The City Commission of the City of Sanford, Florida, 'met in regular~session in the
City Hall of the City of Sanford, Florida, at 4:00 o'clock P. M. on October 21, 1974.

The 'meeting was called to order by the Chairman.
A public hearing,?'eontinued from the 'meeting of October 7, 1974, was held to con-
sider the revocation of the occupation license of Albert Smith, Sign Contractor. Mr. Smith
appeared and stated that he was no longer in business, and that his shop was closed. Commis-
sioner Meyer 'moved to table further consideration of the revocation. Seconded by Commissioner
Stenstrom and carried.
On 'motion of Commissioner McClanahan, seconded by Commissioner Meyer and carried,
Ordinance No. 1260, entitled:
AN ORDINANCE TO BE KNOWN AS THE' AIRPORT AND
AIRSPACE HAZARD ZONING ORDINANCE; SAID
ORDINANCE PROVIDING FOR THE ESTABLISHMENT
OF AN AIRPORT ZONING COMMISSION AS AUTHORIZED
BY CHAPTER 333, FLORIDA STATUTES, AND AS SET
FORTH IN RESOLUTION NO. 1158 ADOPTED AUGUST 15,
1974, SAID RESOLUTION AUTHORIZING THE CREATION
OF AN AIRPORT ZONING COMMISSION.
THIS ORDINANCE HAS THE EFFECT OF CREATING AN
AIRPORT ZONING COMMISSION WHICH IS TO RECOMMEND
TO THE CITY COMMISSION THE BOUNDARIES OF THE
VARIOUS ZONES TO BE ESTABLISHED AND THE ZONING
REGULATIONS TO BE ADOPTED RELATIVE TO AIRSPACE
HAZARD ZONING, AND FURTHER TO PROTECT AERIAL
APPROACHES OF ANY AIRPORT LOCATED, IN WHOLE
OR IN PART, WITHIN THE CITY OF SANFORD: AUTHOR-
IZING THE APPOINTMENT AND CREATION OF THE
AIRPORT ZONING COMMISSION: PROVIDING GUIDELINES
AND STANDARDS TO BE CONSIDERED BY THE AIRPORT
ZONING COMMISSION IN MAKING RECOMMENDATIONS
TO THE CITY COMMISSION TO ESTABLISH BOUNDARIES
OF AIRPORT ZONING DISTRICTS AND IN DETERMINING,
ADOPTING, AMENDING, MODIFYING, REVISING, OR
CHANGING AIRPORT ZONING REGULATIONS: PROVIDING
FOR THE ADMINISTRATION AND ENFORCEMENT OF
AIRPORT ZONING REGULATIONS: CREATING A BOARD
OF'ADJUSTMENT, PROVIDING FOR APPEALS IN CERTAIN
CASES AND AUTHORIZING SAID BOARD TO EXCERCISE
CERTAIN POWERS, SUBJECT TO GUIDELINES AND
STANDARDS IN CERTAIN CASES: PROVIDED THAT AIRPORT
ZONING REGULATIONS SHALL BE REASONABLE, HAVE
THE FORCE OF LAW, AND SHALL NOT INTERFERE
WITHANY NON-CONFORMING USE: DEFINING CERTAIN
WORDS AND PHRASES: PROVIDING THAT AIRPORT
ZONING REGULATIONS AND ALL AUTHORITY GRANTED
SHALL BE KEPT ON FILE AT CERTAIN PLACES WHICH
SHALL BE OPEN TO PUBLIC INSPECTION: PROVIDING
FOR VIOLATIONS AND PENALTIES: PROVIDING FOR AN
EFFECTIVE DATE.

Letter submitted from W. C. Hutchison, Attorney for W. R. Frizzell and Associates,
requesting the city to repurchase approxi'mately 14 acres at Seminole Boulevard and French
Avenue on the lakefront in amount of $105,875.00, in accordance with agreement. Commissioner
Morris moved to repurchase from Public Projects Fund in amount of $105,875.00, effective
December 31, 1974. Seconded by Commissioner Stenstrom and carried. Commissioner Morris ~moved
~to authorize a transfer of $19,125.00 from General Fund to Public Projects for payment in
lieu of taxes on said property. Seconded by Commissioner Meyer and carried.
Recommendations submitted from Planning and Zoning Commission as follows:
1. Recommend a change and amendment to the Zoning Ordinance,
1097, Article V, RC-1, Restricted Commercial District,
paragraph B, Conditional Uses Permitted, by adding (6)
Self-Service Gasoline Pumps.
2. Recommended approval to the City Commission for the
consumption of alcoholic beverages on premises at the
Elks Club, corner of Cypress Avenue and 7th Street.
Commissioner Meyer moved to authorize a public hearing to be held on November 12 to consider
same and to authorize the City Clerk to advertise same.

On motion of Commissioner McClanahan, seconded by Commissioner Morris and carried,
due to the City Hall being closed for a holiday on November 11, 1974, the gegular 'scheduled
?meeting was authorized to be held November 12, 1974.
On 'motion of Commissioner Morris, seconded by Commissioner Meyer and carried, minutes
of October 7 and October 14, 1974, were approved.
Request submitted from Jerry Munson, President, Downtown Business Association, to
close First Street for a street carnival on October 31, 1974 from 12:00 noon to 9:00 P. M.
Commissioner Stenstrom moved to authorize the request. Seconded by Commissioner Morris and
carried. ..~
Commissioner Morris 'moved to authorize the waiver of the $1,650.00 utility connec-
tion fee for the Crime Lab, to be located at the Airport, with the funds to be applied to
the lease by the City of an Airport site for the dog pound. Seconded by Commissioner Sten-
strom and carried.
Commissioner McClalahan moved to waive the utility connection fee of $550.00 for
ithe Disabled American Veterans for an addition to their building on highway 17-92

On recommendation of the City Manager, Commissioner McClanahan 'moved to approve
ia 'mobile home to be placed at the R & M Manufacturing Company plant on Albright Road for one
ilyear, to be used for security purposes, provided:
1. Occupant to be directly engaged in security work at this plant;

Commissioner McClanahan moved to authorize the'City Manager to request Tom Wilson,
Executive Director, Sanford Housing Authority, to be present at the 'meeting of November 6
at 12:00 noon to discuss application for additional low rent housing units. Seconded by
Commissioner Stenstrom and carried.
On 'motion of Commissioner Meyer, seconded by Commissioner McClanahan and carried,
lease with consumption of alcoholic beverages at the Civic Center was authorized on October 18,
197.4.
Commissioner Meyer moved to authorize the City Attorney to request an opinion from
the Attorney General on the requirement for the county to conform to city standards and regu-
lations inside the corporate limits of Sanford. Seconded by Commissioner Morris and carried.
There being no further business, the 'meeting was adjourned.
