The first item of business was a public hearing to consider amendments to the Zoning Ordinance as recommended by the Zoning and Planning Commission and in accordance with notice lished in the Sanford Herald on March 1, 1974, as follows: NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. Ms on March 11, 1974, to consider changes and'amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: Article V, Use Provisions;.Section 8., RC-1, Restricted Commercial District; Sub-section B., Conditional Uses Permitted; shall be amended by the addition of paragraph (6) as follows: (6) Ground signs conforming to the provisions of the City's Sign Ordinance. After being read by title, Commissioner Meyer moved on its passage and adoption. After consideration, Commissioner Meyer moved to authorize the City Attorney to prepare a Resolution for a public hearing to be held on May 13, 1974, to consider the annexa- :ion of Lots 4, 5, and 8, Block 11, A. B. Russell's Addition to Fort Reed, and that portion ~f Seaboard Coast Line Railroad right of way lying between the easterly extension of the north line of Lot 4 and the easterly extension of the south line Of Mattie Street. Seconded by Commissioner Stenst~om and carried. Seconded by Commissioner Morris and carried. The City Manager next submitted a Tabulation of Bids opened publicly at 2:30 P. After consideration, Commissioner Meyer moved to authorize a public hearing to be held on April 8, 1974, and to authorize the City Clerk to advertise same, to consider recom- mendations submitted by the Central Contractors Examining Board, as follows: (1) Section 6-~32 - membership - three members each: Plumbers, Electricians; Contractors: three Building, two Air Conditioning, one Mechanical, one Swi~miing Pool. Terms of two years. Section 8-3 - National Electrical Code amended by adding Notice "D" by (2) Central Florida Advisory Code Committee. Seconded by Commissioner Stenstrom and carried. After consideration and on recommendation of the City Manager, Commissioner Morris moved to authorize payments~ of invoices as follows: Clark, Dietz and Associates-Engineers, Inc. - $1,000.00; statement dated March 14, 1974, for services rendered on the Secondary Sewage Treatment Plant through December 31, 1973; and reimbursement in amount of $475.00 for invoice no. 4499 paid to Ardaman & Associates for soil borings and evaluations on the Secon- dary Sewage Treatment Plant. Seconded by Commissioner McClanahan and carried. After consideration and on recommendation of the City Manager, Commissioner Meyer moved to authorize payment of invoices for construction work on the Sanford Law Enforcement Center as follows: (1) Reginald N. Williams Construction Company - $30,852.00, application no. 9, for period from January 31, 1974 to February 28, 1974. (2) Rumney's Lumber & Millwork, $10,528.11, Invoice No. 355, da%ed March 14, 1974. (3) Gutmann, Dragash and Matz Architects, Inc. - $495.16, Invoice No. 17, dated March/~l, 1974. Seconded by Commissioner Stenstrom and carried. The City Attorney next reported on the progress of condemnation of 516 West First Street, and on motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried, same was tabled until Workshop Session on April 1, 1974. On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried, minutes of January 28, 1974, were approved. After consideration, Commissioner McClanahan moved to authorize the Mayor and City Clerk to execute a contract with Odom Tank Company, Inc., Marianna, Florida, in the amount of $625.00 for maintenance of the water storage tank located at French Avenue and 13th Street. After consideration, Commissioner McClanahan moved to authorize the purchase of an IBM typewriter in amount of $625.00 to be provided in the budget year of 1974/75. Seconded by Commissioner Meyer and carried. After consideration, Commissioner Meyer moved to authorize a public hearing to be held on April 8, 1974, and to aUthorize the City Clerk to advertise same, to consider correct- ing a dedication error in the plat of Sanora SubdiviSion for a public park located between Sanora Boulevard and Mathew Drive and Seaboard Coastline Railroad right-of-way. M. .19 74 V The City Attorney reported that he had relayed the City Commissioners concern about any increase in County Court fees on municipal docket cases. This meeting was attended by Circuit Judges, County Judges and the Clerk of the County Court, and no decision was made at said meeting.
