The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 22, 1974.

The meeting was called to order by the Chairman.
The first order o~f business waste public hearing, toconsider condemnation of 19
structures or buildings on ReportNos. 74-549 through 74-567, Group~29, in accordance with
notices authorized at the meeting of April 8,1974.
The Chairman announced that the Commission would hear from any.property owner or
representative thereof. A review of each individual report was as ~follows: .

Leon White stated he,planned to repair structure on Report No. 74-562.
Alma Bacon stated she would consultwith the Minimum Housing Code Inspector regard-
ing repair work required on Report No. 74-563'
Bruce Bauder, Vestryman, Holy Cross Episcopal Church, stated funds were not availa-
ble to repair structure on Report No. 74-565.
After consideration, Commissioner Meyer moved that finding the buildings under
Report Nos. 74-549 through 74-563 to be unsanitary, unsafe, and delapidated, that said struc-
tures be condemned and the owners given a noticeof ninety days in which to repair or demolish
or to give'just cause why same has not been repaired or demolished; and after 90 days to autho-
rize the City to demolish.the structures and~'levy,a lien against the property for said removal.
Seconded by Commissioner Morris and carried.
After consideration, Commissioner McClanahan moved that finding the buildings under
Report Nos. 74-564 through 74-567 to be unsanitary, unsafe, and delapidated, that said struc-

The next order of business was a public hearing to consider amendments in certain
districts and boundaries of the Zoning Ordinance as recommended by the Zoning and Planning
Commission and in accordance with notice published in the Sanford Herald~nApril 22, 1974,
as follows:
NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on April 22, 1974 to consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as follows:
That property lying between Orlando Drive (17-92) and Hiawatha Ave-
nue is proposed to be rezoned from SR-1AA (Single-Family Residen-
tial) District to GC-2 (General Commercial) District. Said property
being more particularly described as follows:

After consideration, Commissioner McClanahan moved to authorize the City Attorney
to prepare the proper ordinance to rezone the property as advertised in the foregoing notice
of public hearing. Seconded by Commissioner Meyer and carried.
A public hearing was next held to consider amendments in certain districts and
boundaries of the Zoning Ordinance as recommended by the Zoning and Planning Commission and
in accordance with notice published in the Sanfo=d*Herald on April 12,.:1974, as follows:

After consideration,~ Commissioner Meyer moved to authorize the City Attorney to pre-
pare an ordinance to rezone the property as advertised in the foregoing notice of public hear-
ing. Seconded by Commissioner Stenstrom and carried, commissioner McClanahan arm'aUnCed that
he'abstained from vote because of being a member of the board, of directors of the Sanford
Christian School, owners of property within the area considered.
A public hearing was next held to conSider amendments to the Zoning Ordinance as
recommended by the Zoning and Planning Commission and in accordance with notice published in
the Sanford HerRld on April 5, 1974, as follows:

7:00 o'clock P. M. on April 22, 1974, to, consider changes and amendments
to the Zoning Ordinance of the City of Sanford, Florida, as follows:
Articel VII, General Regulation Provisions, section 7 shall be
amended to read as follows::
7. BUFFER AREAS. Whenever.a commercial use abuts a residen-
tially zoned area or a multiple family use abuts another
type of residentially zoned area, the commercial use or
multiple family use shall provide and maintain an appro-
priate sight proof fence of a minimum~height of at least
5 feet and a maximum height of not more than 6 feet, for
noise, and objectionable uses..and conditions, as approved
by the Planning and Zoning Commission.
Article VII, General Regulations Provisions, Section 10, Utility
Pole6~ Fences and Walls used as Fences, shall be amended to read
as follows:
3. On commercially and industrially zoned property, fences
and walls used as fences may be erected or maintained as
a Conditional.use when apProved by the Planning~and Zon-
ing Commission.

Notice is hereby given that a Public Hearing will be held at the

ordinance by the City of Sanford, Florida, title of which is as follows:

Drive, requesting that due to the~dust, that the city barricade that dirt street one block
long at the north end of-the~Lake-Jennie Highlands subdivision. -Commissioner McClanahan moved
to deny the request. Seconded by Commissioner Morris and carried, over the dissenting vote
of Commissioner Stenstrom.
The City Commission authorized the..City Attorney to request a deed from County
of Seminole to Lots 4 and 5, less 100 feet on the north~of Lot 5, Block F, South Pinecrest,
same being a park in the city and maintained by the 'city.
After discussion, and on recommendation of the City Manager, Commissioner Sten-
strom moved to authorize:.the purchase-of a Dwyer kitchen unit at a cost of $771.00 for the
