The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall in the City of Sanford, Florida at 7:00 o'clock P. M. on June 24, 1974.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Sanford Herald
on June 6, 1974, as follows:
NOTICE OF PROCEEDING FOR VACATING AND
CLOSING A PORTION OF A STREET AND AN ALLEY
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
Florida, at 7:00 o'clock P. M. on June 24, 1974, in the City Commission
Room at the City Hall in the City of Sanford, Florida, will consider
and determine whether or not the City will close, vacate and abandon
any right of the City and the public in and to a portion of a street
and an alley as follows:
(1) The easterly 20 feet of Glenway Drive lying between Clinton
Street and Lincoln Street.
(2) That certain east-west alley lying between Cooke Avenue and
Glenway Drive and Clinton Street and Lincoln Street.
Persons interested may appear and be heard at the time and place
specified.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed street closing.
No one appeared in opposition.
Mrs. Ruth Stamm, petitioner, appeared to support the request.
On motion of Commissioner Meyer, seconded by Commissioner Stenstrom and carried,
the City Attorney was authorized:to prepare the proper ordinance to close, vacate and abandon
that portion of Glenway Drive as advertised in the foregoing notice of public hearing.
The Chairman announced that the Commission .would hear from those persons present
to speak in favor of, or against, the proposed alley closing.
No one appeared in opposition.
Mrs. Ruth Stamm, petitioner, appeared to support the request.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried,

NOTICE OF PUBLIC HEARING OF PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at
the Commission Room in the City Hall in the City of Sanford, Florida,
at 7:00 o'clock P. M. on June 24, 1974 to consider changes and amend-
ments to the Zoning Ordinance of the City of Sanford, Florida, as follows:
That property lying at the northeast corner of the inter-
section of Lake Mary Boulevard and Art Lane is proposed
to be rezoned~from SR-1AA, (Single-Family Residential)
District to MR-2, (Multiple-Family Residential Dwelling)
District. Said property being more particularly described
as follows:
Commencing 75 feet N, 801 feet E of SW corner Government
Lot 3, Section 10, Township 20 South, Range 30 East, run
N 417.42 feet, E 417.42 feet, S 417.42 feet, W 417.42
feet to Point of Beginning Sec. 10-20-30, Seminole County,
Florida.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or against, the proposed rezoning. " ;' ~
Planning and Zoning Commission submitted a recommendation not to rezone the property
to MR-2 (Multiple Family Residential Dwelling) District, and a recommendation to rezone it
to SR-1 (Single Family Residential Dwelling) District.
Commissioner Meyer moved to deny the request to rezone to MR-2 (Multiple Family
Residential Dwelling) District. Seconded by Commissioner Morris and carried.
Commissioner Meyer moved to authorize the City Attorney to prepare the proper
ordinance to rezone the property to SR-1 (Single Family Residential Dwelling) District as
recommended by the Planning and Zoning Commission. Seconded by Commissioner Stenstrom and
carried over the dissenting vote of Commissioner Morris.
Request submitted from W. R. Frizzell and Associates to extend from July 1 to
September 15, 1974 for the requirement to submit plans for approval and final zoning for
the development of the 14 acre lakefront tract, and on motion of Commissioner Morris, seconded
by 'Commissioner Meyer and carried, same was approved.
On recommendation of the City Manager, and on motion of Commissioner Morris, secondedl
by Commissioner Stenstrom and carried, requests for time extensions on condemnations were
approved as follows:

On* recommendation of the Planning and Zoning Commission, Commissioner Meyer moved
to authorize the City Attorney to prepare a resolution to adopt the Development Guidelines,
City of Sanford Engineering Department, ~and to authorize the Mayor to execute same. Seconded
by Commissioner Morris and carried.
On~motion~of Commissioner Stenstrom, seconded~by Commissioner Meyer. and carried,
minutes of June 17, 1974, were approved.
On recommendation of the City Manager, Commissioner Meyer moved to deny the request
by the County Lions ~Club to use the Civic Center for a boxing event. Seconded by Commis-
sioner Morris and carried over the dissenting vote of Commissioner Stenstrom.
Commissioner Meyer moved to authorize a 30 day extension from June 25, 1974 on
Condemnation Report No. 72-410, 516 West First Street, Seconded by Commissioner Morris and
carried.
The City Manager reported that the South Sanford Sewer Force Main had been completed
for less than the estimated cost and recommended refunds of overpayments to the participants
in the amount of~$8,693.03.
Commissioner Morris moved to authorize same. Seconded byCommissioner Stenstrom
and carried.
The Building Official submitted a recommendation that the Sanford City Code,
Appendix B, Subdivision Regulations, Section III, Subdivision Design Standards, Section
310, Required Public and Other Improvements, Subsection 8, Electric Supply System, be amended
to read as follows:
8. Electric Supply System: In every subdivision,
provision shall be made for a satisfactory
electric supply system through the cooperation
of the appropriate supplier. The owner~or
developer of any subdivision shall be required
to provide underground wiring for electrical
service to structures and to ~rovide adequate

CommisSioner Meyer moved to authorize the City Attorney to prepare, the proper
ordinance for same.> Seconded by Commissioner Morris and carried.
Commissioner Stenstrom moved to endorse the letters from the City Manager to
Orlando Armature Works, Utility. DirectOr S. M RiCharde, and to,water ptant'~personnel, for
their work to get the main water plant back into operation after it. was'knocked, out. by ligh~tnint
on Friday night. Seconded by Commissioner MeYer~and~carried. ~
On recommendation of the City Manager,.~Commissioner Meyer~moved to authorize park-
lng on the East side of Sanford Avenue on the .South portion of the block between First Street
and Second Street. Seconded by Commissioner Stenstrom and carried.
Request submitted from Seminole Paint and Body for an agreement for a time exten-
sion to pave Myrtle Avenue from Park Drive to the North edge of their new building at 2540
Myrtle Avenue, On motion of Commissioner Meyer, ,seconded~ bY Commissione= Morris and carried,
same was authorized. ~ ~ ~
The'City Manager submitted Plans .and elevgtion drawings'fo~ .the:utility building
at the police station, and on motion of Commissioner Stenstrom, seconded by Commissioner
Meyer and carried, the plans were approved and the City Manager was authorized to proceed
with obtaining negotiated bids from small contractors.
There being no further business, the meeting was adjourned.
