M. 19.74 The City Commission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida, at 4:00 b'clock P. M. on April 15, 1974. Present: Mayor-Commissioner Lee P. Moore Commissioner A. A. McClanahan Commissioner Gordon T. Meyer Commissioner John G. Morris Commissioner Julian L. Stenstrom City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tatum, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. The first item of business was a letter submitted from Claude E. Hittell, Chairman, Sanford Laymen for Christ Crusade, advising that permission had been obtained from Seminole County Board of Public Instruction to hold a Revival on May 24, ~5 and 26, 1974, in the San- ford Municipal Stadium.. Letter next submitted from Wally Dietrichs, requesting an extension of a non-con- forming use for a closed gas station at the northeast corner of 13th Street and Park Avenue. The Commission declined to take any action until Mr. Dietrichs presents definite plans to utilize said property as a service station. On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, budget transfers in the Finance Department were approved, as follows: To: No. 1402 Gas & Oil $124.00 No. 1405 Office Supplies 449.00 No. 1406.1 Update Code 130.00 No. 1407 Travel 350.00 No. 1408 Telephone 150.00 No. 1414 Legal Advertising 1,000.00 No. 1457 Schools & Training 110.00 From: No. 1497 Data Processing $2,313.00 Memorandum next submitted from Clark, Dietz & Associates, Inc. reporting progress of Aerial Cartographics of America, Inc. to obtain aerial negatives for proposed street paving program from U. S. Revenue Sharing Trust Fund. Commissioner Meyer next introduced Resolution No. 1150, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Stenstrom and carried. Said Resolution No. 1150 being in words and figures, as follows: RESOLUTION REQUESTING THE BOARD OF COUNTY COMMISSIONERS OF SEMINOLE COUNTY, FLORIDA TO RECONSTRUCT THE INTERSECTION OF CELERY AVENUE-13TH STREET AND SANFORD AVENUE WITHIN THE CITY OF SANFORD, FLORIDA. WHEREAS, a traffic study was recently made for the City of Sanford, Florida, which said traffic study included a study of all intersections within the City, and WHEREAS, among other recommendations it was recommended that the intersection of Celery Avenue-13th Street and Sanford Avenue be MINUTES City Commission~ sanford, Florida April 15 at 4:00 P. M._1974 involve the County road system.~ NOW, THEREFORE, BE IT RESOLVED THAT the City Commission of the City of Sanford, Florida hereby officially requests that the Board of County Commissioners of Seminole County, Florida consider the reconstruction of the intersection of Celery Avenue-13th Street and Sanford Avenue in accordance with the recommendations made to the City of Sanford in the recent traffic study in accordance with the Exhibits attached hereto and made a~part hereof. Stenstrom s/ Gordon Meyer As the City Commission of the City of Sanford, Florida On motion of Commissioner Morris, seconded by Commissioner Meyer and carried, Ordi- nance No. 1221, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 27-7 OF THE SANFORD CITY CODE PERTAINING TO SCHEDULE OF MAXIMUM FARES FOR THE OPERATION OF TAXICABS~WITHIN THE CITY, SAID ORDINANCE PROVIDING FOR A RATE SCHEDULE FOR METERED TAXICABS. was introduced and placed on its first reading and read by!title. Consideration next given to copies of letters from Linda Flitcroft, 2448 Grandview Avenue, and Mr. and Mrs. Daniel A. Wallace, 2442 Grandview Avenue, concerning the requirement of FHA 235 financing for the developer to pave Grandview Avenue in front of!homes they have contracted to purchase. The City Manager was authorized to determine if FHA would proceed with 235 financing if the street is paved in front of these homes built by Shubert Construction Co. on Grandview Avenue between 24th Street and 25th Street. The City Manager reported that the attorney for the owner of property used as a park at First Street and Oak Avenue was considering converting same as a private parking lot. After discussion, Commissioner Morris moved to authorize the City Manager to ascertain the approximate date that the property will be used for parking, and if in fact it is going to be used for parking, advise owners that the City will no longer maintain the park. Seconded by Commissioner Stenstrom and carried. The City Attorney reported that the agreement covering the use and maintenance of a park at the southwest corner of First Street~and Sanford Avenue provides that the City would acquire no rights in property. Bill Braceland, Building Official, reported that no improvements had been made to the condemned structure at 516 West First Street since the reinspection made with the owner, MINUTES City Commission,,Sanford, Florida.: ~' April 15 at 4:00 P. M. 19.74 May 6, 1974 for the Law Enforcement Center, therefore, to authorize an emergency purchase of items as follows: (1) specialized radio center equipment in amount of $28,727.50 to complement pre- sent equipment (2) antenna in amount of $1,200.00 and radio base in amount of $1,622.00 for Civil Defense (3) 3,575 square yards of paving for parking lot, at ~1.10 per square yard. Seconded by Commissioner McClanahan and carried. The Commission next authorized the City Manager to determine the costs to stabalize and pave a parking lot on portion of vacated railroad right-of-way south of 13th Street, owned by the city. The City Commission next authorized the city to install 400 feet of 6 inch and 150 feet of 2 inch water line, in Idyllwilde Subdivision, with the developer to reimburse the city on a basis of costs plus 30%. The City Commission next authorized the Police Department to accept personal checks for payment of bonds by those parties apprehended by City police officers and without personal responsibility of the Police ~Chief for any sums lost from bad checks. There being no further business, the meeting was adjourned. MAYOR
