The City Commission of the City of Sanford, Florida, 'met in special session in the
City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on September 27, 1974.
Present: Mayor-Commissioner Lee P. Moore

The ~meeting was called to order by the Chairman.
Request submitted from Seminole County BPI to approve a sub-lease of the Memorial
stadium to the Wes Rinker Florida Baseball School. On ~motion of Commissioner Morris, seconded
Clerk were authorized to execute same.

Request submitted from Sanford Jaycees to sublease their building at the Fourth Stree~
Park with the requirement that no signs are to be erected, as recommended by the City Manager.
Commissioner Meyer moved to approve the sub-lease. Seconded by Commissioner Morris and carried.
Commissioner Meyer 'moved to approve the lakefront beautification as a bicentennial
project if provided from State funds in amount of $41,514.53 plus 10% Contingency. Seconded
by Commissioner Stenstrom and carried.
Request submitted from Central Furniture and Bedding Company, Inc. for an extension
of six ~months to pave 24th Street abutting their property.
seconded by Commissioner Meyer, same was approved.
On motion of Commissioner Meyer, seconded by Commissioner Morris and carried, the
City Attorney was authorized to prepare a resolution to set a public hearing on November 25,
1974 to consider annexation of Hunt property on South Sanford Avenue.
Commissioner Meyer introduced Resolution No. 1165, and after being read in full,
~moved on its passage and adoption. Seconded by Commissioner Morris and carried. Said reso-
lution being in words and figures as follows:

' OF THE CITY OF SANFORD, FLORIDA, TO CONSIDER
ANNEXATION OF CERTAIN TERRITORY HEREINAFTER
DESCRIBED AS REQUIRED BY CHAPTER NO. 73-620,
LAWS OF FLORIDA.
WHEREAS, Chapter 73-620, Laws of Florida, 1973, relating to
municipal annexation in Seminole County, Florida, requires, in Section 3
thereof, that any 'municipal governing body desiring to annex territory shall
first pass a resolution stating the intent of the ~municipality to consider said
annexation of the stated territory, and
WHEREAS, application for annexation to the corporate ii'mits
of Sanford, Florida, has been 'made by the record owners of the following
described property, to-wit:

WHEREAS, it is the desire of the City Co'mmission of the City
of Sanford to consider such annexation.
NOW THEREFORE, be it resolved by the City Commission of
the City of Sanford, Florida, that a public hearing shall be held on the
25th day of November, 1974, at 7:00 P. M. in the City Hall in the
City of Sanford, Florida, for the purpose of determining the question of
annexation of the territory described above into the corporate limits of
Sanford, Florida.

Housing Authority. Seconded by Commissioner Stenstrom and carried.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, that:
SECTION 1. A bond election of the qualified electors residing
in the City of Sanford, is hereby called to be held on the 5th day of November,
1974, at the time and places hereinafter set forth, to determine whether or
not the issuance of general obligation bonds not exceeding in the aggregate
~6_500_000_00 mhall be a~oroved bv such~aualified electors to finance the

in the City; none of such bonds shall be issued for a longer term than forty
(40) years and no bond shall bear interest at a rate or rates exceeding the
~maxi~mum legal rate of interest at the time of' the sale of the bonds.
SECTION 2. The bond election provided for in Section 1 shall
be held at the same time and places as the general election but shall be
held and conducted as a separate bond election. Only qualified electors
shall be permitted to vote in the bond election provided for in Section 1 hereof.
All qualified electors shall submit proof by affidavit 'made before
the inSpectors that they are qualified electors residing in the City. Qualified
electors who vote by absentee ballot shall submit proof by affidavit made
before a notary public or other person authorized to take oaths under Florida
law.
The polls will be open at the voting places for said bond
election from seven o'clock A. M. until .seven~o'clock P. M. on the
same,day.

Shall the City of Sanford issue not exceeding
$6,500,000.00 principal amount of general obliga-
tion bonds of the City bearing interest at not exceeding
the maximum legal rate of interest at the time of the
sale of the bonds, 'maturing not later than forty
(40) years from the date of issuance thereof, payable
from ad valorem taxes levied on all taxable property
in the City without ii'mit as to rate or amount for the
purpose of constructing or acquiring storm drainage
improvements in the City as 'more specifically des-
cribed and provided in Resolution No. 1167
adopted on the 27th day of September, 1974.

SECTION 5. Paper ballots shall be used at such election for
absentee voting. The form of ballot to be used in the election for absentee
voters~ Shall be in substantially the form provided in Section 4 above, except
that Instructions to Voters shall be as follows:
Instructions to Voters: If you are in favor of the issuance
of said bonds, place an ~!x" in 'the
space to the left of the words "FOR
APPROVAL OF BONDS".
If you are not in favor of the issuance
of said bonds, plac.~~ an "x" in the space
to the left of the words "AGAINST
APPROVAL OF BONDS".
SECTION 6. The City Clerk is hereby authorized and directed to
have printed on plain white paper a sufficient number of the aforesaid ballots
and to deliver them to the appropriate officials for absentee voters and shall
also have printed sample ballots and shall deliver them to the Inspectors and
Clerks on or before the date and t~me for the opening of the polls for such
bond election for the voting places at which voting machines are to be used,
and is further 'authorized and directed to 'make apprcpriate arrangements with
the proper officials of Seminole County for the use of such voting 'machines
at the polling places specified herein and to have printed on plain White paper
and delivered in accordance with law the official ballots for use in such voting
machines.
SECTION 7. For the purpose of determining the result of said bond
election, the bonds shall be approved if a 'majority of the total votes cast in
the bond election shall be in favor of the issuance of the bonds.
SECTION 8. This resolution shall be published in full as a part
of the notice of such bond election, together with an appropriate caption in
such form as the City Clerk shall determine, in the Evening Herald, a
newspaper published and of general circulation in the City of Sanford, once
each week for four (4) consecutive weeks, the first publication to be not less
than thirty (30) days prior to the date of such bond election.
SECTION 9. In the event that any work, phrase, clause,
sentence or paragraph hereof shall be held invalid by any court of competent
jurisdiction, such holding shall not affect any other word, clause, phrase,
sentence or paragraph hereof.
SECTION 10. Ail resolutions in conflict or inconsistent herewith
hereby are repealed, insofar as there is conflict or inconsistency.
SECTION 11. This resolution shall take effect upon its becoming
a law.
PASSED AND ADOPTED this 27th day of September, A.D., 1974.
