The City Commission of the City of Sanford, Florida, 'met in special session in the
City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on August 7, 1974.
Present: Mayor-Commissioner Lee P. Moore
Commissioner John G. Morris
Commissioner A. A. McClanahan
Commissioner Julian L. Stenstrom
Commissioner Gordon T. Meyer
City Manager W. E. Knowles
City Clerk H. N. Tamm, Jr.
Absent: City Attorney C. Vernon Mize, Jr.
Police Chief Ben E. Butler
The 'meeting was called to order bY the Chairman.
The Mayor reported on a"meeting with Loomis Leedy, FiScal Agent, at which was
discussed the feasibility of the issuance of general obligation bonds of approximately 4.25
million dollars for a comprehensive drainage Program, and further that engineering plans
would take approxi'mately 8 to 10 'months, after the election.
The City Clerk was authorized to 'meet:.with the County Supervisor of elections to
determine if this question could be placed on the ballot for tke November General Election.
Letter next submitted from H. T. Walling, Division of Retirement, stating there
was no program available for the City to contract with the State for past service liability
without the City underwriting all of the payment to the State. The Commission reaffirmed
their agreement to 'match the employees payments for past service and authorized funds to
be placed in the 1974-75 budget for same, and further, not to enter into an agreement with
the State for past service payments. .
The next order of business was further study of the proposed 1974-75 budget.
There being no further business, the meeting was adjourned.
