The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on September 24, 1973.

The meeting was called to order by the Chairman.
The first item of business was the consideration of a request submitted by Bill
Scovell, owner of Scovell Oil Company, DeLand, to increase the price of diesel fuel oil from
16¢ to 19.65¢ per gallon for the bid period ending December 31, 1973; and further, requested
the classification of the license for his operation be changed from $75.00 for Petroleum Dis-
tributor to reflect the warehouse operation in Sanford at an annual fee of $25.00. After
discussion, Commissioner Morris moved to approve the request. Seconded by Commissioner Sten-
strom and carried.
Mrs. Ruby Wilson, Director, Good Samaritan Home, appeared to request permission
to operate a gift shop in a separate building at the home site at 1704 West 9th Street in
a MR-1 (Multiple Family Residential Dwelling) District. She explained these would be small,
handmade, donated gifts and the money collected would be applied to the construction loan
on their new building. After consideration, Commissioner Stenstrom moved to approve the
request, subject to approval by the City Attorney.

The next item of business was a Public Hearing to consider amendments in the dis-
tricts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on September 13, 1973, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on September 24, 1973, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
Item 1. Article V USE PROVISIONS, Section 9 GC-2 General Commer-
cial District, Paragraph B Conditional Uses Permitted, Item (5) shall
be amended to read:
(5) Automotive and mobile homes, new and used, sales and service.
Item 2. Article VII GENERAL REGULATION PROVISIONS, Section 9 shall
be amended to read:
91 NEW AND USED CAR? MOBILE HOME AND BOAT SALES LOTS.
All parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed amendment to the Zoning Ordinance as recommended by the Zoning
and Planning Commission. No one appeared in opposition or to support same.
After discussion, Commissioner Stenstrom moved to authorize the City Attorney to
prepare an ordinance to amend the Zoning Ordinance in accordance with the foregoing notice
of public hearing. Seconded by Commissioner McClanahan and carried.
The next order of business was a public hearing to consider closing, vacating and
abandoning a street in accordance with notice published in the Sanford Herald on September 5,
1973, as follows:

'Wilco Construction Company, and S. Kirby Montcrief, Attorney, appeared to support the request.

the City Attorney to prepare an ordinance to close, vacate and abafidon the street as adver-

Phili~ Zeuli, Developer of Jefferson Homes, Inc.~, appeared to support the request.
Ralph Pezold, 712 WeSt 20th Street, owner of Lots 1, 2, 3, 28, 29 and 30, Block 35,
~butting Hartwell Avenue, appeared to oppose the closing of said streets.
After discussion, Commissioner Morris moved to authorize the City Attorney to pre-
)are an ordinance to close, vacate and abandon portions of streets as advertised in the fore-
~oing notice of public hearing, contingent upon receipt from Mr. Zeuli of a 30 foot drainage
sasement between Georgia Avenue and Hartwell Avenue, said drainage easement to be worked out
by the City Engineer. Seconded by Cow~issioner Stenstrom and carried over the dissenting
rote of Commissioner McClanahan.
The Commission requested that Philip Zeuli get together with Paul Mashburn of Wilco
;onstruction Company, to submit a written agreement to the City for the joint paving of Geor-
gia Avenue.
Norman H. Schiff, Newburgh Development Corporation, appeared to sUbmit an Agreement
for provisions for utility services to the development of approximately 40 acres south of
Dreyfus Development; and after consideration and on motion of Commissioner McClanahan, seconded
by Commissioner Stenstrom and carried, same was referred to the City Attorney for review.
Invoice next submitted from Campbell, Foxworth & Pugh, Inc., Orlando, in the amount
of $2,500.00 for first phase of a traffic study, and on recommendation of the city engineer,
Commissioner Stenstrom moved to authorize payment of same. Seconded by Commissioner Morris
and carried.
Invoice next submitted from Gutmann, Dragakh & Matz-Architects, Inc., in the amount
of $656.19 covering architectural services rendered on the Sanford Law Enforcement Center, and
after consideration and on recommendation of the city engineer, Commissioner McClanahan moved
to authorize payment of same. Seconded by Commissioner Stenstrom and carried.
After consideration and on recommendation of the Building Official, Commissioner
McClanahan moved to authorize a time extension on condemned structures, as follows:

Consideration next given to a request from the Seminole County Drug Action Committee,
Region V, for a contribution for operating expenses. Commissioner Stenstrom pointed out that
Seminole County Commission had pledged $15,000.00 to said organization and that City taxpayers
had participated in this contribution; therefore, moved to deny the request on the basis that
if City made a contribution it would be double taxation. Seconded by Commissioner McClanahan
and carried.
Commissioner McClanahan moved to authorize the City Attorney to prepare a Resolution
to adopt a Capital Improvement Budget. Seconded by Commissioner Morris and carried.
After consideration and on recommendation of the Central Examining Board, Commissioner
~'McClanahan moved to authorize the City Attorney to prepare an ordinance to amend the Sanford
City Code as follows:
1. 1973 Editinn of the Southern Standard Mechanical Code
2. 1973 Edition of the Southern Standard Gas Code
3. 1973 Edition of the Southern Standard Building Code
4. 1973 Revision to the 1971 Edition of the Southern Standard Plumbing Code.
Seconded by Commissioner Morris and carried.
On recommendation of the Central Examining Board, Commissioner McClanahan moved
on appointments to said board as follows:
1. William Horn; tenure of office to April 12, 1975; to replace Don Young, who
resigned due to health reasons.
2. Bobby Harvey; tenure of office to April 12, 1974; to replace E. L. Burns,
whodeclined reappointment.
Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan moved to table a recommendation from the Zoning and Plan-
ning Commission to amend the Zoning Ordinance to change from 100 acres to 20 acres as a mini-
mum contiguous area in a single ownership or control for a PUD development. Seconded by Com-
missioner Stenstrom and carried.
Request next submitted from the Coast Guard Auxiliary'to utilize for storage the
old Log Cabin building on Seminole Boulevard for a period of three weeks in October, and Com-
missioner Stenstrom moved to approve the request, with a stipulation that the organization
execute to the City a Release of all Liability. Seconded by Commissioner McClanahan and
carried.
On motion of Commissioner Morris,seconded by Commissioner Stenstrom and carried~
