The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clOck P. M. on January 14, 1974.

The meeting was called to order bY;the Chairman.
The first i~m of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning
Commission and in accordanc~ with notice published in the Sanford Herald on January 2, 1974,
as follows:

Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on January 14, 1974, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
That property located at the southeast corner of the intersection
of Twenty-fifth street and Sanford Avenue is proposed to be rezoned
from RC-1 (Restricted Commercial) District to GC-2 (General Conm~er-
cial) District. Said property being more particularly described as
follows:
Lot 1 (less N 20 feet for Road) and all of Lots 2 through 5,
Block 1, Palm Terrace, as recorded in Plat Book 4, Page 82 of
the Public ReCords of Seminole County, Florida.

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed change in zoning. : '~
M. R. Strickland, owner of the property, appeared in favor of the proposed rezoning.
After consideration, Commissioner Meyer moved to authorize the City Attorney to
prepare an ordinance to rezone the property as advertised in the foregoing notice of public
hearing. Seconded by Commissioner Stenstrom and carried.
The next order of business was a Public Hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning
Commission and in accordance with notice published in the Sanford Herald on January 2, 1974,

The Chairman announced that the Commission would hear from those persons in favor
of, or against, the proposed rezoning. No one appeared in opposition.
Bob Angas, Seminole Real Estate Investment, Inc., appeared to representjBob Johnson
in support of the rezoning and to outline a proposed multi-family development and a 135,000
square foot shopping center.
After discussion, Co~m~issioner Meyer moved to authorize the City Attorney to prepare
an ordinance to rezone the property as advertised in the foregoing notice of public hearing.
Seconded by Commissioner Stenstrom and carried.

AND CLOSING AN ALLEY
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of
Sanford, Florida, at 7:00 o'clock P. M. on January 14, 1974,
in the City Commission Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not
the City will close, vacate and abandon any right of the City
and the public in and' to that certain N-S alley lying between
Park Drive and Twenty-seventh Street and between French Ave-
nue and Laurel Avenue, being more particularly described as
follows:
That portion of that certain N-S alley lying N of the
S line of Lot 516 extended Wly and abutting Lots 510
through 516, all in Frank C. Woodruff's Subdivision, ac-
cording to the plat thereof as recorded in Plat Book 3,
page 44, of the public records of Seminole County, Florida.

Bill Eaton, Attorney, appeared to represent Derwood McKinney, owner of abutting
property, at 2603 Park Drive, out~ning proposed extension of an existing building and to
increase off-street parking.
After discussion, Commissioner Morris moved to table the public hearing until such

Mrs. Hortense Roumillat, Chairman of the Board of Trustees of the General Sanford
Memorial Library, appeared to submit plans and elevation drawings for proposed additions to
the General Sanford Memorial Library and Museum Building, and afterconsideration, Commissioner
Morris moved to authorize an expenditure of not more than $42,000.00 from Public Project
Funds Sale of Real Estate, for said expansion; and, further to authorize the City Staff to
obtain the service of an architect to work with the Building Committee of the Library to
effect construction drawings in preparation for bid; provided however, said plans to be sub-
mitted to the City Commission for approval. Seconded by Commissioner McClanahan and carried.
Consideration next given to an application for a license to operate a taxicab,
submitted by Charlie Hampton, Midway, and on motion of Commissioner Morris, seconded by Com-
missioner Stenstrom and carried, same was authorized subject to proper insurance, vehicle
license and inspection.
Commissioner Meyer next introduced Resolution No. 1144, and'after being read in
full, moved on its passage and adoption. Seconded by Commissioner Morris and carried.
Said Resolution No. 1144 being in words and figures, as follows:
RESOLUTION OF INTENT OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, TO CONSIDER
ANNEXATION OF CERTAIN TERRITORY HEREINAFTER
DESCRIBED AS REQUIRED BY CHAPTER NO. 73-620,
LAWS OF FLORIDA.
WHEREAS, Chapter 73-620, Laws of Florida, 1973,
relating to municipal annexation in Seminole County, Florida,
requires, in Section 3 thereof, that any municipal governing
body desiring to annex territory shall first pass a resolu-
tion stating the intent of the municipality to consider said
annexation of the stated territory, and
WHEREAS, application for annexation to the corporate

After consideration, Commissioner McClanahan moved to authorize a public hearing
to be held on January 28, 1974, to consider said reports to determine the condition of the
structures for condemnation; and to authorize a notice to be placed upon each structure; and
a notice of said hearing directed by registered mail to the owner of the property at the last
known address as shown by the Tax Assessment Roll of the City. Seconded by Commissioner
Morris and carried.

Stenstrom and carried, effective this date, the Commission authorized a fee of $5.00 for said
inspections for all future spaces built or occupied.
Landscape plans prepared by the. Director of Recreation and Parks for the Sanford
Law Enforcement Center were next submitted showing a material cost of $3,700.00 including
irrigation and plants. The Commission approved same. and authorized expenditure from funds
set aside in the Public Projects Fund for the LaW Enforcement Center.
After consideration, Commissioner Meyer moved to authorize the P~ sonnel Director
to attend a Collective Bargaining Conference in Lawrence, Kansas, on March 3-5, 1974, and to
authorize necessary funds for same. Seconded by Commissioner Stenstrom and carried.
After consideration, Commissioner Meyer moved to authorize payment of invoices sub-
mitted, as follows:
1. $2,500.00 to Clark, Dietz and Associates Engineers,
Inc. for services rendered through August 31, 1973.
on the Secondary Sewage Treatment Plant.
2. $918.56 to Gutmann, Dragash and Matz-Architects, Inc.
for services rendered on the Sanford Law Enforcemgnt
Center.

Easement next submitted from Mrs. J. J. Cates to exchange an alley in Cates Addition,
pursuant to a public hearing held on March 27, 1972, to close, vacate and abandon an alley.
On motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried, the City
Attorney was authorized to prepare an ordinance to close, vacate and abandon the pdolic alley
right-of-way, described as follows:
That certain alley lying between Lots 7, 8, 13, 14, 15 and 16, and lying
15 feet South of the North lines of Lots'7, 13, Cates' Addition, Sanford,
Florida.
