M. 1974 The City Commission ~of the City of Sanford, Florida, met in the City Commission Room at the City Hall of the City of Sanford, Florida, at 4:00 o'clock P. M. on May 20, 1974. Present: Acting Mayor Gordon T. Meyer Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: .Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Police Chief Ben E. Butler The meeting was called to order by the Chairman. John Carlton appeared to reqUest an extension of the grandfather non-conforming use for 2401 French Avenue for the "1890 Waffle and Ham"restaurant. Commissioner McClanahan moved to permit the non-conforming use as a restaurant with operating hours from 6:00 A. M. to 2:00 A. M. and with no sale of alcoholic beverages. Seconded by Commissioner Stenstrom and carried. Commissioner McClanahan moved to authorize payment from Revenue Sharing Trust Fund of statement submitted by Clark, Dietz and Associates in amount of $7,276.37 for work on the Street Paving Project, as recommended by the City Manager. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Stenstr°m, seconded by Commissioner McClanahan and carried, Donald R. Jones was reappointed to the Civil Service Board for a two year term. In accOrdance with requirements of Section 6-33 of the City Code, Commissioner Stenstrom moved to adopt the rules and regulations of the Central Contractors Examining Board for the conduct of their'meetings and examinations. Seconded~by COmmissioner McClanahan and carried. Recommendation submitted from Zoning and Planning Commission to rezone Lots 37, 38 and 39, SecondAddition to Parkview from SR-1AA (Single Family Residential) District to GC-2 (General Commercial) District. Commissioner Stenstrom moved to authorize a public hearing to be held on June 10, 1974 to consider same, and to authorize the City Clerk to advertise same. Seconded by Commissioner McClanahan and carried. Commissioner McClanahan moved to authorize a time extension of 90 days to Hillma Rice, Heirs on Condemnation No. 74-542, 115 West Fulton Street. Stenstrom and carried. Seconded by Commissioner Request submitted from F. J..D'Amica, agent for MOD Properties, L~id., to close, vacate and abandon a road right of way as follows: Beg 170.93 ft S rof E~ Section Post of Section 11, Township 20S, Range~30E; thence run S 2° 42' 51" W along the E line of said Section 11, for 76.34 ft to a pt; N 63° 46' 14" W at right angles to the Ely r/w line of US Highway #17 and #92 for 882.63 ft to a pt on said Ely r/w line; N 26° 13' 44" E along said Ely r/w line for 70.00 ft to a pt; S 63° 46' 14" E at right angles to said Ely r/w line for 852.17 ft to POB. Commissioner Stenstrom moved to authorize a public hearing to he.held on June 10, 1974 to con- sider same and to authorize the City Clerk to advertise same. Seconded by Commissioner McClanahan and carried. Phil Logan, Attorney for developer Rober McKee, stated that each lot would be owned by the individual, but the recreation areas would be under condominium ownership. He stated that Mr. McKee has agreed to plat the 5 acre tract as one lot and refer to the individual condominium sites in a separate instrument for recording. The Commission indicated that they would be receptive to a recommendation from Zoning and Planning to do this. The City Manager reported that Seminole Junior College sponsors a state-wide Federa- tion of Senior CitiZens and they have requested to build a Senior Citizen Center on city property; and further, a state grant can be obtained if the building is added to an existing building, and recommended that the building be extended from the Civic Center Youth Wing or from the Shuffleboard Court building. The Commission indicated they would be receptive to this type of proposal. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, the administrative policy operatingmanual was adopted. There being no further business, the meeting was adjourned.
