July 8 at 7:00 P.M. 1974 The City Commission of the City of Sanford, Florida, met in regular session in the City Hall of the City of Sanford, Florida, at 7:00 o'clock P. M. on July 8, 1974. Tamm, Jr. Police Chief Ben E. Butler Absent: Commissioner John G. Morris Commissioner Julian L. Stenstrom The meeting was called to Order by the Chairman. A public hearing was held in accordance with notice published in the Sanford Herald on June 24, 1974, as follows: NOTICE OF A PUBLIC HEARING TO CONSIDER THE ADOPTION OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on July 8, 1974, to consider the adoption of an ordinance by the City of Sanford, Florida, title of which is as follows: ORDINANCE NO. 1234 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1097 OF SAID. CITY, SAID ORDINANCE BEING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING THE ZONING~OF A PORTION OF THAT PROPERTY LYING EAST OF US 17-92 (SR 15-600), APPROXIMATELY 1,400 FEET SOUTHWESTERLY OF THE INTERSECTION OF AIRPORT BOULEVARD WITH SAID.US 17-94 TO GC-2 (GENERAL COMMERCIAL) DISTRICT. A copy shall be available at the office of the City Clerk for all persons desiring to examine the same. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. Wynne~ for continued employment past the age of 65 as a truck driver, Street Department; and on recommendation of the Street Superintendent, Public Works Director, and the City Manager, Commissioner Meyer moved to approve same. Seconded by Commissioner McClanahan and carried. Statement dated July 3, 1974 submitted from William S. Brumley in amount of $13,037.0~ for work on the addition to the General Sanford Memorial Library. On recommendation of the City Manager and the City Engineer, Commissioner McClanahan mOVed to authorize payment of same from Public Projects Fund. Seconded by Commissioner Meyer and carried. Commissioner McClanahan introduced Resolution No. 1555, and after being read in full, moved on its passage and adoption. Seconded by Commissioner Meyer and carried. Said Resolution No. 1155 being in words and figures, as follows: RESOLUTION OF THE CITY OF SANFORD, FLORIDA, REQUESTING THAT THE DEPARTMENT OF TRANSPORTATION OF THE STATE OF FLORIDA TAKE APPROPRIATE ACTION TO ELIMINATE PARKING ON US HIGHWAY 17-92 FROM 27th STREET TO AIRPORT BOULE- VARD AND FURTHER TO RESTRIPE THE TRAFFIC lANES IN SUCH A MANNER AS TO WIDEN THE MEDIAN STRIP AND ALLOW VEHICLES TO MAKE SAFE LEFT TURNS. WHEREAS, it has been brought to the attention of the City Commission of the City 6~ Sanford, Florida, that the Traffic Planner of the Department of Transportation of the State of Florida has recommended the removing of parking on both sides of US Highway 17-92 from 27th Street to Airport Boulevard and further to restripe the traffic lanes so as to widen the median strips to enable vehicles to make safe left turns, and WHEREAS, the City Commission of the City of Sanford, Florida, deems it advisable and in the best interest of traffic safety to request to the Department of Transportation of the S~a~e~of Florida to take such action as specified herein. NOW THEREFORE, BE IT RESOLVED, that the Department~df Transportation of the State of Florida be officially requested to eliminate parking on both sides of US Highway 17-92 between 27th Street and Airport Boulevard. BE IT FURTHER RESOLVED, that the Department of Transportation of the Sta~e of Florida be requested to restripe the traffic lanes in such a manner as to widen the effective width of the median strip in such a manner as to enable vehicles to make left turns in a safe manner. Seconded by Commissioner McClanahan and carried. Said Resolution No. 1156 being in words and figures, as follows: RESOLUTION OF THE CITY OF SANFORD, FLORIDA, ADOPTING THE RESOLUTION OF THEPLANNING AND ZONING COMMISSION OF THE CITY OF SANFORD, FLORIDA, SAID RESOLUTION REQUESTING THAT THE CITY ADOPT THE DEVELOPMENT GUIDELINES PREPARED BY THE CITY ENGINEERING DEPARTMENT. WHEREAS, the Planning and Zoning Commission of the City of Sanford, Florida, adopted a resolution~on June 20, 1974, requesting that the Development Guidelines, prepared by'the City 'of Sanford Engineering Department, be adopted as an official element of the Comprehensive Plan of the City of Sanford, Florida, and WHEREAS,.the City Commission of the~City of Sanford, Florida, deems it advisable and in the best interest of comprehensive~planning that the Development Guidelines be officially adopted as an element of the Comprehensive Plan of the City of Sanford, Florida. NOW THEREFORE, BE IT RESOLVED~as follows: 1. That the Development. Guidelines prepared by the City of Sanford Engineering Department be and the sam~ are hereby adOpted as an official element of the Comprehensive Plan of the City of Sanford, Florida. ~ ~ 2. Commissioner Meyer moved to waive the building, plumbing and electrical permit fees and Water, Sewer and Drainage ControL; fee for the-stadiUm and to authorize the City Manager to negotiate the waiver of the parking and site plan requirements with the consent of the Planning and Zoning Commission.
