The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall of the City of Sanford, Florida, at 7:00 o'clock P. M. on August 12, 1974.

The 'meeting was aalled to order by the Chairman.
A public hearing was held to consider condemnation of 21 structures or buildings
on Report Nos. 74-568 through 74-588, Group 30, in accordance with notices authorized at
the 'meeting of July 22, 1974.
The Chairman announced;:that the Commission would hear from any property owner or
representative thereof. A review of each individual report was as follows:

After consideration, Commissioner Meyer moved that finding the building under
Report No. 74-574 to be unsanitary, unsafe, and delapidated, that said structure be condemned
and the owner given a notice of ninety days in which to repair or demolish or to give just
cause why same has not been repaired or demolished; and after ninety days to authorize the
City to demolish the structure and levy a lien against the property for said removal. Seconded
by Commissioner Stenstrom and carried.
After consideration, Commissioner Morris ~moved that finding the buildings under
Report Nos. 74-569, 74-573 through 74-585, and 74-588 to be unsanitary, unsafe, and delapi-
dated, that said structures be condemned and the owners given a notice of ninety days in which
to repair or demolish or t0 give just cause why same has not been repaired or demolished;
and after ninety days to authorize the City to demolish~%the structures and levy a lien against
the property for said removal. Seconded by Commissioner Stenstrom and carried.

a lien against the property for said removal. Seconded by Commissioner Meyer and'carried.
A public hearing was held in accordance with notice published in the Sanford Herald
on August 9, !~974 as follows:

The Chairman announced that the Commission would hear from those persons in favor
of, or in opposition to the proposed budget.
J. S. Cleveland, Airport Manager, appeared to speak in behalf of the budget.
Commissioner Morris moved to approve the budget. Seconded by Commissioner Meyer
and carried.
Commissioner Morris 'moved to refer to the Planning and Zoning Commission the rezoning
of 4 acres at the Northeast corner of the intersection of Art Lane and Lake Mary Boulevard
as requested by William C. Hutchison, Attorney for William L. Morgan, owner. Seconded by
Commissioner McClanahan and carried.
Commissioner McClanahan 'moved to remove from table consideration of' the request

Meyer and carried over the dissenting vote of Commissioner Stenstrom.
Commissioner McClanahan moved to authorize the City Attorney to prepare the ordi-
nance to rezone to SR-1 (Single Family Residential Dwelling) District Lots 4, 5, 6 and 7,
Block 1, Flora Heights. Seconded by Commissioner Morris and carried over the dissenting
votes of Mayor Moore and Commissioner Stenstrom.
On motion of Commissioner Morris, seconded by Commissioner Meyer and carried,
time extensions were approved as follows:

Mr. Ti'm Trott, 742 Baywood Circle, appeared as spokesman for several residents
in Sunland Estates objecting to a swale ditch on Carriage Cove development abutting their
property. Commissioner McClanahan 'moved to table further consideration for the City Engineer
and the City Manager to present a cross section graph of the swale ditch, and requested Mr.
Frank D'Amico, developer of Carriage Cove to be present.

On recommendation of the City Manager, Commissioner McClanahan 'moved to approve
payment of invoice dated August 5, 1974 in the amount of $20,250.01 to Clark, Dietz and
Associates, Inc., for work on the Street Paving Project, from Revenue Sharing Trust Fund.
Seconded by Commissioner Morris and carried.
On recommendation of the City Manager and the City Engineer, Commissioner McClanahan
'moved to approve payment of invoice dated August 2, 1974 in the amount of $10,726.00 to
William S. Brumley for work on the General Sanford Library, from Public Projects Fund.
Seconded by Commissioner Morris and carried.
Commissioner Stenstrom reported 'that the Board of Trustees of the General Sanford
Memorial Library had received a request to remove various documents from the premises and
same had been denied; and asked the Commission's direction and support. On 'motion of Com-
missioner Meyer, seconded by Commissioner McClanahan and carried, the Mayor was authorized
to sign a letter indicating the City's support of the Trustees position.
On motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried,
Ordinance No. 1244, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 11, SANFORD CITY CODE OF THE
CITY OF SANFORD, FLORIDA, SECTION 11-12 THEREOF,
AS AMENDED, SUCH SECTION IMPOSING A FEE FOR THE
COLLECTION OF REFUSE AS DEFINED THEREIN PRE-
SCRIBING THE AMOUNT OF SUCH FEE AND DEFINING
USAGES UPON WHICH SAID FEE IS BASED AND PROVIDING
FOR THE METHODS OF BILLING, SAID AMENDMENT CHANG-
ING THE FEES FOR REFUSE COLLECTION.

