The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of SanfOrd, Florida, at 7:D0 P. M. on April 8, 1974.

The meeting was called to order by the Chairman.
The first item of business was a discussion with'the Chief Building Inspector and
several members of the Central Examining Board regarding the use of aluminum wire for residen-
tial construction. Bill Horn recommended to deny the use of aluminum wire smaller than No. 6.
The Chief Building InspectOr requested that action be tabled until Seminole County and other
groups take more positive action on same. After consideration, Commissioner McClanahan moved
to table same. Seconded by Commissioner Morris and carried.
The next order of business was a public hearing to consider the annexation of property
in accordance with notice published in the Sanford Herald on March 7, 14, 21, 28 and April 4,
1974, and copies mailed and posted in accordance with 1973 HB 1914, said notice as follows:

Notice is hereby given that a Public Hearing will be held at the Com-
mission Room in the City Hall in:khe City of Sanford, Florida, at 7:00
o'clock P. M. on April 8, 1974, to consider the annexation of property
described as folloWS:
From the Northeast corner:of Section 11, Township 20
South, Rangei30 East, run Southerly 949.70 feet to a
point on the Southeasterly right of way line of State
Highway No. 15 (formerly State Highway 3), thence run
S 25° 30' W along said right of way line 1065.05 feet
to the point of beginning; thence run S 64° 30' E 200.00
feet to the East boundary of the herein described par-
cel of land, thence S 25° 30" W a~ong said Easterly
boundary 125.00 feet, thence N 64 30" W to the South-

After consideration, Commissioner Stenstrom moved to authorize the City Attorney to
prepare an ordinance to annex said property described in the foregoing notice of public hearing.
Seconded by Commissioner McClanahan and carried.

districts and boundaries of the Zoning Ordinance in accordance with notice published in the
Sanford Herald on March 28, 1974, as follows:

Attorney Mack N. Cleveland, Jr., appeared to state that negotiations could not be
resolved between the owner and lessee and that the addition to the Winn-Dixie Store on East
First Street would not be constructed, therefore, he would withdraw~;.the request to close the
street. Mr. Cleveland further stated that he felt the owner would still comply with the
Commission's request to close the northerly entrance/exit on Sanford Avenue.
Commissioner McClanahan moved to remove from table Ordinance No. 1211. Seconded
by Commissioner Morris and carried.

on its second and final reading. After being read by title, Commissioner Morris moved on its
passage and adoption. Seconded by Commissioner Stenstrom. Motion failed to carry over the
dismmnting votes of Mayor Moore, Commissioner Morris, Commissioner McClanaham, and Commissioner
Stenstrom. The Chairman announced that Ordinance No. 1211 was not adopted.
The next order of business was a public hearing to consider amending the Sanford
City Code in accordance with notice published in the Sanford Herald on March 28, 1974, as
follows:

to the Sanford City Code of the City of Sanford, Florida, as follows:

The Sanford City Code Chapter 6, B~ildings, Article III, Central
Contractors Examining Board, Section 6-32, Membership; Terms, shall
be amended to read as follows:
Sec. 6-32.
The board created by this article shall consist of three (3)
.licensed Master Plumbers; three (3) licensed Master
Electricians; three (3) licensed Building Contractors
Class A, B or E; two (2) licensed Air Conditioning Contractors;
one~{1) licensed Mechanical Contractor; and one (1)
licensed Swimming Pool Contractor. Appointments to said
Board shall be made by the City Commission and each
appointment shall be ~or a period of two (2) years.

The Sanford City Code Chapter 8, Electricity, Article I, In
General, Section 8-3, National Electrical Code Adopted, shall be
amended to read as follows:
Section 8-3.
The National Electrical Code of 1971 as prepared by the
National Fire Protection Association, as amended by Central
Florida Advisory Code Committee Notice D, is hereby
adopted as the electric code of the city, one (1) copy
of said code and one copy of said amendment are on file
in the office of the city clerk as a matter of
permanent record of the city and the matters and
contents therein are made a part of this chapter
by reference as fully and completely as if set forth
herein, and such copies shall remain on file in said
office available for public inspection.

