Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. Thereupon, the Chairman announced that the CitY'Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 1249, entitled: I:N U T E S City Commission~ Sanford, Florida. · : September 9 at 7:00 P.M. 19 7.~ Letter submitted from Seminole County Tax Assessor Terry Goembel stating tax bills could be delayed up to three 'months if the County elects to assess County landowners for specia] fire districts by some ~method othere than the application of a 'millage to non-exempt values. The City Manager reported that this could leave Seminole cities without tax revenue until February, 1975. Commissioner Morris 'moved to authorize a letter to be sent to the Seminole County Commission requesting that Seminole County issue the regular tax roll to include muni- cipalities and then issue a suppli'mentary tax roll for the unincorporated county landowners assessed for fire districts; and further, if the County Commission action causes a delay in the tax roll that the City would expect to be reimbursed for any expense incurred as a result of said action. The City Attorney reported that consideration of a sub-lease' for the Harbourmaster's Building at the Marina to Barrett's Marine would involve the leassees of the Marin~ and the motel as well as the city. After discussion, :the City Attorney was authorized to set up a · meeting for the four parties. Recommendations submitted from the Central Examining Board as follows: 1. Recommend Terry Futrell, Paradise Pools, be appOinted to the examining board as a pool contractor. 2. Recommend Bubba Lee, Lee Plumbing, be appointed to the examining board as a plumbing contractor. 3. Recommend new Electrical Fee schedule as proposed by the Building Official. 4. Recommend banning the use of aluminum wire for sizes smaller than No. 6. 5. ~ ReC~wnend two(2) years of journeyman experience as pre-requisite for Master Plumber and Master Electrical H. H. Block exam. Combined practical work and edu- cation background will be considered when determining eligibility. Mr. Bill Horn was present to discuss the banning of the use of aluminum wire for sizes smaller than No. 6. Commissioner Meyer-moved. to authorize recommendations No. 1, 2, 3 and 4. Seconded by Commissioner Morris and carried. Commissioner Meyer 'moved to table item No. 5. Seconded by Commissioner Morris and carried. On recommendation of the City Manager and the Building Official, Commissioner Mc- Clanahan 'moved to authorize a 90 day time extension on Condemnation No. 74-545; NE corner of Narcissus Avenue and Terwilliger Lane; Bill M. Seconded by Commissioner Stenstrom and carried. The City Manager was authorized to discuss with Seminole County officials the details of the proposed joint paving of West 18th Street from Southwest Road to Goldsboro Elementary iSchool and West 25th Street from Lake Mary Road to the water plant, Commissioner Stenstrom 'moved to set public library hours on Tuesday and Thursday from 1:00 P. M. to 9:00 P. M. Seconded by Commissioner Meyer and same failed to carry by the unanimous vote of the Commission. Commissioner Stenstrom 'moved to authorize to turn on the !~hite-way" lights on Semi- nole Boulevard (17-92) West of the City Limits. Seconded by Commissioner Meyer and carried. The City Manager submitted a recommendation from the City Engineer to remove 9 parking spaces blocking the line of sight at the intersection of Palmetto Avenue and First Street. Commissioner McClanahan 'moved to authorize same, on a temporary basis Seconded by Commissioner · Stenstrom. Motion failed to carry over dissenting votes of Commissioner Meyer, Commissioner ~iStenstrom, and Commissioner Morris. Monroe, NC 28110 $ .30/square yard On recommendation of the City Manager, Commissioner McClanahan moved to award the project to the low bidder, J and B Slurry Seal Company of Florida in the amount of 17.89¢ per square yard. Seconded by Commissioner Stenstrom and carried. The City Manager was authorized to discuss the use of plastic bags for refuse col- lection with those people requiring back-yard pickup because of age or illness. Commissioner Meyer 'moved to table consideration of flood insurance until the City Manager can study and report on this. Seconded by Commissioner McClanahan and carried. The City Manager was authorized to take his 73-74 vacation in the spring of 1975. On 'motion of Commissioner Morris, seconded by Commissioner McClanahan and carried, requests for payment were authorized as follows: a. Fire sub-station.
