The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall of the City of Sanford, Florida,' at 4:00 o'clock P. M. on August 19, 1974.

A public hearing was held in accordance with notice published in the Sanford Herald
on August 5, 1974, as follows:
NOTICE OF PUBLIC HEARING FOR THE PROPOSED ADOPTION
OF AN ANNUAL BUDGET FOR THE. CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the
Commission Room in the City Hall in the City of Sanford, Florida, at
4:00 o'clock P. M. on August 19, 1974, to consider the adoption of an
Annual Budget for the fiscal year of October 1, 1974 to September 30,
1975. ,,
A copy of said budget shall be available,at the office of the City
Clerk for all persons desiring to examine the same.
Ail parties in interest and citizens shall have an opportunity to
be heard at said hearing.

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
APPROPRIATING UNEXPENDED CASH SURPLUS ON HAND
AT THE END OF THE FISCAL YEAR 1973-74 TO THE
DEPARTMENT OF GENERAL GOVERNMENT OF SAID
CITY FOR THE FISCAL YEAR 1974-75 FOR USE OF
ORDINARY PURPOSES IN OPERATING EXPENSES OF SAID
CITY.
WHEREAS, the City Commission of t~:~City of Sanford, Florida,
deems it necessary,, expedient and for the best interest of said City that
any unexpended cash surplus as of September 30, 1974 of the operating
revenues of said City for the fiscal year 1973-74 be aPpropriated for the
ordinary purposes and.~perating expenses of said City in the budget for the
fiscal year 1974-75.
NOW, THEREFORE, BE IT RESOLVED by the City Commission
of the City of Sanford, Florida, that any unexpended cash surplus as of
September 30, 1974 of operating revenues of said City for fiscal year 1973-
1974 be and the same is hereby appropriated to the Department of General
Government of said City for the ordinary purposes and operating expenses
of said City for the fiscal year 1974-1975, and said cash surplus shall be
incorporated in the budget of revenues and expenditures of said City for
said fiscal year 1974-1975 for the ordinary purposes and operating expenses
of said City.
BE IT FURTHER RESOLVED that this Resolution shall become
effective as of the first day of October, A.D. 1974.
PASSED AND ADOPTED this 19th day of August, A.D. 1974.

On 'motion of Commissioner Meyer, seconded by Commissioner StenstrOm and carried,
Resolution No. 1160 was introduced and read in full. Said resolution being in words and
figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SANFORD, FLORIDA, ADOPTING A BUDGET
OF REVENUES AND EXPENDITURES?FQ~R THE CITY
OF SANFORD, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1974 AND ENDING SEPTEM-
BER 30, 1975; AND CAPITAL BUDGET.
WHEREAS, in accordance with Article VI of the Charter, as amended,
of the City of Sanford, Florida, the City Manager of the City of Sanford, Florida
and submitted to the City Commission of the City of Sanford, Florida

30, 1975, and a Capital budget, such estimates or budget having been ~made with
particular application to the various departments of the City, a true copy of which
is hereto attached and by reference 'made a part of this Resolution; and
WHEREAS, each and every item contained and set forth in said budgets
prepared by the City Manager has been carefully considered by this iCommission,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the
City of Sanford, Florida, that said budget as prepared and submitted by the
City Manager to the City Commission be and the same is hereby adopted as the
budget for the City of Sanford, Florida, for the fiscal year beginning October 1,
1974 and ending September 30, 1975; and the Capital budget as prepared and
submitted by the City Manager to the City Commission be and the same is
hereby adopted.
BE IT FURTHER RESOLVED that upon collection of any revenues of
said City, the City Clerk shall allocate from each dollar collected and received
the several amounts to the respective funds for purposes for which the same
are hereby~authorzzed~andapp~ove
BE IT FURTHER RESOLVED that ~his Resolution shall become
effective as of the first day of October, A.D. 1974.

As the City Commission of the
City of Sanford, Florida
William E. MacLauchlin appeared to speak in favor of extending the hours of opera-
tion for the 'municipal library, suggesting one evening a week, Saturday 'morning, and to close
one afternoon. He submitted a petition with 33 signatures in favor of the extended hours.
The Mayor stated a study was being ~made on this phase of operation.
Rod Layer, Drug Action Committee, submitted their 74-75 program and requested a
prorata share from the City in the amount of $5,649.02, amd same was taken under advisement.
Request submitted for transfer of taxicab license no. 1626 from Ollie B. Woods and
Roscoe Morgan to Roscoe Morgan. On 'motion of Commissioner Meyer, seconded by Commissioner
Morris and carried, same was approved.
On recommendation of the City Manager, Commissioner Morris moved to authorize time
extensions on condemnations as follows:

A contribution in the amount of $50.00 from the Sanford Business and Professional
Women's Club was authorized to be accepted and appropriated for Christmas decorations.
The City Manager was authorized to write a letter to acknowledge this gift and their interest.
On recommendation of the City Manager, Commissioner Meyer moved to authorize trans-
fer of funds as follows:

On 'motion of Commissioner Stenstrom, seconded by Commissioner Meyer and carried,
· minutes of August 8 and 12, 1974, were approved.
Tha: City Engineer and the City Manager submitted a report on the cost and other
factors involved with permitting septic tank waste to be dumped into the City's Sewage Plant,
and recommended against the procedure. Commissioner Meyer moved to approve the Recommenda-
tion and to deny this use. Seconded by Commissioner Morris and carried.
The City Manager submitted slides and a cross section graph of the drainage ditch
on Dreyfus property abutting Sunland Estates. Mr. Frank D'Amico, developer, stated they
will slope the bank to a swale elevation and sod the Sunland side.
The City Manager reported that the City Physician had sent a city prisoner to the
hospital for treatment for apparent drug withdrawal symptoms and the city billed for this
expense. Commissioner Meyer moved to authorize payment and to authorize the City Manager
to direct a letter to the City Physician to request that he confer with the City Manager
before sending a prisoner to a hospital. Seconded .by Commissioner McClanahan and carried.
There being no further business, the meeting was adjourned.
