M.. .19 74 The City Commission of the City of Sanford, Florida, ~met in regular session in the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on August 5, 1974. Present: Mayor-Commissioner Lee P. Moore Commissioner A. A. McClanahan Commissioner John G. Morris Commissioner Julian L. Stenstrom Commissioner Gordon T. MeYer City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney C. Vernon Mize, Jr. Police Chief Ben E. Butler The 'meeting was called to order by the Chairman. Recommendations from the Planning and Zoning Commission submitted as follows: 1.Recommend to City Commission to rezone from SR-1AA, to MI-2, Lots 4, 5, and 8, Block 11, A. B. Russell's Addition to Fort Reed. 2.Recommend a change and amendment to the Zoning Ordinance, Article VIII, Supplementary Regulations, 1. Planned Unit Development District. 3. Recommend a change and amendment to the Zoning Ordinance, Article V, Use Provisions, MR~i, Multiple Family Residential Dwelling District, D. Density Controls,;~ Add (4) For Townhouses and. ClUster Homes. 4. Recommend denial of a.request to rezone from SR-1 Single Family Residential Dwelling District, to that of RC-1, Restricted Commer- cial District, Lot 451, and N~ of~'Lot 453, Frank L. Wood~uff's 'Sub- division, being.'more generally~described as located: 2653 Elm Ave. 5. Recommend a request to rezone from RC-1, Restricted Commercial Dis- trict, to that of GC-2, General Commercial District, Lots 5, 6, 7, 8, 9, and 10, Orange Heights Amended Plat. Being ~more generally de- scribed as located on the east side of French Avenue, between 15th and 18th Streets. 6. Recommend approval of a revised, improved site plan for a BUD, The Arbors. (Dreyfus property.) .~ ~ Commissioner Morris moved to authorize a public hearing to be held on August 26 to consider items 1, 4, and 5. Seconded by Commissioner McClanahan and carried. Commissioner Stenstrom ~moved to authorize a public hearing to be held on August~26 to consider items 2 and 3 and to authorize the City Clerk to advertise same. Seconded by Commissioner Meyer and carried. Representatives of the Environmental Design Group next appeared to submit a revised site plan for The Arbors, 160 unit Phase I, and proposed better traffic flow, definitive water retention and no increase in density. On ~motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried, said revised plan was accepted. Request submitted form transfer of taxi license from Elmer Brookens d/b/a Union Cab to Lenard Terry, d/b/a Union Cab, 1201 Airport Boulevard. MTI'}~q~Aq~, T,I~,C'~AT, gTT'P'~T,¥ ~OM'PA'NT3F ............ ,, .......... ; .... from the Planning and Zoning Commission to amend the Zoning Ordinance, Article VI, Section 2, paragraph (18), Off Street Parking Requirements for shopping:centers and supermarkets, to continue to require one space for Drug Stores and Supermarkets for each 100 square feet of non-storage floor area, and all other retail outlets in a shopping center, to require one parking space for each 200 square feet of non-storage floor area. Commissioner McClanahan · moved to authorize a public hearing to be held August 26, 1974' to consider same. Seconded by Commissioner Stenstrom and carried. Letter submitted from State of Florida DOT recommending restriping highway 17-92 from 25th Street to Airport Boulevard instead of 27th Street to Airport Boulevard. Commis- sioner Morris 'moved to authorize the City Attorfiey7t0 prepare a resolution for same and to authorize the Mayor to execute same. Seconded by Commissioner.Meyer and carried. On recommendation of the City Manager, Commissioner McClanahan moved to approve a 90 day time extension on condemnation reports as follows: Group Report No. No.. Letter next submitted from residents in the area of Park Avenue and 12th Street, objecting to the operation of a convenience store during the hours of 11:00 P. M. to 7:00 A.M. The Commission noted that the hours of operation were not restricted in the Zoning Ordinance and that the property owners should call the police department if they have a com- plaint. The City Manager was authorized to write a letter to the 'district manager of the conditions set forth. On recommendation of the Airport Manager, Commissioner Meyer 'moved to re-appoint Dr. Robert Rosemond and Mr. Joe Baker as ~members of the City of Sanford Airport Authority for terms to expire on September 30, 1978. Seconded by Commissioner Morris and carried. On recommendation of the City Attorney, City Manager and City Clerk, Commissioner Stenstrom moved to authorize a public hearing to be held on August 19 to consider the adop- Seconded by Commissioner McClanahan and tion of the budgets for the fiscal year 1974-75. carried. The City Manager reported that effective October 1, 1974, state law CS/HB 3471 will require all dump trucks, trash trucks, etc. to cover their loads with a tarpaulin. Commissioner Meyer moved to accept the recommendations and refer them to the Planning and Zoning Commission. Seconded by Commissioner Stenstrom and carried. .Commissioner Stenstrom moved to appoint Larry Blair to the Board of Adjustment. Seconded by Commissioner Morris and carried. The City Manager submitted a tabulation of bids opened July 26, 1974 for a truck with dump body knuckle boom and trash loader as follows: Heintzelman's Truck Center Orlando, Florida $15,754.74 30 days Hollander's Hydraulics 'Gainesville, Florida $20,200.00 30 days International Motor Trucks Orlando, FLorida $20,955.00 January, 1975 On recommendation of the City Manager, Commissioner Meyer 'moved to accept the low bid of $15,754.74 by Heintzelman's Truck Center. Seconded by Commissioner McClanahan and carried. Commissioner McClanahan ~moved to authorize the City.Attorney to prepare a proposed ordinance for consideration to permit the City to register those businesses~which operate in the City and whose place of business is located outside the City. Morris and carried. Seconded by Commissioner the create City Airport Zoning Regulations. The next order of business was the consideration of the proposed budgets for the 'fiscal year 1974-75. There being no further business, the meeting was adjourned.
