The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 P. M, on January 28, 1974.

The meeting was called to order by the Chairman.
The first item of business was a public hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on January 10, 1974, as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on January 28, 1974, to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
That property located E of Airport Boulevard and N of Jewett Lane
is proposed to be rezoned from SR-1AA (Single-Family Residential)
District to MI-2 (Medium Industrial) District. Said property be-
ing more particularly described as follows:
Block 80, M. M. Smith's Subdivision, according to the Plat
thereof as recorded in Plat Book 1, Page 55 of the Public
Records of Seminole County, Florida.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from~those persons in favor
of, or against, the proposed change in zoning. No one appeared to oppose or support same.
Upon request of the petitioner, Commissioner Meyer moved to table the public hearing.
Seconded by Commissioner Stenstrom and carried.
The next order of business was a public hearing to consider condemnation of 26 struc-
~res or buildings on Report Nos. 74-523 through 74-548, Group No. 28, in accordance with
notices authorized at the meeting of January 14, 1974.
The Chairman announced that the Co~m~ission would hear from any property owner or
representative thereof. A review of each individual report is as follows:

After consideration, Commissioner McClanahan moved that finding the buildings under
Report Nos. 74-523 through 74-529 and 74-531 through 74-548, to be unsanitary, unsafe, and
dilapidated, that said structures be condemned and the owners given a notice of 90 days in
which to repair or demolish, or to give just cause why same has not been repaired or demolished
and after 90 days to authorize the City to demolish the structures and levy a lien against
the property for said removel. Seconded by Commissioner Morris and carried.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,

Letter next submitted from the District School Board, Seminole County, requesting
to park an office trailer on their property to the rear of their office at 202 Commercial
Avenue. On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, same
was approved for one year.
Commissioner Meyer neXt introduced Resolution No. 1145, and after being read in fulI,
moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried.
Said Resolution No. 1145 being in words and figures as follows:
RESOLUTION OF INTENT OF THE CITY COMMISSION
OF THE CITY OF SANFORD, FLORIDA, TO CONSIDER
ANNEXATION OF CERTAIN TERRITORY HEREINAFTER
DESCRIBED AS REQUIRED BY CHAPTER NO. 73-620,
LAWS OF FLORIDA.
WHEREAS, Chapter 73-620, Laws of Florida, 1973, relating
to municipal annexation in Seminole County, Florida, requires, in Section 3
thereof, that any municipal governing body desiring to annex territory shall
first pass a resolution stating the intent of the municipality to consider said
annexation of the stated territory, and
WHEREAS, application for annexation to the corporate limits
of 'Sanford, Florida, has been made by the record owners of a parcel of
property, said parcel of property being described as follows:
Lots 4, 5, 6 and 7, Block 1, of FLORA HEIGHTS,
according to the Plat thereof recorded in Plat Book 3,
Page 19, Public Records of Seminole County, Florida,
and
WHEREAS, it is the desire of the City Commission of the City
of Sanford to consider such annexation.
NOW THEREFORE, be it resolved by the City Commission of
the City of Sanford, Florida, that a public hearing shall be held on the 25th
day of March, 1974, at 7:00 P. M. at the City Hall:in the City of Sanford,
Florida, for the purpose of determining the question of annexation of the
territory described above in to the corporate limits of Sanford, Florida.
THIS RESOLUTION adopted this 28th day of January, 1974.

