The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall of the City of Sanford, Florida, at 7:00 o'clock P. M. on July 8, 1974.

The meeting was called to Order by the Chairman.
A public hearing was held in accordance with notice published in the Sanford Herald
on June 24, 1974, as follows:
NOTICE OF A PUBLIC HEARING TO CONSIDER THE ADOPTION
OF AN ORDINANCE BY THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
7:00 o'clock P. M. on July 8, 1974, to consider the adoption of an
ordinance by the City of Sanford, Florida, title of which is as follows:
ORDINANCE NO. 1234
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 1097 OF SAID. CITY, SAID
ORDINANCE BEING A ZONING PLAN WITHIN THE CITY
OF SANFORD, FLORIDA, SAID AMENDMENT CHANGING
THE ZONING~OF A PORTION OF THAT PROPERTY LYING
EAST OF US 17-92 (SR 15-600), APPROXIMATELY
1,400 FEET SOUTHWESTERLY OF THE INTERSECTION
OF AIRPORT BOULEVARD WITH SAID.US 17-94 TO
GC-2 (GENERAL COMMERCIAL) DISTRICT.
A copy shall be available at the office of the City Clerk for all
persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity
to be heard at said hearing.

AMENDING ORDINANCE NO. 1097 OF SAID CITY, SAID

Request submitted by L. H. Wynne~ for continued employment past the age of 65 as
a truck driver, Street Department; and on recommendation of the Street Superintendent, Public
Works Director, and the City Manager, Commissioner Meyer moved to approve same. Seconded
by Commissioner McClanahan and carried.
Statement dated July 3, 1974 submitted from William S. Brumley in amount of $13,037.0~
for work on the addition to the General Sanford Memorial Library. On recommendation of the
City Manager and the City Engineer, Commissioner McClanahan mOVed to authorize payment of
same from Public Projects Fund. Seconded by Commissioner Meyer and carried.
Commissioner McClanahan introduced Resolution No. 1555, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner Meyer and carried.
Said Resolution No. 1155 being in words and figures, as follows:
RESOLUTION OF THE CITY OF SANFORD, FLORIDA, REQUESTING
THAT THE DEPARTMENT OF TRANSPORTATION OF THE STATE
OF FLORIDA TAKE APPROPRIATE ACTION TO ELIMINATE PARKING
ON US HIGHWAY 17-92 FROM 27th STREET TO AIRPORT BOULE-
VARD AND FURTHER TO RESTRIPE THE TRAFFIC lANES IN SUCH
A MANNER AS TO WIDEN THE MEDIAN STRIP AND ALLOW VEHICLES
TO MAKE SAFE LEFT TURNS.
WHEREAS, it has been brought to the attention of the City Commission
of the City 6~ Sanford, Florida, that the Traffic Planner of the Department of
Transportation of the State of Florida has recommended the removing of parking
on both sides of US Highway 17-92 from 27th Street to Airport Boulevard and
further to restripe the traffic lanes so as to widen the median strips to enable
vehicles to make safe left turns, and
WHEREAS, the City Commission of the City of Sanford, Florida,
deems it advisable and in the best interest of traffic safety to request to
the Department of Transportation of the S~a~e~of Florida to take such action
as specified herein.
NOW THEREFORE, BE IT RESOLVED, that the Department~df
Transportation of the State of Florida be officially requested to eliminate
parking on both sides of US Highway 17-92 between 27th Street and
Airport Boulevard.
BE IT FURTHER RESOLVED, that the Department of Transportation
of the Sta~e of Florida be requested to restripe the traffic lanes in such
a manner as to widen the effective width of the median strip in such a manner
as to enable vehicles to make left turns in a safe manner.

