The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 0'clock P. M. on December 10, 1973.

The meeting was called to order by the Chairman.
The first item of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning
Commission and in accordance with notice publiShed in the Sanford Herald on November 29, 1973,
as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the Cityof Sanford, Florida, at
7:.00 o'clock P. M. on December 10, 1973, 'to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
That property located at the Southwest corner of the intersection
of Twenty-fifth Street and Sanford Avenue is proposed to be rezoned
from RC-1 (Restricted Commercial) District to GC-2 (General Commer-
cial) District..Said property being more particularly described as
follows:
. Lots 1, 2, 3, 4, 5 and 6, Frank L. Woodruff's Subdivision of
Lands, South Sanford, Florida, according to plat thereof recor-
ded in Plat Book 3, Page 44 of the Public Records of Seminole
County, Florida, less the Westerly 100 feet of Lots 1, 3 and 5,
and less State Roads.
All parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from those persons in favor
of,.or against, the proposed change in zoning. No one appeared iw~opposition. ~
Carl Gutmann, architect, appeared to represent Fred Williams and Dr. Orville Barks,
owners of the property, and spoke in favor of the rezoning for a car wash installation.
After consideration, Commissioner Morris moved to authorize the City Attorney to
prepare an ordinance to rezone the property as adVertised in the foregoing notice of public
hearing. Seconded by Commissioner Meyer and carried.
The next item of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning

All parties in interest and citizens shall have an opportunity to
be heard at said hearing.

After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare an ordinance to rezone the property as advertised in the foregdng notice of public
hearing. Seconded by Commissioner Stenstrom and carried.
The next order of business was a Public Hearing to be held in accordance with notice
published in the Sanford Herald on November 21, 1973, as follows:

OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 P. M. on December 10, 1973 to consider the adoption of an
ordinance by the City of Sanford, Florida, title of which is as follows:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
CLOSING, VACATING AND ABANDONING A PORTION OF
MYRTLE AVENUE LYING BETWEEN FULTON STREET
AND SEMINOLE BOULEVARD.
A copy shall be available at the office of the City Clerk for
all persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

Florida, had passed and adopted said Ordinance No. 1198, entitled:

placed on its first reading and read in full at the meeting of November 12, 1973, was next
placed on its second and final reading. After being read by title, Commissioner Meyer moved
on its passage and adoption. Seconded by Commissioner Morris and carried.
Thereupon, the Chairman announced that the City Commission of the City of Sanford,
Florida, had passed and adopted said Ordinance No. 1195, entitled:

Seconded by Commissioner McClanahan and carried.
Charles Lawton appeared to request a time extension on Condemnation Nos. 73-499,
73-500, and 73-501; located at 1005 Pine Avenue, 1005~ Pine Avenue and 1005 3/4 Pine Avenue,
Group 26. After consideration, Commissioner Meyer moved to authorize a time extension of
90 days on each structure. Seconded by Commissioner Stenstrom and carried.
Requests next submitted from Un,md State Bank of Seminole, Florida State Bank and
Sanford Atlantic National Bank, to be designated as depositories.for City funds for the year
of 1974. On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, same
were approved.
After consideration, Commissioner Meyer moved to approve the request submitted from
Little Champ Food Store No. 66 for the sale of beer and wine for consumption off premises as
a conditional use in the RC-1 zone at 1920 French Avenue. Seconded by Commissioner Morris
and carried.
After consideration, Commissioner Meyer moved to authorize payment in amount of
$53,793.00 to Williams Construction Company for work completed during the month of November
on the Sanford Law Enforcement Center. Seconded by Commissioner Stenstrom ann carried.
After consideration, Commissioner Stenstrom moved to authorize payment in amount
of $84,034.35 to Bumby & Stimpson Company for work comp~ted for period ending November 26,
1973, for construction of the "Big Inch" sanitary sewer interceptor main. Seconded by Com-
missioner Meyer and carried.
After consideration, Commissioner Morris moved to authorize payment in amount
of $6,881.52 to Clark, Dietz & Associates-Engineers, Inc. for services for period through
October 26, 1973, on the Regional Sewer Treatment Plant Study. Seconded by Commissioner
McClanahan and carried.
Commissioner McClanahan next introduced a Resolution, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Meyer and carried over the dis-
senting vote of Commissioner Morris.

