The City Commission of the City of Sanford, Florida, met in regular session in the
City Hall of the City of Sanford, Florida, at 7:00 o'clock P. M. on September 23, 1974.

The meeting was called to order by the Chairman.
A public hearing was held in accordance with notice published in the Evening Herald
on September 6, 1974, as follows:

AND CLOSING A PORTION OF AN ALLEY
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
Florida, at 7:00 o'clock P. M. onSeptember 23, 1974, in the City Com-
'mission Room at the City Hall in the City of Sanford, Florida, will
consider and determine whether or not the City will close, vacate and
abandon any right of the City and the public in and to a portion of
an alley lying betwesn 15th Street and 18th Street and between Laurel
Avenue and French Avenue, described as follows:
That certain N/S.alley lying between Lots 6 through 19 and Lots
25 through 38, Amended Plat of Orange Heights.
Persons interested may appear and be heard at the time and place
specified.

The Chairman announced, that the Commission would hear from those persons in favor of,
or against, the proposed alley closing. .No one appeared in opposition.
John Krider spoke in behalf of the closing for new facilities for the Atlantic Nationa~
Bank.
Commissioner Meyer 'moved to authorize the City Attorney to prepare the proper ordi-
inance to close the portion of the alley and reserve same as a utility easement.

Center, to waive the Zoning Regulations to permit a 'mobile hOme to be placed behind said center.
On recommendation of the City Manager, Commissioner Meyer 'moved to deny the request. Seconded
by Commissioner Morris. Commissioner McClanahan 'moved to table the 'matter until Mr. Sieber
could appear before the Commission. Seconded by Commissioner Stenstrom and carried.
Request submitted from Mrs. LYnda Moncrief for a traffic control officer at the bus
stop 'on Sanford Avenue at 20th Street. The City Manager reported that the school bus stop
has been moved from this interSection,to Sanford Avenue and Grandview Avenue, and this seems
to have eliminated the problem.
Commissioner Meyer introduced Resolution No. 1162, and after being read in full, moved
on its passage and adoption. Seconded by Commissioner Morris and-carried. Said Resolution
being in words and figures, as follows:

ANNEXATION OF CERTAIN TERRITORY HEREINAFTER
DESCRIBED AS REQUIRED BY CHAPTER. NO. 73-6~0,

WHEREAS, Chapter 73-620, Laws of Florida, 1973, relating
to 'municipal annexation in.Seminole County, Florida, requires, in Section 3
thereof, that any ~municipal governing body desiring to annex territory shall

The City Manager recommended a transfer of $2,554.50 from Contingency Account to
Street Sign Account in the 74-75 Budget, to cover cost of new school signs as required by state
regulations. On motion of Commissi6ner McClanahan, seconded by Commissioner Morris and carried,
same was authorized.
The City Manager submitted a review of the city recreation programs and recommended
non-athletic programs be for city residents with non-resident participation on a basis of availaq
ble room only after resident"i~egistration. If any non-athletic program exceeds 20 percent
non-resident participation, it must be reviewed by the Department Head and the City Manager
to consider it being feasible to operate. Adult athletics to be no more than 10% non-resident
on any single team.
Commissioner McClanahan moved to table the 'matter until the City Manager can give
details as to how his recom~endg~ions would be carried out. Seconded by Commissioner Stenstrom.
Motion failed to carry over the dissenting votes of Mayor Moore, Commissioner Meyer and Com-
'missioner Morris.
Commissioner Morris moved to approve the recommendations of the department head, with
non-residents to pay a pro-rata share, equal to a city tax payer's cost. Seconded by Commis-
sioner Stenstrom. Motion failed to carry over the dissenting votes of Mayor Moore, Commissioner

Commissioner McClanahan moved to authorize the contractor to finish the General Sanford
Memorial Library addition in a way acceptable to the Board of Trustees. Seconded by Commissioner
Stenstrom and carried.
Commissioner McClanahan moved to authorize the Board of Trustees of the General San-
ford Memorial Library to loan microfilm copies of 'material in the library. Seconded by Commis-
