on recommendation of the project engineers and the City Manager, Commissioner Morris moved to authorize paymant of same. Commissioner Stenstrom moved to reconsider the previous paving by the developer for ~our homes on Grandview Drive between 24th Place and 25th Street. Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner Morris. Commissioner Stenstr~m moved to authorize the acceptance of 50% of the total street paving cost of Grandview Drive between 24th Place and 25th Street from the developer to be placec in escrow funds.