but not limited to hotels, motels, and tourist attractions,

WHEREAS, there is no existing resort tax on a state
wide level, and
WHEREAS, there is a need to generate money on a local
level in order for local government to meet the needs of
their communities, and
WHEREAS, not all said needs~uniform and the
opportunities of imposing a resort tax should not be
mandatory, and
WHEREAS, the concept of a permissive resort tax
should be considered by the legislature for implementation
on a local level
NOW, THEREFORE, BE IT RESOLVED BY THE FLORIDA
LEAGUE OF CITIES:
Section 1. That the Florida League of Cities and
each member thereof is urged to notify their respective
legislative delegation of their approval of the concept of
a permissive resort tax to be levied on a local level.

After consideration, Commissioner Morris moved to accept the bid from Gulf Life
Insurance Compan~y

On recommendation of the City Manager, Commissioner Stenstrom moved to authorize
to advertise for bids for two One-Man Type refuse packers to replace two refuse units. See-
onded by Commissioner Morris and carried over the dissenting vote of Commissioner McClanahan.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the
City Manager and Director of Recreation and Parks were authorized to proceed to determine
the acceptability of a park development project at the old experimental site on Celery Avenue
and the level of funding and the availability of grants from the federal government.
J. S. Cleveland, Airport Manager, next appeared to request reconsideration of the
Commission's action of November 26, 1973 t~o require full payment of the $3,300.00 utility
connection fee for the new T-hangers on the Sanford Airport.
After consideration, Commissioner Morris moved to rescind prior action and to autho-
rize that the utility connection fee for the new T-hangers, consisting of four toiletS, be
levied at the same fee applicable to apartments, as follows: $550.00 for first unit; $275.00
for the second unit; $137.50 for each additional unit; for a total utility connection fee of
$1,100.00. Seconded by Commissioner Meyer and carried over the dissenting votes of Commis-
sioners McClanahan and Stenstrom.
After consideration, Commissioner Meyer moved to authorize the Mayor and City Clerk
;o execute an Agreement to the Veterans of Foreign Wars to lease the "old log cabin" build-

1973 the Sanford Municipal Civic Center with alcoholic beverage privileges at the standard
fee of $250.00. On motion of Co~m~issioner Meyer, seconded by Commissioner Stenstrom and
carried, same was approved.
The City Manager reported that the annual contract for furnishing gasoline and
diesel fuel for 1974 was bid on December 5, 1973, and no bids had been received.
After consideration and on recommendation of the City Manager, Commissioner Meyer
moved to approve Change Order No. 11 in the amount of $800.00 for a cross bracing on the grit
chamber monorail at the Secondary Sewer Treatment Plant. Seconded by Commissioner Morris
and carried.
On recommendation of the City Manager, Commissioner Meyer moved to authorize pay-
ment in the amount of $16,483.50 to Central Florida Water Systems, Inc. covering Estimate
No. 1 on the construction of the South Sanford Sewer Force Main. Seconded by Commissioner
Stenstrom and carried.
After consideration, Commissioner Meyer moved to authorize a transfer of $1,500.00
from Contingency, Account No. 8150 to City Manager's Office, Salary Account No. 1201, to cover
part-time secretarial help due to job turnover and hospitalization of personnel in several
divisions. Seconded by Commissioner Stenstrom and carried.
After consideration, Commissioner Stenstrom moved to approve funds to utilize the
City Planner to provide necessary information for the traffic engineering projections needed
to complete the Traffic Survey. Seconded by Commissioner Meyer and carried.
The City Commission authorized the City Manager to recommend a program and guild-
lines for an education program to reimburse employees.
Request next submitted by the Downtown Merchants Association to extend for one week
the license and permit to sponsor and operate a Kiddie Ride with concessions on the municipal
parking lot east of the Chamber of Commerce building. On motion of Commissioner Morris,
seconded by Commissioner McClanahan and carried, same was denied over the dissenting vote
of Commissioner Meyer and Commissioner Stenstrom.
The Commission authorized the purchase of refuse containers, as budgeted, to replace
the post refuse containers in the downtown business area.
Commissioner~Meyer moved to authorize the City Clerk-, City Attorney, and Mayor to
enter the City's safety deposit box at the Sanford Atlantic National Bank for annual audit.
Seconded by Commissioner Morris and carried.
There being no further business, the meeting was adjourned.
