The meeting was called to order by the Chairman.
The first item of business was the further consideration of stabalizing and improv-
ing Grandview Avenue between 24th Street and 25th Street in front of houses constructed by
Shubert Construction Company. Mr. Shubert stated he would agree to let the contract immedi-
ately to open and stabilize that portion to 24th Street and provide a turn'around if that would
satisfy the city. After discussion, the Commission approved the agreement to meet city speci-
fications and to include the said street in the'street paving program.
After discussion, Commissioner Meyer moved to declare Lots 16 through 30, Block 4,
Palm Terrace as surplus no longer useful for city purposes. Seconded by Commissioner McClana-
han and carried, Commissioner McClanahan mmved to authorize two appraisals for said property
at a total fee not to exceed $100.00 and to authorize the City Clerk to advertise that pro-
posals to purchase same would be received at regular meeting of June 10, 1974. Seconded by
Commissioner Morris and carried.
Request next submitted from Lin Risner, former Building Official, to participate
with the city in funding past service liability to the State Retirement System. On motion
of Commissioner Morris, seconded by Commissioner McClanahan and carried, the request was tabled
and referred to the City Attorney for an opinion on the legality of same.
Commissioner Stenstrom moved to authorize a public hearing to be held on June 10,
1974 to consider closing, vacating and abandoning that portion of Park Avenue abutting the
Park N' Shop and the City Clerk was authorized to advertise same. Seconded by Commissioner
Meyer and carried.
Statement next submitted from Clark, Dietz &.Associates in amount of $1,690.15 for
services through January 25, 1974 on the Interim Water Quality Management Study and on recom-
mendation of the City Mamager, Commissioner Meyer moved to authorize payment of same. Secon-
ded by Commissioner Morris and carried.
The Building Official next submitted a recommendation to adopt the 1974 Revision
to the 1973 Edition of the Southern Standard Building Code and the 1974 Revision to the 1971
Edition of the Southern Standard Plumbing Code and after discussion, Commissioner McClanahan
moved to authorize the City Attorney to prepare Ordinances for same. Seconded by Commissioner
Stenstrom and carried.
The City Attorney reported that he presented a request to county officials for the
county to convey to the city a park in South Pinecrest and that said action would be recommende~
to the County Commission at their next regular meeting.

of $2,464.00 for 300 feet of screening to provide a probable 60 to 70 per cent protection.
After discussion, Commissioner Morris moved to authorize the installation of the protective
screening as submitted by the Recreation Director. Seconded by Commissioner McClanahan.
Commissioner McClanahan moved to amend the aforesaid motion to ascertain if games that are
currently being played can be played with batters cag~ type of protective screening; also,
approach the County School Board about use of Memorial Stadium; and make a cost study for
a baseball field on Celery Avenue and at the Airport.

The City Manager repOrted that the owner of the two mobile home units formerly used
by the Sheriffs Department and located on Parking Lot No. 1 have been offered to the city
for a total price of $3,750.00, including the Air Conditioning units. Commissioner Meyer
moved to authorize an offer of $3,000.00 for the units as is, and the city will move them.
Seconded by Commissioner McClanahan and carried over the dissenting vote of Commissioner
Morris.
The City Manager reported 'that the modifications for office use of a building at
2603 Park Drive has been completed and was being utilized without provisions for parking and
the City Attorney was instructed to report the proper action to be taken.
The City Manager reported that the owner of a trailer unlawfully parked on property
on Knudson Drive had not complied with the Commissions notice of February 4, 1974 for 60 days
to remove said trailer. On motion of Commissioner McClanahan, seconded by Commissioner Morris
and carried, the City Attorney was authorized to proceed with legal action necessary to re-
move the trailer to comply with city regulations.
Consideration next given to the utilization of the new sheriffs offices without
providing additional parking and Commissioner Stenstrom moved to table action until the City
Commission and County Co~m~ission can meet on the problem.

Commissioner Meyer moved to authorize the City Manager to negotiate a price up to
$3,750.00 for the two mobile home units considered earlier in this meeting. Seconded by
Commissioner McClanahan and carried over the dissenting vote of Commissioner Morris.
Commissioner Stenstrom moved to replace the traffic light at 1st Street and Oak
Avenue with a blinking cautiQn light and to retime existing traffic signals on ist Street
as recommended in the traffic study. Seconded by Commissioner McClanahan and carried.
Commissioner Stenstrom moved to hold the regular scheduled meeting of the 4th Mon-
day on Tuesday, May 28, due to the Memorial Day holiday.

Lieutenant Poovey, Fire Department, was reclassified from Grade C - $8,923 ~o Grade D - $9,380

The City Attorney reported in order to form an Airport Zoning Board, consisting of
two city representatives, two county representatives, and a fifth representative to control
airport zoning and to provide for a Board of Appeals, it would be ~ecessary to adopt a reso-
lution in accordance with Chapter 333 of the Florida Statutes.
On motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried,
the City Attorney was authorized to prepare a resolution to provide for same.
After discussion the Commission removed from consideration for sale that property
at the southeast corner of the intersection of Myrtle Avenue and Seminole Boulevard.

further designated all public hearings to be held at the second and fourth Monday meetings.
Request next submitted from Seminole County to use city parking lot for temporary
office building; and after consideration, same was denied.
On motion of Commissioner Meyer, seconded by Commissioner'McClanahan and carried,
payment of statements submitted from the City Attorney was authorized as follows:
Re: Eddie L.- Smith - Workmen's Compensation case $1,200.00
Herschel Gilbert case · $3,349.98
On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried,
two parking spaces on the east side of Sanford Avenue at the entrance to the parking lot at
the corner of Sanford Avenue and First Street were authorized'to be removed.
Request by the Chamber of Commerce for fireworks permit next considered. On motion
of Commissioner Stenstrom, seconded by Coum~issioner Meyer and carried, the Chamber of Com-
merce was authorized to hold a fireworks display on July 4, 1974 at Fort Mellon Park.
EStimate No. 11 in amount of $35,460.00 next submitted by Williams Construction
Company for work on the Sanford Law Enforcement Center and on motion of Commissioner Meyer,
seconded by Commissioner Morris and carried, payment of same was authorized.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the
City Attorney was authorized to prepare resolutions to the Department of Transportation re-
questing fire signals as follows:
1. Lake MarY.Boulevard and 17-92
2. 13th Street and French Avenue (17-92)
Commissioner Morris moved to authorize the city to become a member of CALNO at no
cost to the city. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris reported that he had been appointed to a committee of three
members for county planning and requested authority for City Planner Dave Farr t° accompany
him to said meeting and same was approved.
There being no further business, the meeting was adjourned.
