M. 19 74 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 11, 1974. Present: Mayor-COmmissioner Lee P. Moore Commissioner John G. Morris Commissioner Gordon T. Meyer Commissioner Julian L. Stenstrom Commissioner A. A. McClanahan City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City C~rk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the ~hairman. The first item of business was the Chairman gave a summary of a meeting held with County officials pertaining to the proposed SEMINOLE COUNTY COMPREHENSIVE PLANNING ACT OF 1974, expressing intent to require the county, municipalities, and other units of local government in Seminole County to prepare and adopt comprehensive plans to guide future develop- ment. After discussion, Commissioner McClanahan moved to authorize the Mayor to inform the Seminole County Commission that the City agrees with the intent of the act, but the proposed act has not been properly reviewed and surveyed by the people involved. Seconded by Commis- sioner Meyer and carried. The next order of business was a Public Hearing to consider amendments to the Zoning Ordinance as recommended by the Zoning and Planning Commission and in accordance with notice published in the Sanford Herald on January 24, 1974, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on February 11, 1974, to consider changes and amend- ments to the ZOning Ordinance of the City of Sanford, Florida, as fol- lows: Article V, Use Provisions; Section 9., GC-2, General Commercial District; Sub-section B., Conditional Uses Permitted; paragraph (8) shall be amended to read as follows: Sale of alcoholic beverages for consumption on the premises in accordance with Chapter 3 of the City Code and after approval by the Sanford City Commission. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida. H. N. Recommendations next submitted from the Zoning and~Planning Commission to amend the Zoning Ordinance, Article V, Use Provisions, Section 8, RC-1, Restricted Commercial Dis- trict, Subsection B, Conditional Uses Permitted, to add a paragraph as follows: "Ground signs conforming, to the provisions of the City's Sign Ordinance". Commissioner McClanahan moved to authorize a public hearing to be held on March 11, 1974, and to authorize the City Clerk to advertise same. Seconded by Commissioner Meyer and carried. The next item of business was a request from the Planning and Zoning Commission as follows: "The problem is that State law says that we cannot annex any property with more density than it had before it was annexed, and until a certain per- iod of time has elapsed we cannot change that density. The fact 'that our City ordinance says all property annexed has to be at the highest zoning (SR-1AA) increases the density in nearly all'pieces of property that the City annexes. The Board feels there is a conflict and requests the City Attorney to advise them as to what needs to be do~e." After discussion, Commissioner Morris moved to table the question until the next work ses- sion. Seconded by Commissioner Meyer and carried. After consideration, Commissioner Meyer moved .to authorize payment of $5,640.00 to Rumney's Lumber & Millwork, Sanford, covering 30% completion of millwork in the construc- tion of the Sanford Law Enforcement Center, as evidenced by Invoice No. 350, dated Febru- ary 6, 1974, Seconded by Commissioner Stenstrom and carried. After discussion, Commissioner Meyer moved that finding certain property is no longer needed for public purposes, that said property has been used for burial spaces by the Catholic Cemetery; therefore, the City Attorney is authorized to prepare a quit claim deed to the Catholic Church and the Mayor and City'Clerk authorized to execute same o~ property as follows: Begin 2008.22 feet W of the NE corner Section 2, Township 20 South, Range 30 East, run S 330 feet, E 26.24 feet, N 7° 18' E 332.64 feet, W 65.84 feet (Less State Road 46-A Right-of-Way), Seminole County, Florida. Seconded by Commissioner Stenstrom and carried. Request next submitted for a street light to be installe~ on Oak Avenue between llth and 12th Streets, and on motion of Commissioner McClanaha~, seconded by Commissioner Morris and carried, same was denied. After consideration, and on recommendation of the City Manager, Commissioner Meyer moved to authorize payment of Estimate No. 8 in the amount of $39,330.00 to Reginald N. Williams Construction Company, Winter Park, for work on the Sanford Law Enforcement Center for the period of December 28, 1973 through January 31, 1974. Seconded by Commissioner MINUTES City Commission, sanford, Florida . February 11 at 7:00 P. M. seconded by Commissioner Morris and carried, an Invitation to Bid was authorized to be adver- tised for construction of same. Estimate No. 7 and final invoice dated February 8, 1974, next submitted from Bumby & Stimpson, Inc., Orlando, in the amount of $68,200.75 covering construction of the GraVity Interceptor Sewer "Big Inch" Line, and on motion of Commissioner Morris, seconded by Com- missioner Meyer and carried, same was approved for payment. Estimate No. 3, dated February 5, 1974, in the amount of $68,258.48 next submitted by Central Florida Water Systems, Inc,, Longwood, to cover construction work on the South Sanford Force Main for period of January 21, 1974 through February 5, 1974, next considered, and on recommendation of the City Manager and City Engineer, Commissioner Meyer moved to authorize payment of same. Seconded by Commissioner Morris and carried. After consideration of the City Manager's recommendation, Commissioner Meyer moved to approve a salary reclassification for Patricia Paul, Utility Administration, from Keypunch Operator C, $5,109.00 to. Keypunch Operator D, $5,382.00, annually. Seconded by Commissioner Morris and carried. After discussion with the City Manager, Commissioner Meyer moved to authorize the City Attorney to prepare a Resolution setting forth disapproval of five proposed acts of legislation before the House of Representatives' Joint Select Committee on Career Service for Law Enforcement Office~s and Firefighters to establish for said divisions the following: 1. minimum entry level salary 2. uniform pre-employment exam with minimum standards 3. minimum standards in retirement 4. uniform classification plan 5. a state-wide Civil Service system for the uniformed services.
