Moore Commissioner A. A. McClanahan Commissioner Gordon T. Meyer Corfm~issioner John G. Morris Commissioner Julian L. Stenstrom City Attorney C. Vernon Mize, Jr. City Manager W. E. Knowles City clerR~H. Nj Tamm~ Jr. Absent: Police Chief Ben E. Butler'~ The meeting was called to order by the Chairman. City of Sanford, Florida, on June 3, Bill George appeared to report that all the base work had been completed 6 or 8 weeks ago for paving the parking lOt at the Sanford Auction, 1200 French Avenue and the G. & L. Paving Company would top off and finish the paving on June 11, 1974. On recommendation of the'Planning and Zoning Commission, Commissioner Morris moved to authorize the Mayor and City Clerk to execute a plat of The Oaks. Seconded by Commissioner Meyer and carried. . ............ ........ Commissioner Meyer moved to authorize the Sanford-Seminole Jaycees to h'old a Flea Market sale at the Jaycee ParR'On June 8th and 9th, 1974, and to erect a temporary sign for the event at that location. Seconded by Commissioner MorriS and carried. On motion of Commissioner-Morris, seconded by Commissioner Stenstrom and carried, payment of statements was authorized, as follows: ~ a. Southern Paving Co., Inc., invoice dated May 16, 1974 in the amount of $3,949,00 -.asphalt for Sanford Law Enforcement Center. Approved by the City Manager. b. Clark, Dietz and'AssOciates, Inc.,.in amount of $2,303.99 for services on the Interim Water Quality Management Plan. Approved by the City Manager. c. Block and Associates, in amount of $4,273.92 for examinations given May 11, 1974. Approved by the Building Official and the City Manager. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, minutes of May 28, 1974 were apprOved. On recommendation of the City Manager, Commissioner McClanahan moved to hold in abey- ance the condemnation proceedings on Report No. 74-554 at 2416~ Palmetto Avenue, until the pre- mises can be vacated. Seconded by Commissioner Morris and carried. Offer next submitted to sell to the city the Park Ridge water system at a cost of $21,387.00. Commissioner Morris moved to table further consideration of the offer. Seconded by Commissioner Stenstrom and carried. June 3at 4:00 Po M. 19. 74 ,559 Commissioner Meyer moved to authorize Items 1 and 3, and to authorize to close Magnolia Avenue between First Street and Second Street on July 3, 1974 from 6:30 P. M. to 10:00 P. M. to hold a square dance. Seconded by Commissioner Morris and carried. Commissioner Meyer moved to approve installation of a street light at the corner of Magnolia Avenue and 20th Street as recommended by the City Manager. Seconded by Commissioner Stenstrom and carried. On motion of Commissioner Morris, seconded by Commissioner Stenstrom and carried, salary reclassifications were approved as follows: a. Harold R. Garmon, Maintenance Division, from Grade C to Grade D, $6656. annually. b. Danny Martin, Maintenance Division, from Grade E to Grade F, $7,342.40. annually, effective June 12, 1974. Commissioner Morris moved to table discussion of the San Situs project on 17-92 in Druid Park until the meeting of June 10, 1974. Seconded by Commissioner McClanahan ~and carried. Seminole County Commissioner John Kimbrough was present to discuss parking problems and stated that a copy of the Sanford Traffic Study, prepared by Campbell, Fox-worth and Pugh, Inc. had been given to the Planning Department for study, and the county commission could take no action until this department responded. Mrs. Hester Dukes appeared to request some action be taken to improve the drainage of her property of 14th Street and Shepherd Avenue. The City Manager advised that the ditches· had been opened and cleaned; however, that this low muck area was lower than the outfall of the ditches, and that this area was in the overall capital drainage program defeated by the elec- torate two years ago. Commissioner Morris moved to withdraw the city's offer of $20,737.50 to purchase the Park Ridge water system. Seconded by Commissioner McC%anahan and carried. Commissioner McClanahan requested to be excused from meetings of June 17, 24 and July 1, 1974. On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried, same was approved. Commissioner McClanahan abstained from vote. Commissioner Stenstrom requested to be excused from meetings of July 1, 8, 15, 22 and 29, 1974. On motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried, Dame was approved. Commissioner Stenstrom abstained from vote. On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, Richard . Evans was reappointed to the Sanford Housing Authority Board of Commissioners, for a term commencing May 20, 1974. Resignation submitted by Ned Julian from the Board of Adjustment. Commissioner McClanahan moved to accept same with regrets, and to authorize a letter thanking Mr. Julian for his service to the city.
