The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on,'October 8, 1973.

The meeting was called to order by the Chairman.
The first item of business was a public hearing to consider the annexation of
two parcels of property in accordance with notice published in the Sanford Herald on Septem-
bet 10, 17, 24 and October 1, 1973, and copies mailed and posted in accordance with 1973
HB 1914, said notice as follows:

TO CONSIDER ANNEXATION
Notice is hereby given that a Public Hearing will be held at the Commis-
sion Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock
P. M. on October 8, 1973, to consider the annexation of property described
as follows:
a. Lots 37, 38 and 39, 2nd Addition to Park View, PB 4, Pg 5, Seminole
County Records. Said Property is presently zoned R-1 (Residential)
District.
b.From the intersection of the C/L of the Seaboard Coastline Railroad and
the C/L of Country Club Read, said point being 566..63 feet East of the
C/L intersection of Lake Mary Road and Country Club Road in Section
35, Township 19 South, Range 30 East, Seminole County, Florida, run
East, along the C/L of Country Club Road, 515.00 feet, thence run North
30.00 feet to a point on the North R/W of Country Club Road, said point
being the Point of Beginning, thence continue North 377.00 feet, thence
~run East, parallel to the CfL of Country Club Road, 700.00 feet,thence
run South 136.323 feet to an intersection with the Westerly R/W of the
old S.C.L.R.R. R/W, thence run S 36° 21' 53" West, abng said Westerly
R/W, 298.881 feet to an intersection with the Northerly R/W of Country
Club Road, thence run West, along the Northerly R/W of Country Club
Road, 522.786 feet:~to the Point of Beginning. Said property is pre-
sently zoned M-1 (General Industrial) District.
Ail parties in'interest and citizens shall haVe an opportunity to be
heard at said hearing.

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed annexation.. :No one appeared in opposition to Item (a).
After consideration, Commissioner Stenstrom moved to authorize the City Attorney
to prepare an ordinance to annex property described as Item (a) in the foregoing notice of
public hearing. Seconded by Commissioner McClanahan and carried.

traffic flow.
The City Engineer explained that the existing drainage problem was temporary due
to the construction of a big sanitary sewer interceptor line and that the private contractor
for the City had been made aware of same; and, a meeting to correct the problem was to be
held the following morning at the site. The parties were also informed that the food ware-
house would have to have Site Plan approval prior to construction by the Zoning and Planning
Commission and the drainage factor would be taken into consideration.
Lyman Phillips appeared to .support the annexation and warehouse construction on
the site. ~
After consideration, Commissioner Morris moved to authorize the City Attorney to
prepare an ordinance to annex property described as Item (b) in the foregoing notice of pub-
lic hea~ing. Seconded by Commissioner McClanahan and carried.
Proposals next submitted for the sale Of 20 City lots located between Celery Avenue
and East 14th Street and between Sanford Avenue and Locust Avenue, in C~lery Avenue Addition
to Sanford; in accordance with notice published in the Sanford Herald on September 25, 1973,
as follows:

such on the outside. It should be submitted to the City Commission of
the City of Sanford no later than 7:00 o'clock P. M. on Monday, Octo-
ber 8, 1973.
Proposal shall include the following:
The net price of the land to be Paid to'the City of Sanford. Bids
may be submitted on any or all parcels. No bids will be accepted
on a portion of any parcel. Bid shall be listed separately for each
parcel.
2. Ail fees~shall be paid by the buyer - none by the City of Sanford.
Include a certified check for ten (10) per cent of the land as a
binder.
This proposal is open to anyone. The City Commission reserves the
right to accept or reject any or all proposals in the best interests of
the City of Sanford.

