M. 19 74 M!DS~TATE LEG~L sUP!~LY ComPlY & The City Commission of the City of Sanford, Florida, 'met in regular session in the City Hall of the City of Sanford, Florida, at 4:00 o'clock P. M. on September 16, 1974. Present: Mayor-Commissioner Lee P. Moore Commissioner John G. Morris Commissioner A. A. McClanahan Commissioner Julian L. Stenstrom Commissioner Gordon T. Meyer City Attorney C. Vernon Mize, Jr. City Manager W. E. Kn'owles City Clerk H. N. Tamm, Jr. Absent: Police Chief Ben E. Butler The meeting was called to order by the Chairman. On recommendation of the Building Official and the City Manager, Commissioner Sten- strom moved to authorize a 90 d~y time extension on Condemnation No. 74-542; 1115 West Fulton Street, Hillma Rice, heirs, owner. Seconded by Commissioner Meyer and carried. On recommendation of the City Manager, Commissioner Meyer moved to authorize payment of statement dated September 11, 1974 in the amount 6f $360.00 to Dan Acito for Interior Design consultation at the Sanford Law Enforcement Center. Seconded by Commissioner Morris and carried Request submitted from Wilco Construction Company for an extension of the time on the agreement to pave Georgia Avenue until October, 1974. On recommendation of the City Manager and on motion of Commissioner Morris, seconded by Commissioner Meyer and carried, same was approved. The City Manager reported that the "Downtown" sign at the northeast corner of First Street and French Avenue was no longer needed at that location, and recommended to remove it. On 'motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the sign was autho- i rized to be taken down. Commissioner McClanahan 'moved to authorize a public hearing to be held on October 7, 1974 to consider the revocation of the occupation license of Albert Smith, Sign Contractor. Seconded by Commissioner Meyer and carried. The City Manager submitted a policy for driveway improVe~nents as follows: a. 1. Swale section -- street contractor not required to 'make any improvements. Owner to obtain permit (no charge) to pro- vide crossing so as to set elevation and not block drainage flow (culvert or other 'means). 2. Where owner has paved driveway already in, street contrac- tot to provide 5-foot apron. b. 1. Curb section -- contractor required only to provide drop curb section at existing driveways. 2. If driveway is paved, contractor to provide 5-foot apron. Commissioner McClanahan moved to accept the City Manager's recommendations. Seconded by Com- missioner Meyer and carried. The City Manager reported that several surrounding cities are franchising the commer- cial refuse cOllection while the city provides residential service. The Commission authorized the City Manager to check into the 'matter further. The City Manager was authorized to investigate the sub-leasing of the Jaycee building n city property for work with Trainable Mentally Retarded Adults. Mike Hattaway, Seminole County CommiSsioner, appeared to explain the County's Fire Protection Plan for unincorporated areas and expressed the desire in the future for a mutual aid fire agreement and same was taken under consideration. Commissioner Meyer moved to authorize the City Attorney to prepare a resolution statin intent to annex a 47 acre area south of Sunland Estates and east of:Highway 17-92; and to autho- rize a public hearing to be held on October 28, 1974 to consider same and to authorize notices to be sent to property owners within 500 feet:of the property proposed for annexation. Seconded by Commissioner Morris and carried. The City Manager reported that there were additional delays before Florida DOT could install the traffic light in front of the new fire sub-station on 17-92.
