The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P..M. on November 26, 1973.

The meeting was called to order by the Chairman.
The first item of business was a public hearing to consider the proposed annexation
of two parcels of property in accordance with notice published in the Sanford Herald on Oc-
tober 26, November 2, 9, 16 and 23, 1973, and copies mailed and posted in accordance with
1973 HB 1914, said notice as follows:l

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed annexati~,~n. Paul Sefried, 2800 Park Avenue, appeared in favor
of the proposed annexation. Several persons appeared to ask questions for clarification.
No one appeared in opposition.
After consideration, CommisSioner McClanahan moved to authorize the City Attorney
to prepare an ordinance to annex property described in the foregoing notice of public hearing.
Seconded by Commissioner Meyer and ca~ried.

Letter next submitted bY Jack Benske, Commander, Veterans of Foreign Wars, to request
to lease the "Old Legion Hut" building at the southeast corner of Seminole Boulevard and
Myrtle Avenue; and after consideration, CommiSsioner Meyer~,.moved to authorize the City Attor-
ney to prepare a lease for same, with the provision that the organization furnish the city
proof of liability insurance on said building. Seconded by Commissioner Stenstrom and carried.

creation of a new position of Training Instruc~0r 'in the Police department with a rank of
Lieutenant and a transfer of $12,376.00 from Contingency Account No. 8150-t'° Police-Adminis-
tration Salaries, Account No. 2201.~i. Seconded bY C°mmiss~°ner stenstrom and carried.
Commissioner Meyer moved 'to'authorize the creation of a new position of Lieutenant
in the Traffic, Motorcycle Squad Division, of the POlice Department.

After consideration, Commissioner Stenstrom moved to authorize the City Manager to
initiate an emergency purchase of one dump truck to replace one ~wrecked. 1966 Ford Dump Truck,

After consideration, CommisSioner Morris mov~ed ~o' auth0rize a reimbursement of
$7,130.00 to Jackson-Nicholson Development comPany for difference in the authorized instal-
lation of a !2-inch waterTIine in lieu of the required inst'allation of an 8-inch water line on
Lake Mary Boulevard. Secondedby Commissioner McClanahan and carried.
Request next submitted from the Downtown'Business Association for an exempt license
to sponsor a Kiddieland Ride and concessions to be located on the municipal parking lot east
of the Chamber of Commerce, December 3 through 8, 1973, and on motion of Commissioner Sten-
strom, seconded by Commissioner Morris and carried, same was approved.

On recommendation of the City Manager, Commissioner Meyer moved to adopt a city
policy to open platted right-of-Ways where unstable Soil-conditions exist, as follOws:
Where unstable soil conditions exist in a platted right-of-way,
the City will open the right-of-way upon any abutting property
owner making application and providing the following:
Concrete evidence of development and use of the abutting

After consideration, Commissioner McClanahan moved to authorize payment to Seminole
Zoological Society the balance of funds appropriated for Zoo expansion in amount of $26,069.71
and one-third of sale price of $125,000.00 for 14 acres on Seminole Boulevard amounting to
$41,666.67. Seconded by Commissioner Meyer and carried.
Consideration next given to the Water, Sewer and Drainage Control Fee due in the
amount of $3,300.00 on the new construction of T-hangers on the Sanford Airport, and the City
Commission declined any adjustment.
Request next submitted from the Yellow Taxicab Compapy to operate from the manager's
home phone after 1:00 A. M. due to the fuel allocation shortage, and after consideration,
same was approved.
After consideration, Commissioner Meyer moved-to authorize transfer of the city refund
from Travelers pension fund for general employees in the amount of $74,938.29 to the State
Pension Plan for General Employees for past service liability for those employees transferring
their individual refunds to said state pension fund.