Seconded by Commissioner Morris and carried.
Memorandum dated January 24, 1974, next submitted by the City Manager regarding ·
Condemnation Report No. 72-410, 516 West First Street, Group 24, condemned on January 22, 1973;
and on motion of Commissioner Morris, seconded by Commissioner Meyer and carried, same was
tabled.
Jesse Graham appeared to submit a deed to a parcel of property on highway 17-92 as
a site for a proposed construction of a fire station.
Jesse Graham next requested rezoning to Patio Homes from Single Family Homes of
36 acres in Hidden Lake Subdivision, a Planned Unit Development, an increaSe in this area
of 76 units, and further stipulated that other development would be decreased by 76 units.
On recommendation of the Zoning and Planning Commission and after consideration,
Commissioner Meyer moved to authorize said change to this Planned Unit Development. Seconded
by Commissioner Stenstrom and carried.
Contract next submitted by Gutmann, Dragash and Matz, Architects, Inc. for prepara-
tion_of construction plans with specifications for bid for the proposed addition to the General
Sanford Memorial Library, and on motion of Cor~m~issioner Meyer, seconded by Commissioner Sten-
strom and carried, the Mayor and City Clerk were authorized to execute same.
Letter next submitted from Hawkins Connelly, Administrator for Bram Towers, requestin
the installation of curbing and gutters on the west side of Pine Avenue between First and
Second Streets. After discussion, Commissioner Stenstrom moved to authorize Bram Towers to
do said installation at their expense. Seconded by Commissioner McClanahan and carried.
Attorney Mack N. Cleveland, Jr., next appeared as Trustee in connection with pur-
chase of property described as follows:
W 100' of all S of First Street, plus the N~ of street adjacent on South,
Block 14, Chapman & Tucker's Addition to Town of Sanford.
Mr. Cleveland stated the purchase depended on the closing, vacating and abandoning of that
portion of Cypress Avenue lying between First and Second Streets in order to accomodate the
proposed 34 foot expansion of the east side of the Winn-Dixie Food Store building. After
consideration, Co~m~issioner Meyer moved to authorize a public hearing to be held on February 25
1974, to consider said closing and to authorize the City Clerk to advertise same. Seconded
by Commissioner Stenstrom and carried.
Consideration next given to a copy of a street and utility easement recorded in
ORB 1005 Pg 1475 from McCormick Enterprises for a r/w from Airport Boulevard to Carriage
Cove. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same
was tabled.
The City Manager next reported that the Yellow Cab Company would replace their 7
cabs with new vehicles and had requested 5 additional licenses. On t~e recommendation of the
City Manager and Police Chief, Commissioner Stenstrom moved that the Commission would be
receptive to the request after a report on the replacement of vehicles for the current 7

boro Recreation Easement with the Seminole County School Board wherein the property had not
been maintained by the City for over a period of time as set forth in the lease of one year
and said property was not presently being utilized by the City; therefore Commissioner Morris
moved to declare said lease abandoned and to so notify the Seminole County School Board.
Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner
Meyer.
After discussion, Commissioner Morris moved to authorize the City Attorney to pre-
pare a cooperative Agreement for the Regional Water Quality Management Study, and further
to authorize the Mayor to execute same. Seconded by Commissioner Sterm trom and carried.
Consideration r~ext given to change orders No. 1 through 8, submitted by Gutmann,
Dragash, and Matz Architects', Inc., resulting in a net reduction of $973.00 in the construc-
tion of the Sanford Law Enforcement Center. On motion of Co~nnissioner Meyer, seconded by
Commissioner Morris and carried, same were approved.
After consideration, Commissioner McClanahan moved to table action on items as follows
1. recommendation by the architect firm to extend the contract for 21 days on the
Sanford Law Enforcement Center due to revision.
2. request for additional time due to circumstances beyond his control.
Seconded by Commissioner Morris and carried.
After consideration, the Commission declined a request to provide-sanitary sewer
facilities to property located outside the City on Paola Road west of Upsala Road.
The City Manager reported that the survey for a proposed road right-of-way to the
Sanford Christian School site through the municipal cemetery, had encountered burials by the
Catholic Cemetery in the road right-of-way. Cowmissioner Meyer moved to table the matter.
Seconded by Commissioner Stenstrom and carried.
After consideration of the request and on recommendation of the Minimum Housing
Code Inspector, Commissioner Meyer moved to authorize an extension of 60 days to Mary Gray
Johnson on Condemnation Report No. 73-476, for structure located at 718 Celery Avenue. Seconded
by Commissioner Morris and carried.
There being no further business, the meeting was adjourned.