After consideration, Commissioner Morris moved to authorize the City Attorney to
prepare a Resolution for a public hearing to be held on November 26, 1973, to consider the
annexation of property located north of Lake Mary Boulevard and west of U. S. Highway 17-92;
described as follows:

On recommendation of the City Engineer, Commissioner Morris moved to authorize
payment of invoice from V. Kelly Smith, Surveyor, in the amount of $687.50 for elevations
in the construction of the "Big Inch" sanitary gravity sewer interceptor line. Seconded by.
Commissioner McClanahan and carried.
Invoice next submitted in the amount of $57~456.00, from Reginald N. Williams
Construction Company for construction on the Sanford Law Enforcement Center for period of
August 30 to September 29, 1973. On recommendation of the City Engineer, Commissioner Morris
moved to authorize payment of ~ame. Seconded by Commissioner Stenstrom and carried.
Invoice next submitted in the amount of $2,857.50, from Southern Steel Company
for equipment supplied for the Sanford Law Enforcement Center for period of~May 21 to Septem-
ber 28, 1973. On recommendation of the City Engineer, Commissioner Stenstrom moved to autho-
rize payment of same. Seconded by Commissioner Morris and carried.
Invoice next submitted in the amount of $61,235.00 from Lee Construction Company
for construction on the Secondary Sewage Treatment Plant for period ending September 30, 1973.
On recommendation of the City Engineer, Commissioner Mor~immoved tO authorize payment of
same. Seconded by Commissioner Stenstrom and carried.
After consideration and on recommendation of the Building Official, Commissioner
Morris moved to authorize a time extension on condemned structures, as follows:

fessional Women's Club for free use of the Civic Center on November 10, 1973, to hold a "Little
Miss BPW Beauty Contest"; proceeds to be used towards Christmas decorations and support of
Dental Clinic. Commissioner Morris moved to waive the lease fee, With the organization to pay
the air conditioning and custodian charges. Seconded by CommiSsioner McClanahan and carried.
Tim Bannick, President, Seminole County Drug Action Committee, Region V, appeared
to request funds for the operation of said organization. Dr. Louis Perez and Bruce Parrish,
State Coordinator, appeared to support the request and outlined~e~needs for same.
After consideration, Commissioner Morris moved to authorize a contribution of $1,000.0
to the Seminole County Drug Action Committee, Region V, and a transfer from the Contingency
Fund No. 8150 to provide for same. Seconded by Commissioner Stenstrom and carried.
Genia Parramore next appeared to request a time extension of 90 days, on Condemned
structure located at 910 East llth Street, under Condemnation Report No. 73~460. Commissioner
McClanahan moved to authorize same. Seconded by Commissioner Stenstrom and carried.
Consideration next given to a request submitted by the Emergency Medical Services
Council for a City representative to be appointed to said council-. On motion of Commissioner
Morris, seconded by Coi~issioner McClanahan and carried, O. Sam Ackley, Administrative Aide
to City Manager, was appointed to fill the request. .
Report next submitted from Kirby Moncrief, Attorney, that the Wilco-Zeuli Contract
for the paving of Georgia Avenue south of 25th Street had been prepared but specifics were
being worked out before presentati°n to the Commission. On motion of Commissioner Morris,
seconded by Co~muissioner Stenstrom and carried, the matter was tabled to October 22, 1973.
On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried,
Ordinance No. 1186, entitled:

Consideration next given to a proposed Agreement between Newburgh Development
Corporation and the City for the City to furnish water and sewer service to a development
South of the Dreyfus property outside the City Limits, and on motion of Commissioner McClanahan,
seconded by Commissioner Morris and carried, the matter was tabled to a workshop meeting.

Consideration next given to a request submitted by the Pilot Club for an exempt
occupational license for a "Home and Hobby Show and Sales" to be held at the Civic Center
on October 13, 1973. On motion of Commissioner Morris, seconded by Commissioner McClanahan
and carried, same was approved.
Commissioner Morris moved to authorize payment of $1,250.00 from the 1973-74 Budget
Account No. 8078 to General Sanford Memorial Library and Museum Association for the annual
operating expenses. Seconded by Commissioner Stenst=om and carried.
On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried,
minutes of August 12 and August 27, 1973, were approved.
On motion of Commissioner Stenst~om, seconded by Commissioner Morris and carried,
current vouchers and payrolls were next approved as evidenced by:

Commissioner Morris moved to authorize the transfer of $175.00 from Contingency
Acoount No. 8150 to Building Department, Travel Account No. 5107, to permit the building
official to attend a Code Analysis and Review Seminar. Seconded by Commissioner McClanahan
