The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on December 17, 1973.

The meeting was called to order by[ the Chairman.
The first item of business was consideration of requests for time extensions on con-
demned property, and on recommendation of the Minimum Housing Code Inspector, Commissioner
Meyer moved to authorize extensions as follows:

Seconded by Commissioner Morris and carried.
Request next submitted to close, vacate and abandon that portion of an alley located
north of the westerly extension of the south line of Lot 516 and abutting Lots 510 through
516, Woodruff's Subdivision. After consideration, Commissioner Meyer moved to autho~ze a
public hearing to be held on January 14, 1974 and to authorize the City Clerk to advertise
same. Seconded by Commissioner Morris and carried.
After discussion, Commissioner Meyer moved to authorize a letter to the Board of
Seminole County Commissioners drawing their attention to the need for additional off-street
parking to serve the proposed additions to the judicial wing of the courthouse and~.the renova-
tions to the county jail for office space. Seconded by Commissioner Morris and carried.
After dOnsideration and on recommendation of the City Manager, Commissioner Stenstrom
moved to approve a six (6) months extension dated December 15, 1973, for the use by Seminole
County of 18 parking spaces in the Municipal Parking Lot No. 1. Seconded by Commissioner
Morris and carried.
The next item of business was a Public Hearing to consider the annexation of 10
acres located east of Airport Boulevard and north of Jewett Lane in accordance with notice
published in the Sanford Herald on November 16, 23, 30 and December 7 and 14, 1973, and copies
mailed and posted in accordance with 1973 HB 1914, said notice as follows:

TO CONSIDER ANNEXATION
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of Sanford,
Florida, at 7:00 o'clock P. M. on December 17, 1973, to con-
sider the annexation of property described as follows:
Lot 80 of M. M. Smith's Subdivision of parts of Sections
26, 27, 34 and 35, Township 19 South, Range 30 East, ac-
cording to Plat thereof recorded in Plat Book 1, Page

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed annexation.
Marsha Lippincott, attorney, appeared to represent the owner of LOt 81, M. M. Smith's
Subdivision, abutting the aforesaid Lot 80, and stated that the owner would oppose only if
Lot 80 was to be used as a vehicle for the annexation of Lot 81.
Mr. Outlaw appeared to support the petition for annexation.
After consideration, Cor~issioner Meyer moved to authorize the City Attorney to
prepare an ordinance to annex said property in accordance with the foregoing notice of Public
Hearing. Seconded by Commissioner Morris and carried.
On motion of CommisSioner~Meyer, seconded by Commissioner McClanahan and carried,
Ordinance No. 1202, entitled:

After consideration, Commissioner Meyer moved to authorize the Mayor and City Clerk
to execute the Agreement with Central Furniture and Bedding Company, Inc., James H. Triplett,
President, setting forth the conditions under a time extension to October 1, 1974, for said
developer to pave a portion of 24th Street, west of French Avenue, at his expense. Seconded
by Commissioner Stenstrom and carried.
On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,

Letter next submitted from S. Joseph Davis, Attorney for Seminole Junior College,
setting forth an opinion of the Attorney General that'Seminole Junior College is not required
to comply with Sanford building codes andis not authorized or permitted to have inspections.
After consideration, Commissioner Morris moved to authorize the City Manager to
enter into negotiations with the President of the Seminole JUnior Coltege~for a jOint agreement
wherein the College would provide a site for a city water storage tank and easement to such
site, and the City would provide sufficient inspections to authorize utility connections to
be made to the four new structures. Seconded by Commissioner McClanahan and carried.~
Consideration next given to an offer from L. W. Clark to deed to the City two street
right-of-ways abutting his property on the east and south and in exChange he would sign for
annexation of property located west of US Highway 17-92 and north of. Lake Mary Boulevard.
After discussion and on motion of Commissioner Meyer, seconded by Commissioner Stenstrom and
carried, same was tabled.
Commissioner McClanahan reported the proposed location of the Christian School on
18 acres south of the City Cemetery and requested this area to be designated as an area from
which an annexation petition would be considered, and same was approved. He further reported
the school would pave the street to 25th Street.
The City Manager reported that the SanfordHousing AuthOritY had requested reinstate-
ment of City refuse collection service for 484 dwelling units at. 183 buildings in five public
housing projects. The Housing Authority is being handled by a private Collector using a con-
tainer system, and the Authority desived to retain the container. ~ concept if the
City reinstated the service. The City Manager estimated an additional cost of $15,226 to
the City for the special container system.
After discussion, Commissioner Morris moved to authorize a City policy as follows:
City services stress residential refuse collection but to
encourage commercial refuse accounts to use private commer-
cial refuse collection system.
Seconded by Commissioner McClanahan and carried.
After consideration of the energy crisis, Commissioner Meyer moved to authorize the
use of the downtown Christmas decoration lights on December 21 through 25, 1973. Seconded
by Commissioner Stenstrom'and carried.