Commissioner Meyer introduced Resolution No. 1156, and after being read in full,
moved on its passage and adoption. Seconded by Commissioner McClanahan and carried.
Said Resolution No. 1156 being in words and figures, as follows:
RESOLUTION OF THE CITY OF SANFORD, FLORIDA, ADOPTING
THE RESOLUTION OF THEPLANNING AND ZONING COMMISSION
OF THE CITY OF SANFORD, FLORIDA, SAID RESOLUTION
REQUESTING THAT THE CITY ADOPT THE DEVELOPMENT
GUIDELINES PREPARED BY THE CITY ENGINEERING DEPARTMENT.
WHEREAS, the Planning and Zoning Commission of the City of
Sanford, Florida, adopted a resolution~on June 20, 1974, requesting that
the Development Guidelines, prepared by'the City 'of Sanford Engineering
Department, be adopted as an official element of the Comprehensive Plan
of the City of Sanford, Florida, and
WHEREAS,.the City Commission of the~City of Sanford, Florida,
deems it advisable and in the best interest of comprehensive~planning
that the Development Guidelines be officially adopted as an element of the
Comprehensive Plan of the City of Sanford, Florida.
NOW THEREFORE, BE IT RESOLVED~as follows:
1. That the Development. Guidelines prepared by the City of
Sanford Engineering Department be and the sam~ are hereby adOpted
as an official element of the Comprehensive Plan of the City of Sanford,
Florida. ~ ~
2. That the Building Official of the~_City of Sanford, Florida,
be and he is hereby aUthOrized and directed to Communicate this resolution
to all appropriate authorities at such times and in suchmanner as
the said Building offiCial~shall deem it most appropriate and proper.

Jim Ryan, president, Seminole County Zoological Society reporte&~on the progress
of the construction of the Zoo and Park and a tentative date of September for moving the

Commissioner McClanahan moved to authorize the transfer of $613.00 from Contingency

On recommendation of the City Manager, Commissioner McClanahan moved to remove all
reserved parking signs in the City Parking Lot No. 1.. Seconded by CormnissiOner Meyer and
carried.

and Drainage Control fee for a stadium and a vocational building to be constructed on the
Seminole High School property. -Commissioner Meyer moved to waive the building, plumbing
and electrical fees for a vocational building. Seconded by Commissioner McClanahan and carried.
Commissioner Meyer moved to waive the building, plumbing and electrical permit
fees and Water, Sewer and Drainage ControL; fee for the-stadiUm and to authorize the City
Manager to negotiate the waiver of the parking and site plan requirements with the consent
of the Planning and Zoning Commission. Seconded by Commissioner McClanahan and carried.
The City Manager submitted a tabulation of buds for furnishing a refuse packer
as follows:

On recon~tendation of the City Manager, Commissioner Meyer moved to accept the bid
for furnishing a White Truck with Heil body in the amount of $26,465.00 with delivery in two
months and reject the two lower bids due to delivery dates of 7 months and 1 year. Seconded
by Commissioner McClanahan and carried.
Co~ctissioner Meyer moved to authorize the transfer of $450.00 from Contingency
Account No. 8150; $225.00 to City Manager's travel account no. 1407 and $225.00 to Personnel
Director's travel account no. 1607 for the City Manager and the Personnel Director to attend
a labor relations forum at Stetson University Law School in St. Petersburg.

Commissioner Meyer moved to authorize the City Attorney to prepare a resolution
providing for the city to amortize over 15 years the purchase of past service credits for
State of Florida, Division of Retirement.'' Seconded By Commissioner McClanahan and carried.
Estimate No. 2 submitted in the amount of $12,630.15 from American Steel Buildings,
Inc. for construction of a fire station on Highway 17-92 and on recommendation of the City
Manager, Commissioner Meyer moved .to authorize payment of same from Revenue Sharing Trust
Fund. Seconded by Commissioner McClanahan and carried.
Commissioner Meyer moved~to authorize the City Attorney to prepare a resolution
declaring Friday, July 12, 1974 as Jerry Coffee Day. Seconded'by Commissioner McClanahan
and carried.
