The City Commission of the City of Sanford, Florida, 'met in regular session in the
City Hall in the City of Sanford, Florid~ at 4:00~o'clock P. M. on October 7, 1974.
Present:

The 'meeting was called to order by the Chairman.
A public hearing was held to consider the revocation of a 'municipal occupation licens~
as follows:

Mr. Smith was present and stated that he did not understand the complaints. Commissioner McClan
han 'moved to authorize copies of each complaint to be submitted to Mr. Smith so that he can
check with the individuals and try to rectify the situation; and further, to table the public
hearing until October 21 at 4:00 P. M. Seconded by Commissioner Stenstrom and~ carried.
Request next considered from Timothy J. Sieber, Supervisor, Seminole Juvenile Deten-
a~
tion Center, to place his mobile home behind the Seminole County Detention Center. Commissioner~
Stenstrom moved to approve the request on a temporary basis for one year, with stipulations as
fo 1 lows:
1. Occupant to be directly engaged in state juvenile work at this center, at the
supervisory level;
Trailer must be set on blocks with the proper tie-downs;
Trailer 'must be hooked up to an approved sewer system and potable water supply.

Request submitted from the Sanford Pilot Club for an exempt license to hold a Home and
Hobby Show and sale at the Civic Center on November 9, 1974. On motion of Commissioner Morris,
~ seconded by Commissioner Stenstro'm and carried, same was approved.
Recommendations submitted from the Planning and Zoning Commission as follows:
1. Recommend a change and amendment to the Zoning Ordinance, Article V, Section
7. RMOI, Paragraph B. Conditional Uses permitted. Re: Barber Shops,
Beauty Shops, and Apothecary Shops; and (5) Uses Prohibited.
Recommend denial of a request to rezone from SR-1A, Single-Family Residen-
tial Dwelling District, to GC-2, General Commercial District, property
located at 1317 Elm Avenue.
Commissioner McClanahan 'moved to table item (1) and refer back to Planning and Zoning for fur-
ther consideration. Seconded by Commissioner Morris and carried.
Letter submitted from John Mercer, Chairman, Sanford Airport Authority requesting re-

On recommendation of the City Manager, Commissioner Morris moved to deny a request
for time extensions on Repor~ Nos. 72-394, 72-398 and 72-401. Seconded by Commissioner McClana-
han and carried.
Commissioner Morris moved to table consideration of franchises for commercial refuse
collection until the City Manager can.submit a report on the acceptance by customers this would
effect in Sanford. Seconded by Commissioner Stenstrom and carried.
Commissioner Morris 'moved to table until October 21, 1974 the consideration of termin~-
ting the lease to the Jaycees for the park at Fourth Street and 17-92. Seconded by Commissione~
Stenstrom and carried.
Commissioner McClanahan 'moved to tab~ until October 21, 1974 consideration of the
expiration of the time to develope the property on the lakefront, by Frizzell Associates.
Seconded by Commissioner Stenstrom and carried.
Commissioner McClanahan 'moved to authorize the purchase of six city flags for $291.00
and a transfer from contingency for same. Seconded by Commissioner Stenstrom and carried.
Commissioner Stenstrom moved to approve action by the City Manager as follows:
1. Four Street lights installed in Academy Manor;
2. Approval of Downtown Businessmen's Association request:
a. close Magnolia Avenue between First and Second Streets October 2 from
6:30 PM to 10:00 PM for a square dance; and October 5 from 8:00 AM
to 5:00 PM for an antique car display.
b. park a vending 'machine in a parking stall on Magnolia Avenue adjacent
to Purcell's September 30 through October 5.
3. Exempt going-out-of-business sale permit for Hoening Hardware.
Seconded by Commissioner McClanahan and ~carried.
Request submitted from Seminole County Library Advisory Committee to display pictures
and signs on First Street from Park Avenue to Magnolia Avenue on October 26, 1974. On 'motion
of Commissioner Stenstrom, seconded by Commissioner Morris and carried, same was approved.
The Commission authorized a forum to be held at the Civic Center on October 21, 1974
at 8:00 P. M. to answer questions and explain the drainage bond issue on the November 5th ballo'
and to advertise same in the local paper.
On recommendation of the City Manager, Commissioner Stenstrom moved to authorize a
change in title from Personnel Director to Assistant to the City Manager for Sam Ackley. Secon.
ded by Commissioner Morris and carried.
The City Manager reported that Seminole County had 'moved a 'mobile home trailer to the
Food Stamp building area and connected it to the building's systems. Commissioner Morris moved
to notify the county of the city's ordinances as to 'mobile homes and modular homes. Seconded
by Commissioner Stenstrom. Motion failed to carry over the dissenting votes of Commissioner
Meyer and Commissioner McClanahan.
Commissioner McClanahan moved to authorize the City Manager to contact the county

and changes in P. L. 92-500 and federal regulations and further, to authorize the Mayor to exe-
cute same. Seconded by Commissioner Morris and carried.
On recommendation of the City Engineer and the City Manager, Commissioner McClanahan
moved to authorize payment to William S. Brumley, Jr., for invoice in the amount of $5,663.00
for work on the utility building at the Sanford Law Enforcement Center. Seconded by Commis-
sioner Morris and carried. ~
On 'motion of Commissioner Stenstrom, seconded by Commissioner Morris and carried,
~minutes of September 23 and September 27, 1974, were approved.
There being no further business, the ~meeting was adjourned.