J. Brailey Odham, developer of Sanora Subdivision, appear,ed to support the request
and stated that through an error of the surveyor, the area was platted as a dedicated park;
however, the area is a private park deeded to the homeowners of the Sanora Subdivision and
the swimming pool, club house, and basketball courts are owned and maintained by private sources
After consideration, Commissioner Morris moved to authorize the City Attorney to
prepare a disclaimer from the City for any interest in the park area as described in the fore-

Request next submitted from Christian Benevolent Foundation for a refund of $1,000
deposit for construction of the South Sanford Force Main in recognition that the full con-
struction cost of $4,980.00 had also been paid, and same was referred to the City Attorney.
Fadel Elbadramany, President, Sanford Transit Company, Inc., appeared to support
a request to install meterS in new taxicabs when they are received and to put into effect
rates as follows:
60¢ for first 1/6 miles and/or first 1 minute Waiting time;
10¢ each additional 1/6 mile or additional 1 minute waiting
time; and $1.00 per parceI delivered in the City of Sanford.
After discussion, and on motion of Commissioner Morris, seconded by!i"Commissioner Stenstrom and
carried, the City Attorney was authorized to prepare the proper Ordinance to amend Ordinance
No. 882 to include the new proposed meters and rates.

Commissioner McClanahan moved to appoint David N. Berrien and Kirby Moncrief to serve on the

S. Brumley, Contractor, in the amount of $39,500.00.

After consideration and on motion of Commissioner McClanahan, seconded by Commis-
sioner Morris and carried, the Commission declined to consider the request submitted by Mr.
Bargstedt to annex property located north of SR 427 and west ofiDreyfus tract described as
follows:
That part of the SE~ of NW~, Section 13, Township 20S, Range 30E, which lies
west and north of the old Sanford-Orlando Brick Road in Seminole County,

After discussion, Commissioner Morris moved to accept the bid dated February 21, 1974
in amount of $28,727.50 for radio communications equipment to be installed in the Law Enforce-
ment Center. Seconded by Commissioner McClanahan and carried.

After consideration, Commissioner Morris .moved to authorize emergency expenditures
for the Sanford Law Enforcement Center, as follows:
a. Photography equipment in the estimated amount of $1,500.00.
b. New radio tower and antenna, installed', at estimated cost of $3,000.00.
c. Parking lot pavement and floodlights in estimated amount of $13,000.00.
d. Installation of gasoline storage and pumping equipment at an estimated cost
of $893.00. :
e. And further, to authorize advertising for bids for furnishing a generator at
an estimated cost of $10,000.00.
Seconded by Commissioner McClanahan and carried.
The City Commission next authorized the City Manager to proceed with items that
could be undertaken at this time without additional cost and as set forth in the SANFORD
TRAFFIC STUDY report, as pertaining to site obstructions and stop signs and further investi-
gate the recommendation of no parking on West 13th Street.
After consideration, Commissioner Morris moved to authorize a transfer of $40.00
from Account No. 1509, Miscellaneous, to Account No. 1506, Printing and Office Expense, in
the Civil Service budget. Seconded by Commissioner Stenstrom and carried.
After consideration and on recommendation of the City Manager, Commissioner Sten-
strom moved to authorize salary reclassifications, as follows:
a. Dennis Garcia - sewer crew leader, from Grade C - $6,323.00 to Grade D -
$6,656.00 annual.
b. Edward Coley - refuse laborer, from Grade D - $6,117.00 to Grade E - $6,489.00
annuai.
c. Curtis Nelson - licensing official, administrative schedule, from $7,500.00
annual to $7,875.00 annual.
Seconded by Commissioner McClanahan and carried. -~
After discussion, Commissioner Stenstrom moved to authorize regular meetings to be
held on the first and third Mondays of each month at 4:00 P. M. Seconded by Commissioner
Morris and carried over the dissenting vote of Commissioner McClanahan.
After discussion, the City Manager was authorized to determine the number of employee~
under the State Retirement Plan interested in purchasing their past service liability on the
basis that the emPlPyee pays one half and the City pays one half.
After consideration, the Commission declined the request from Linvel Risner, for-
mer employee with the city for the city to participate in payment o·f the cost for past ser-
vice liability under the State Retirement System.
On motion of Commissioner McClanahan, seconded by Commissioner Stenstrom and car-
ried, current vouchers and payrolls were next approved as evidenced by::

After review, Commissioner Morris moved to authorize the Mayor to execute a pre-
>liminary plat and land plan for Reservoir Lake Village Mobile Home Community of Hidden Lake,
Planned Unit Development. Seconded by Commissioner Stenstrom and carried with Commissioner
McClanahan abstaining from vote.
Consideration next given to complaints received from three parties who have signed
agreements to purchase three of four houses constructed by Shubert Construction Co. on Grand-
view Avenue between 24th Place and 25th Street. Complaints set forth that the developer has
failed to open and improve Grandview Avenue; and therefore, Federal Housing Administration
has refused to close the sales, and parties have been notified to vacate the premises.
The Commission requested that the City Attorney advise if the city should open and
stabilize the street, could the cost be placed as. a lien on the fourth home, 2446 Grandview
Avenue, owned bylthe developer.
There being no further business, the meeting was adjourned.
