' May 28 at 7:00 P.M. 1974 The City Commission of the City of Sanford, Florida, met in regular session in the City Hall of the City of Sanford, Florida on May 28, 1974 at 7:00 o'clock P. M. Present: Mayor-CommiSsioner Lee P. Moore Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner A, A. McClanahan Commissioner Gordon Ti Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. The Chairman announced that the Commission would receive proposals in accordance with Invitation for Proposal published in the Sanford Herald on May 10, 1974 as follows: INVITATION FOR PROPOSAL The City of Sanford will accept firm proposals for the sale of city property located.between 25th Place and 26th Street and between Poinsetta Avenue and Grandview Avenue described as follows: Lots 16 throUgh 30, Block 4, Palm Terrace, as recorded in Plat Book 4, Page 82, Seminole County Records. The proposal shouldbe ina sealed envelope and clearly marked as such on the outside. It should be submitted to the City Commission of the City of SanfOrd~no later than 7:00 o'clock P. Mi on Monday, May 28, 1974. Proposal shall include the following: The net price~of the land to be paid to. the City of Sanford. bids will be accepted on a portion of the land. No All fees shall be paid by the buyer - none by the City of Sanford. Include a certified check for ten (10) per cent of the land as a binder. This proposal is open to anyone. On motion of Commissioner McClanahan, seconded by Commissioner Meyer~and carried, a public hearing was authorized to be held on June 24, 1974 and the City Clerk was authorized to advertise same, to consider closing, vacating and abandoning a portion of street and alley as follows: (1) The easterly 20 feet of Glenway Drive lying between Clinton Street and Lincoln Street. Ordinance No. 1233, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 2-2 OF THE CITY CODE OF THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT. AMENDING THE PROVISION AS TO REGULAR SESSIONS OF THE CITY COMMISSION TO REQUIRE THATTHE CITY COMMISSION MEET IN REGULAR sEsSIONS AT LEAST TWICE A MONTH AT SUCH TIMES AND PLACES AS THE COMMISSION MAY PRESCRIBE BY RULE. was introduced and placed on its first reading and read in full. On motion of Commissioner Stenstr'om, seconded by commissioner Morris and carried, minutes of May 13, 1974 and May 20, 1974 were apprOVed. CommiSsioner Stenstrom moved to lease the Civic Center for religous services at the regular commercial rate;i! h0Wever~ this use was~n°t to be on a regular basis. Seconded by Commissioner McClanahan and carried. Florida Power and Light Co. neXt requested directions as to whether to put in escrow the funds for paving Myrtle Avenue in front of their building or to proceed with the paving. Commissioner McClanahan moved to direct Florida..Power and Light~ Co. to proceed with said paving for the entire width of the street abutting their property. Seconded ~by Commissioner Morris and carried. Sara Harrison, librarian, presented a donation to the Sanford Library in amount of $912.00 from the Atlantic Bank Corporation. Commissioner Meyer moved to accept the contri- bution and to authorize the budget be increased for Purchase of books in said amount. Seconded by Commissioner Stenstrom and carried. The Recreation DirectOr was authorized tO include for Consideration in the 74-75 Budget the costs for installation of new restrooms at the softball field in Ft. Mellon Pa~. William Colbert, Attorney :and' George McCammon, developer of San Situs and David Gibbs, subcontractor to clear aWd demuck a 7 acre water retention area, appeared to explain the work in progress on their land site. Commissioner McClanahan moved to direct David Gibbs, D L & M Land Clearing, to cease and desist operations immediatelY; prepare and present engineering plans for construction of the retention area and drainage, and to reflect future safeguards and provisions of main- tenance for the lake; and obtain permission for a borrow pit operation. Seconded by Commis- sioner Morris. Commissioner Morris moved to amend the foregoing motion to allow Mr. Gibbs 10 days in which to comply with said requirements. Seconded by Commissioner Stenstrom and carried over the dissenting votes of Commissioner MCClanahan and CommiSsioner Meyer. The Mayor then called for a vOte on the original motion as amended and same was carried over the dissenting vote of cOmmissioner McClanahan. On recommendation of the City Manager, Commissioner Stenstrom moved to authorize payment of invoices from R. E. Wilkerson and Co. in amount of $14,500.07 for furnishings for the Law Enforcement Center. Seconded by Commissioner Morris and carried. [ii MINUTES City Commission,. M. _1974 salary reclassifications recommended by the City Manager were authorized as follows: (1) Eddie Blake, laborer, refuse division, Grade Cto D, $6,177.60 - effective 6/13/2~ (2) Johnny Miller,· laborer,~ refuse division, Grade C to D, $6,177.60 - effective 6/13/74'~, (3) Orlan Coquillette, packer driver, refuse division, Grade D to E, $6,656.q?- ~effective 6/20/74. (4) Richard Cohen, fire department, Fireman C to D - $8,112.00 - effective 6/1/74. Commissioner Meyer introduced· Resolution No. 1154., and after being read in full, moved on its passage and adoption. Seconded by Commissioner Morris and carried. Said Resolution No. 1154 being in words and figures, as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, CALLING 'FOR" THE pREPARATIoN OF A :sINGLE COUNTYWIDE COMp. REHENSIVE DEVELOPMENT PLAN, CONFLICTS~AND EFFECTIVE~DATEi WHEREAS, effective comprehensive planning in a rapidly growing area such as Seminole Countyis both very essential and very costly; and WHEREAS, a single coordinated Plan would be more effective, as well as !ess costly, than eight (8) separately prepared plans; and WHEREAS, cooperation in preparation of the various parts would insure more concerned participation in the preparation of the whole plan; and WHEREAS, a single plan prepared by informed, concerned local individuals would be better coordinated in its various elements, one to the other, than eight (8) separate plans, each~ · prePared· ~ . ~ by a group uninformed~, and un- involved in the activities of the other groups; NOW THEREFORE, BE IT RESOLVEDBY THE CITY COMMISSION OF THE CITY OF SANFORD ,' FLORIDA, AS :FOLLOWS: . ~ 1. That the County of Seminole and the municipalities will cooperate and coordinate to prepare a single Countywide comprehensive plan to cover all areas both within and without the incorporated~municipalities. 2. That all Resolutions or parts of Resolutions in conflict herewith are hereby repealed. 4. This Resolution shall take effect immediately upon its final enactment. Jr. CITY CLERK Commissioner Meyer moved to authorize to accept from the Knights of Columbus into paving escrow account funds to pave the total width of Myrtle Avenue in front of their new building South of 25th Street. Seconded by Commissioner McClanahan and carried. The Mayor reported that after a meeting with the merchants on West 13th Street, no parking on West 13th Street was not acceptable; however, they do want the city to proceed with construction of an off-street parking lot on the vacated railroad right-of-way. Commissioner Meyer moved t° consider in the 1974-75 Capital Budget, plans for said lot and further not to restrict parking on West 13th Street. han and carried.