RESOLUTION NO. 1158
A RESOLUTION PERTAINING TO THE CREATION OF AN
AIRPORT ZONING BOARD AS AUTHORIZED BY CHAPTER
333 OF THE FLORIDA STATUTES, HAVING THE EFFECT
OF ESTABLISHING AND CREATING THE SANFORD AIRPORT
ZONING BOARD AND DELEGATING TO SAID BOARD AUTHORITY
TO ADOPT, REVISE, ADMINISTER AND ENFORCE AIRPORT
ZONING REGULATIONS TO PROTECT AERIAL APPROACHES
OF ANY AIRPORT LOCATED IN SANFORD, FLORIDA, AND
OWNED BY THE CITY OF SAN-FORD; AUTHORIZING THE
APPOINTMENT AND CREATION OF THE SANFORD AIRPORT
ZONING BOARD AND APPROPRIATE REGULATIONS.TO BE
ENFORCED THEREIN; PROVIDING GUIDES AND STANDARDS
TO BE CONSIDERED BY THE SANFORD AIRPORT ZONING
BOARD AND ESTABLISHING BOUNDARIES OF AIRPORT ZONING
IN DETERMINING, ADOPTING, AMENDING, REVISING,
MODIFYING, SUPPLEMENTING OR CHANGING AIRPORT
ZONING REGULATIONS.
WHEREAS, the City Commission of the City of Sanford, Florida,
adopted Resolution No. 1151 on the 13th day of May, 1974, pertaining to the
creation of a Sanford-Seminole County Airport Zoning Board as authorized
by Chapter 333 of the Florida Statutes; and
WHEREAS, the Board of County Commissioners of Seminole County
has taken the position that it does not desire to enter into the creation of
a joint Airport Zoning Board; and
WHEREAS,·the City Commission of the City of Sanford, Florida,
recognizes that airport hazards endanger the lives and property of users of
airports and of occupants of land in their vicinity, and also in effect reduce
the size of the area available for the landing, taking off and'maneuvering of
aircraft; thus tending to destroy and impair the utility of airports and the
public investment therein, and it is in the interest of the public health, safety,
order, security and general welfare to prevent the establishment of airport
hazards by 'means of airport zoning regulations; and
WHEREAS, Chapter 333 of~the Florida Statutes, 1957, empowers
a political subdivision to Create~an airport zoning board and to delegate
to said board the powers conferred on'political subdivisions of said Act to
adopt, revise, administer and enforce airport zoning regulations to protect
the aerial approaches of any airport located, in whole or in part, within the
corporate limits of said political subdivision, subject to such rules, restrictions

desires to create a board to function in connection with any airport located,
in whole or in part, in the City of Sanford, Florida, and owned by the City
of Sanford, Florida;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF SANFORD, FLORIDA, that the Resolution adopted on the 13th day of May,
1974, authorizing the creation of a joint Airport Zoning Board between Sanford-
Seminole County Be, and the same is hereby, set aside and of no further force
and effect.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE CITY
COMMISSION OF SANFORD, FLORIDA that there be created a City of
Sanford Airport Zoning Board as authorized by said Chapter 333 of the
Florida Statutes; .and that appropriate ordinances be enacted by the City of Sanford,
Florida, to provide for said Zoning Board.
THIS RESOLUTION ADOPTED this 12th day of August, 1974.

On recommendatiOn-of the. City Engineer, Commissioner~ Meyer ~moved to authorize pay-
'ment of invoice in the amount of $7,871.71 to American Steel Buildings Inc. of Florida for
work on the Fire station on highway 17-92~ fromRevenue Sharing Trust FUnd. Seconded by '~1
Commissioner Morris and carried.
Mr. Jim Lee appeared to request that the hours of operation of the City Library
~'be extended into the evening'and on weekends. The Commission authorized the City Manager
to obtain a study of the number of people using the library and a report on the use in prior
years when it was open for a longer period of time.
Commissioner Morris 'moved to authorize the City Attorney to prepare a resolution
objecting to county taxation for services provided by the city. Seconded by Commissioner
Stenstrom and carried.
Commissioner Morris 'moved to table consideration of a registration ordinance for
non-resident occupations. Seconded by Commissioner Meyer and carried.
On 'motion of Commissioner Morris, seconded by Commissioner McClanahan and carried,
the City Manager was authorized to perform consultant work for the City of Longwood on week-
ends and evenings, if it would not interfere with his regular work.
The City Manager reported that D~mension Four Company has not paid the monthly
interest on their note for the South Sanford Force Main Project. Commissioner Morris moved
to authorize the City Attorney to proceed with the necessary steps for collection. Seconded
by Commissioner Meyer and carried.
Mr. Archie Harriett appeared to request permission to empty 5,000 to 7,000 gallons
a week of septic tank waste into the City's Secondary Sewage Treatment Plant. Commissioner
McClanahan 'moved to authorize the City Manager to work out some details with Mr. Harriett.
Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan 'moved to authorize in the proposed budget Harley-Davidson
· motorcycles and reduce the horsepower in the patrol cars for the Police Department. Seconded
by Commissioner Meyer and carried~over the dissenting vote of Mayor Moore.
Commissioner McClanahan 'moved to authorize the Chief of Police and the Safety
Director to prepare specifications for police patrol cars in the proposed budget to be in
the range of 360 to 400 horsepower. Seconded by Commissioner Meyer and carried.
